June 18, 1997 Notice of Public Hearing, Affidavit of Publication Conservation Order 399 STATE OF ALASKA ALASKA OIL AND GAS CONSERVATION COMMISSION 3001 Porcupine Drive Anchorage, Alaska 99501-3192 Re: THE REQUEST of BP EXPLORATION (ALASKA) INC., for an order waiving Endicott Field Rules, Conservation Order No. 202, Rule 6(a). ) Conservation Order No. 399 ) ) Endicott Field ) Endicott Oil Pool ) Duck Island Unit August 6, 1997 IT APPEARING THAT: BP Exploration (Alaska) Inc., operator of Duck Island 'Unit, submitted a request received June 30, 1997 to waive the requirement of Endicott Field Rules, Conservation Order No. 202 (CO//202), Rule 6(a), Pressure Surveys, for all remaining wells to be drilled in the Endicott Field, Duck Island Unit. 2. Notice of the request was published in the Anchorage Daily News on July 18, 1997. 3. No protests were filed with the Commission. FINDINGS: Rule 6(a) requires a pressure survey be taken on each well prior to regular production. . Rule 6(c) and Rule 6(d) require annual pressure surveys in each governmental section and a key well pressure program to monitor reservoir pressure in the pool. . A pressure survey in each new well may or may not be useful for reservoir management purposes depending on where the survey is taken in the reservoir. . Results and analysis of pressure monitoring have been presented annually to the AOGCC. . Changes to the key well program have been proposed and approved on occasion to meet needs of reservoir management and to accommodate problems in a particular well. . Over 650 pressure surveys have been conducted in the Endicott pool sine 1986. The operator has averaged approximately 60 surveys per year. Conservation Order 399 ' August 6, 1997 Page 2 CONCLUSIONS: 1. Pressure data for reservoir management purposes should be acquired in wells and subzones throughout the reservoir where appropriate to answer questions and plan efficient development. 2. Pressure data from the Endicott Pool key well program is reported regularly and is subject to annual review by the Commission. 3. Rule 6(c) and Rule 6(d) are sufficient to provide pressure data for reservoir management purposes. 4. Waiving the requirement of Rule 6(a) to measure reservoir pressure in each new well will not cause waste or jeopardize correlative rights. NOW, THEREFORE IT IS ORDERED THAT: Rule 6(a) of Conservation Order 202 is hereby repealed. DONE at Anchorage, Alaska and dated August 6, 1997. A request for rehearing must be received by 4:30 PM on the 23rd day following the date of the order, or next working day if a holiday or weekend, to be timely filed. The Commission shall grant or refuse the application in whole or in part within 10 days. The Commission can refuse an application by not acting on it within the 10-day period. An affected person has 30 days from the date the Commission refuses the application or mails (or otherwise distributes) an order upon rehearing, both being the final order of the Commission, to appeal the decision to Superior Court. Where a request for rehearing is denied by nonaction of the Commission, the 30-day period for appeal to Superior Court runs from the date on which the request is deemed denied (i.e., 10th day after the application for rehearing was filed). BP Exploration by application received June 30, 1997, petitioned the AOGCC to waive requirements of Conservation Order 202, Rule 6(a) which requires a pressure survey on each well prior to regular production. A person who may be harmed if the requested order is issued may file a written protest prior to 4:00 PM August 4, 1997, with the Alaska Oil and Gas Conservation Commission, 3001 Porcupine Drive, Anchorage, Alaska 99501, and request a hearing on the matter. If the protest is timely filed and raises a substantial and material issue crucial to the Commission's determination, a hearing on the matter will be held at the above address at 9:00 AM on August 19, 1997, in conformance with 20 AAC 25.540. If a hearing is to be held, interested parties may confirm this by calling the Commission's office, (907) 279-1433 after August 4, 1997. If no protest is filed, the Commission will consider the issuance of the order without a hearing. This rule mandates that a pressure survey be acquired on each new well prior to regular production. BP, as required by Conservation Order 202, Rule 6(d), submitted and was granted approval for a long term pressure monitoring key well program in 1989. The program mandates the minimum pressure requirements of one static pressure per hydraulic subzone per year. BP has reported and reviewed this program with the commission each year since inception. Historically, acquisition of static pressures for reservoir management and infill drilling requirements, has far exceeded the minimum key well requirements. For example, in 1996 twenty- two additional static pressures were acquired across the field in addition to the sixteen approved key wells (attachment). BP Alaska, Inc. believes Rule 6(a) is no longer necessary due to the present maturity of field development and the excellent historical pressure data for each hydraulically independent subzone now identified. BP respectfully requests that the commission allow that static pressure surveys be acquired on an "as needed" basis for prudent operations and reservoir management purposes rather than on a routine "prior to regular production" basis. This change will result in more efficiency, both in terms of data acquisition and utilization.
