Request for a spacing Exception, Kuparuk River Field 2) October 3, 1990 Notice of Hearing, Affidavit of Publication CONSERVATION ORDER NO. 262 STATE OF ALASKA ALASKA OIL AND GAS CONSERVATION COMMISSION 3001 Porcupine Drive Anchorage, Alaska 99501-3192 Re: THE APPLICATION OF ARCO ) ALASKA, INC for an order ) amending Rule 7 of ) Conservation Order No. 173. ) Conservation Order No. 262 Kuparuk River Field Kuparuk River Oil Pool October 23, 1990 IT APPEARING THAT: · ARCO Alaska, Inc submitted an application dated September 18, 1990 requesting an exception to Rule 7 of Conservation Order No. 173 (C0173). · Notice of Public Hearing on the application was published in the Anchorage Daily News on October 3, 1990 in accordance with 20 AAC 25.540. 3. No protests to the application were filed with the Commission. FINDINGS: · Rule 7 of C0173 requires periodic gas-oil-ratio (GOR) testing and reporting of test results for producing wells of the Kuparuk River Oil Pool in the Kuparuk River Field. · Periodic GOR testing is not the only source of GOR data for producing wells. · At least one production test per well per month is required for all producing wells in the Kuparuk River Oil Pool for purposes of production allocation. · Individual well production statistics are filed with the Commission monthly. These figures include oil, gas and water volumes from which a gas-oil-ratio may be calculated. Conservation Order No. ~oz October 23, 1990 Page 2 CONCLUSIONS: · · The periodic GOR testing and reporting requirements of C0173 do not provide the Commission with any better GOR information for monitoring reservoir performance beyond that GOR inform- ation supplied in the monthly production reports. Elimination of the requirement for periodic gas-oil-ratio tests of producing wells in the Kuparuk River Oil Pool of the Kuparuk River Field will not promote waste nor jeopardize correlative rights. NOW, THEREFORE, IT IS ORDERED THAT: Rule 7 of Conservation Order No. 173 is hereby repealed. DONE in Anchorage, Alaska and dated October 23, 1990. sloner iska Oil and Gas Conservation Commission Alaska ommls s loner 1 and ns Conservation Commission Notice of Public Hearing STATE OF ALASKA Alaska Oil and Gas Conservation Commission Re: The application of ARCO Alaska, Inc. for exception to rule 7 Conservation Order No. 173. ARCO Alaska, Inc. by letter dated September 18, 1990, has requested an exception to rule 7, Conservation Order No. 173. The exception would eliminate the Gas-Oil-Ratio (GOR) test and subsequent reporting of same for Kuparuk River Oil Pool wells in the Kuparuk River Field in lieu of the GOR data also provided in the monthly production reports. A person who may be harmed if the requested order is issued, may file a written protest prior to 4:00 pm October 19, 1990 with the Alaska Oil and Gas Conservation Commission, 3001 Porcupine Drive, Anchorage, Alaska 99501, and request a hearing on the matter. If the protest is timely filed, and raises a substantial and material issue crucial to the Commission's determination, a hearing on the matter will be held at the above address at 1:00 pm November 6, 1990 in conformance with 20 AAC 25.540. If a hearing is to be held, interested parties may confirm this by calling the Commission's office, (907) 279-1433, after October 19, 1990. If no proper protest is filed, the Commission will consider the issuance of the order without a hearing. C. Smith Commissioner Alaska Oil and Gas Conservation Commission 3001 Porcupine Drive Anchorage, AK 99501 RE: Application for Exception to Rule 7, Conservation Order No. 173 Dear Mr. Smith: Please consider this letter a request by ARCO Alaska, Inc. as Operator of the Kuparuk River Unit, for the modification of Conservation Order 173. Applicant requests that the reporting requirement of Rule 7 of Conservation Order No. 173 requiring a periodic gas-oil ratio test and reporting of test results, be eliminated for all wells in the Kuparuk River Pool of the Kuparuk River Field. We believe that the monthly allocated production data which is separately reported to the AOGCC, better reflect the well's overall performance and provides accurate data as the wells' current producing Gas-Oil Ratios. The elimination of Gas-Oil Ratio Reporting requirements will not, in our opinion, adversely affect ultimate recovery, create waste or detract from Kuparuk River Unit production reporting.
