No protests to the application were filed with the Commission. FINDINGS: · Rule 7 of C0145 (as amended) requires periodic gas-oil-ratio (GOR) testing and reporting of test results for producing wells of the Prudhoe Oil Pool in the Prudhoe Bay Field. · Periodic GOR testing is not the. only source of GOR data for producing wells. · At least one production test per well per month is required for all producing wells in the Prudhoe Oil Pool for purposes of production allocation. · Individual well production statistics are filed with the Co~nission monthly. These figures include oil, gas and water volumes from which a gas-oil-ratio may be calculated. CONCLUSIONS: , The periodic GOR testing and reporting requirements of C0145 (as amended) do not provide the Commission with any better GOR information for monitoring reservoir performance beyond that GOR information supplied in the monthly production reports. Conservation Order No. 259 September 12, 1990 Page 2 ~ Elimination of the requirement for periodic gas-oil-ratio tests of producing wells in the Prudhoe Oil Pool of the Prudhoe Bay Field will not promote waste nor jeopardize correlative rights. NOW, THEREFORE, IT IS ORDERED THAT: 1. Conservation Orders No. 185 and No. 194 are hereby revoked. 2. Rule 7 of Conservation Order No. 145 is hereby repealed. Conservation Order No. 145 · o Dear Mr Smith' Please consider this letter a joint request by ARCO Alaska, Inc. and BP Exploration (Alaska) Inc., as Operators of the Prudhoe Bay Unit, for the modification of Conservation Order 145. Applicants request that the reporting requirement of Rule 7 of Conservation Order No. 145, ( as amended by Conservation Orders 185 and 194) requiring a periodic gas-oil ratio test and reporting of test results, be eliminated for all wells in the Prudhoe Oil Pool of the Prudhoe Bay Field. We believe that the monthly allocated production data which is separately reported to the AOGCC better reflect the wells' overall performance and provides accurate data as to the wells' current producing Gas-Oil Ratios. The elimination of Gas-Oil Ratio Reporting requirements will not, in our opinion, adversely affect ultimate recovery, create waste or detract from Prudhoe Bay Oil Pool production reporting. ARCO Alaska, Inc. and BP Exploration (Alaska) Inc. by letter dated August 3, 1990, have requested an exception to rule 7, Conservation Order No. 145 as amended by C.O.'s 185 and 194. The exception would eliminate the Gas-Oil-Ratio (GOR) test and subsequent reporting of same for Prudhoe Oil Pool wells in the Prudhoe Bay Field in lieu of the GOR data also provided in the monthly production reports. A person who may be harmed if the requested order is issued, may file a written protest prior to 4:00 pm August 31, 1990 with the Alaska Oil and Gas Conservation Commission, 3001 Porcupine Drive, Anchorage, Alaska 99501, and request a hearing on the matter. If the protest is timely filed, and raises a substantial and material issue crucial to the Commission's determination, a hearing on the matter will be held at the above address at 1:00 pm September 17, 1990 in conformance with 20 AAC 25.540. If a hearing is to be held, interested parties may confirm this by calling the Commission's office, (907) 279-1433, after August 31, 1990. If no proper protest is filed, the Commission will consider the issuance of the order without a hearing.
