IT APPEARING THAT:

ARCO Alaska, Inc and BP Exploration (Alaska) Inc, operators of
the Prudhoe Bay Field, Prudhoe Oil Pool, requested the Alaska
Oil and Gas Conservation Commission by letter dated August 3,
1990 to exempt all wells in the Prudhoe Bay Field, Prudhoe 0il
Pool, from the requirements of 20 AAC 25.280(a).

Notice of Public Hearing on this request was published in
the Anchorage Daily News on August 9, 1990 pursuant to
20 AAC 25.540.
3. No protests to the application were received.
FINDINGS:
·
20 AAC 25.280(a) requires operators to file an Application for
Sundry Approvals (Form 10-403) and receive Commission approval
prior to performing well workovers.
,
Current well activity in the Prudhoe Oil Pool is dominated
by the types of workover operations set forth in
20 AAC 25.280(a).
·
These workover operations include: 1) perforating or
reperforating casing; 2) stimulating; 3) pulling tubing;
4) altering casing; and 5) repairing well.
·
Procedures for these well workovers have become standard and
routine for wells in the Prudhoe Oil Pool.
·
Information required with the Application for Sundry Approvals
for these operations is repetitive for wells in the Prudhoe
Oil Pool.
·
Records and reports of well workovers must be maintained by
the operator as required by 20 AAC 25.280(c).

Changes in well status or configuration and the results of
well workover operations must be reported by the operation on
a Report of Sundry Well Operations (Form 10-404) as required
by 20 AAC 25.280(d).
CONCLUS IONS:
Elimination of the requirements of 20 AAC 25.280(a) for all wells
in the Prudhoe Oil Pool of the Prudhoe Bay Field will not promote
waste nor jeopardize correlative rights.
NOW, THEREFORE, IT IS ORDERED:
The requirements of 20 AAC 25.280(a) are hereby waived for those
wells in the Prudhoe Oil Pool of the Prudhoe Bay Field.

Please consider this letter a joint request by ARCO Alaska, Inc. and BP Ex
(Alaska) Inc., as Operators of the Prudhoe Bay Unit, for an exception to the AOGCC's
regulation 20 AAC 25.280(a).
Applicants request that the requirements of 20 AAC 25.280(a) be eliminated for all
wells in the Prudhoe Oil Pool of the Prudhoe Bay Field. This regulation requires the
filing of Form 10-403 (Application for Sundry Approvals) with respect to the following
activities: (1)perforate or reperforate casing, (2)stimulate, (3)pull tubing, (4)alter
casing, and (5) repair well. The Applicants believe that the above described activities
have been conducted over a sufficiently long period of time such that their methods
have become routine and the results predictable. The AOGCC will be able to continue
monitoring these activities, since they are reported on Form 10-404 (Report of Sundry
Well Operations), which is filed within 30 days after each well operation.
Applicants believe that elimination of the Form 10-403 filing requirement as outlined
above will not adversely affect ultimate recovery or create waste and conforms with
prudent oil field operation and reservoir management.

Re: The application of ARCO Alaska, Inc. and BP Exploration
(Alaska) Inc. for exception to 20 AAC 25.280 for the Prudhoe
Oil Pool, Prudhoe Bay Field.
ARCO Alaska, Inc. and BP Exploration (Alaska) Inc. by letter
dated August 3, 1990, have requested an exception to the
provisions of 20 AAC 25.280(a). The exception would eliminate
the requirement for filing a form 10-403 (application for Sundry
Approvals) prior to initiating certain routine operations in
Prudhoe Oil Pool wells, of the Prudhoe Bay Field.
A person who may be harmed if the requested order is issued,
may file a written protest prior to 4:00 pm August 31, 1990 with
the Alaska Oil and Gas Conservation Commission, 3001 Porcupine
Drive, Anchorage, Alaska 99501, and request a hearing on the
matter. If the protest is timely filed, and raises a substantial
and material issue crucial to the Commission's determination, a
hearing on the matter will be held at the above address at
9:00 am September 17, 1990 in conformance with 20 AAC 25.540. If
a hearing is to be held, interested parties may confirm this by
calling the Commission's office, (907) 279-1433, after
August 31, 1990. If no proper protest is filed, the Commission
will consider the issuance of the order without a hearing.
