Anchorage West Sak Pilot Abandonment Attachment No. 1 In late 1986, ARCO Alaska Inc. made the decision to abandon the West Sak Pilot Project and proceed with the plugging of all 16 wells, which included 9 producing wells, 5 injection wells, 1 water source well and 1 disposal well. The abandonments did not employ a workover rig; cement plugs were pumped through the tubing strings in place. During the plugging process, the identity of two wells, injector WSP-15I and Sadlerochit water source well WSP-i~, were mistakenly reversed. As a result, cement and displacement volumes designed for the deeper well, WSP-1S, were pumped into the shallower WSP-15I, and visa versa. The error was discovered the next day whzle performzng the remazn~ng abandonment operations on the two wells. Remedial actions were taken to ensure that the wells were properly abandoned according to AOGCC requirements. The final abandonments of both wells (as well as the other 14 well abandonments for the project) were witnessed by State inspectors on-site. Although the error was discovered early in the abandonment process, field reports for this portion of the operation were not corrected to reflect the proper well designations. Consequently, the well histories submitted with the Form 10-404 Completion Report, which are compilations of the daily field report summaries, were also in error. Accordingly, we have attached corrected well summaries describing the events and including .additional clarification. As you may recall, the confusion over well identities resulted in a temporarilyuncontrolled sub 'low of water from the Sadlerochit formation which surfaced in' isposal well) cellar. The flow was largely contained in and m the cellar. It eventually subsided when W~P-1S was properly killed and abandoned. Approximately 10 minutes after pumping had ended, water broke ou= around the WSP 2 conductor. The fluid was not brine and was suspected to be Sadlerochit zone source water. The flow subsided on its own. A vacuum truck removed 45-50 barrels of fluid from 1630-1930 hours from the WSP 2 cellar. While circulating WSP-1S to 9.8 ppg brine bubbling was observed around the 2D wellhead. Bubbling had ceased by days end. I talked with Ray Springer, ARCO repr~'sen~atiVe, concerning-the surface plugs on wells 9 & 15. I noticed while checking the P&A marker plates that no cement was showing in the 2 7/8" x 7" annulus on these wells. He said he was gping to finish cutting off the tree on well #1, and make sure that the cement was in place on that well before ordering cement for the other two wells. Friday, January 23, 1987= Mr..Springer contacted.me on Thursday and informed me that the cement was in place on well ~1, and he would re-cement the annuli on wells 9 & 15. I arrived on the location at 1:30 p.m. this date, and BJ Cementing had jus~ finished cementing the annult on wells 9 & 15. I inspected the annuli on both wells, and the cement was in place and not falling. Ray gave me pictures of the marker plates on all the wells except 9, 15 and well ~1. He will get the pictures of these wells to me as soon as the work is complete. In summary I observed the top cement plugs in wells 1, 9 & 15, At tachment On 1/26/87 Ray sent me the pictures of the P&A marker plates on wells 9 & 15, and One of the marker post on. well ~1. These pictures are attached to this report. The information on the marker post on well #1 was checked and found to be cuzzect by ~t Sipple. O's DS 3-27, subject of another report, and--tEaVe'l~d to ARCO's WSP #2, Rowan Rig 41 to witness an isolation plug. I witnessed the retainer set at 3,365 feet.. The perforations were shot at 3,685-3,690, also 3,728 to 3,733. There was 39 BBLs of slurry squeezed below the retainer at 2 BPM, with the highest pressure at 1,400 pounds. The BOPE test commenced at 11:25 pm and was concluded at 1:25 pm, Sunday, November 27, 1983.. There were three failures; one, packing on the triplex pump on the accumulator was leaking, th~ packing was replaced and the leak stopped; second, the annular preventer would not test, the rubber element was changed out, and the annular preventer tested to 1800 psi successfully.; ~hird, the inside BOP failed the initial test. The AOGCC office wi-il'be notified when the repairs are complete and the inside BOP test to 3000 psi successfully. I filled out the A.O.G.C.C. BOPE inspection report which is at- tached to this report. In summary, I witnessed the BOPE test on ARCO's WSP-2, Rowan 34, in which there was three failures. At 1800', the directional paths of the two wells begin to diverge. The radius of the cones of uncertainty for either well at 1800' MD is 6'. These areas of uncertainty do not overlap.
