The Robinson Loop Unit #1 was plugged and abandoned as a dry hole on March 15, 1980. Within the prescribed 30-day period for the filing of well logs and records, reproducible copies of the following well logs run by Dresser-Atlas were submitted to AOGCC: Dual Induction Focused Log BHC Acoustilog Compensated Densilog/Neutron Log Mudlog TEK/km cc' Mr. Thomas S. Reference is made to my previous inspection of September 24, 1980. At that time there were deficiencies in clean-up consisting of the cellar not filled in, the site location sign. was still up, and minor trash~ particularly visqueen not picked up. On August 28, 1981 I made a follow-up inspection with Tom Kelly. The cellar was filled in with an excess of gravel, the site location sign was removed and the visqueen was removed. There is too much gravel around the well marker, but the site is reasonably clean and revegetation is progressing well. I would recommend that this well site be approved for abandonment. Nelson Re- Robinson Loop Unit #l (LO 77-125) COMPLETION REPORT Gentlemen' This is in response to Ms. Nelson's letter of July 8,.1980 and paragraph' '9 of the approved Plan of Operations of the captioned exploratory well that was plugged and abandoned March 12, 1980. Final clean-up and site restoration was completed on July 4, 1980 as further described herein. I. Access Road and Location' The winter access road as depicted' on the portion of the topo- graphic map attached hereto as Exhibit A generally followed the Homer Electric Association 115 MV transmission line ROW except as necessary to avoid steep grades. The well location (2438 FWL, 1706 FNL, Sec. 6, T5N, R9W, S.M.) has been abandoned in accordance with State regulations and a 5 ft. steel pipe monument cemented over the wellhead appropriately annotated. No camp facility was used during drilling operations. The access road, location and approaches to the bridge culvert permanently installed in the unnamed tributary flowing from lakes Tree and Ciska were seeded by hand and aerially on 7/04/80 in ac- cordance with Nuera Reclamation Co., Inc. proposal as follows: 225 CORDOVA, BUILDING B, SUITE 307 ANCHORAGE, ALASKA 99501 Materials -. 400 lb./acre 20-20-10 standard commercial fertilizer; Seed - Mixture of 34% Kentucky Bluegrass, 51% Boreal Red Fescue, 14% Annual Rye grass @ rate of 50 lb./acre; also 15 lb./acre White Dutch Clover was applied to __ culvert approaches. The area was checked 7/14/80 and excellent germination is evident. II. Water Source and Status: A water well was drilled on location to a depth of 34 ft. and pro- duced excellent potable water.~at~a rate in excess of 25 gal./min. The well has cas~n§ and a slotted liner installed and is presently protected by a steel plate securely welded in place. The land- owner, Cook Inlet Region, Inc., is aware of the facility. A water well permit was previously obtained and a water well log previously filed. III. Additions To Original Application: None. IV. Clean-up Activities: The entire winter access road has been graded and disked prior to seeding. Along the route at scattered intervals, trees have been placed to form a barricade to off-road vehicles which is at the request of private landowners. V. Time At Campsite: No campsite was utilized. The drilling operations ceased and the well was P&A 3/12/80. VI. Garbage, Sewage: All debris was collected in a large Borough metal container (dump- ster) and removed periodically during operations. Sewage was collected inca 100 bbl. steel septic tank which was periodically pumped by vacuum truck and removed upon cessation of operations. All downed trees on location were buried in the reserve pit during clean-up. -2- .. Inspection, this date shows no.damage or adverse environmental effects and the location supports a heavy green grass cover. Drilled 12 1/4" hole to 1515'. Surveys at 686~ 1038' and 1505' Made RT @ 1038' to change BHA. Made up two 12 i/4" stabilizers. Repl. broken rotary chain. Drill string torqued up while drilling at 2184'. Circulated, dropped survey and POH. Pulled hard for first 500' on trip out. Made up new bit and RIH. Encountered tight spots @ 1380' and t690'. Reamed down below 1800'. Clay zones apparently swelling. Reaming back to bottom.~ Reamed 12 1/4" hole to 2184'. Drilled 12 1/4" hole to 2232' Circulated hole clean and POH w/ short trip. R~B, circulated and conditioned mud. Survey and POH. Rigged csg. tools and ran 53 its (2209.34') of 53.5# S-95 Buttress csg. w/stab-in float shoe. Shoe at 2409.34' Rigged down csg. tools. Made up stab-in tool and'RIH. Welded pad eyes on conductor pipe and tied pipe back to sub-base w/ 3/4" cable. Mixed 120 bbls. pre-hydrated gel fluid for cmt. job. Circulated hole through stab-in shoe. While circulating noted returns around outside of conductor pipe in cellar, stopped circulating and pumped out cellar. Waiting on csg. slips for braden head and circulating hole. Waited on csg. slips and circulated hole. RU Haliburton and tested lines to 2500 psi. Repaired leaks. Cmt. 9 5/8" csg. through 3 1/2" D.P. and stab-in shoe with 440 SX Class "G" cmt mixed with 2.4% gel by weight of water, 3/4 of 1% CFR-2, and 1/10 of 1% HR-7. Tailed in w/60 SX Class "G" neat. Under displaced DP. Returns to surface. Rigged down Haliburton and set 9 5/8" csg. slips in braden head. Nippled down diverter after POH w/ stab-in tool. Nippled up csg. spool and tested to 2500#. Had to thaw frozen lines. RU heater. Test plug would not seat in csg. head. Ran Baker retrievable bridge plug on 15 stds. 3 1/2 D.P. Tested pipe rams, hydril, choke manifold, choke and kill line valves and check valves to 3000 psi. Problems with accumulator pump-up rate required repair and retest. Upper kelly cock and spare both seized. Obtained replacement and prepared to test upper and lower kelly cock. POH w/Retrievamatic and tested blind rams to 3000 psi. Tested upper and lower kelly cocks to 3000 psi. Shear relief valve on pump #1 leaking--must be repaired. Tests completed @ 1200 hrs., 2/16/80, witnessed and approved by AOGCC. Laid down 8" collars. Made. up 8 1/2" bit, picked up six 6 1/4" D.C. and 30 jts. H.W.D.P. and RIH. Cleaned out contaminated mud and washed down to top of cmt. Tested csg. to 500 psi. Drilled out shoe. Drilled 8 1/2" hole from 2414' to 2690'. Tested shoe and formation to 250 psi+. Drilled to 2852' when oil supply to compound failed. Repaired compound and oil system. Fabricated torque gauge sensor box for installation on chain guard. Drilled to 3044', pulled off bottom and circulated while removed chain guard and installed torque sensor. 2/18 4026' T.D. Drilled 8 1/2" hole to 3443'. Circulated bottoms up and dropped survey. POH. Changed bits and BHA. RIH to 2545' - could not get past 2545'. Washed and reamed to bottom - very slow going. Circulated and conditioned mud to reduce fluid loss. Repaired broken line on recorder. Resumed drilling. Reduced penetration rate to approx. 50'/hr. below 4000' to aid loggers in picking up gas zones. 2/19 4892' T.D. 2/20 5545' T. D. 2/21 5918' T.D. 2/22 6104' T.D. Drilled 8 1/2" hole to 4275'. Lost oil pressure to input chain in compound. Pulled off bottom, circulated and worked pipe while compound being repaired. Resumed drilling to 4604' when light plant failed. Repaired light plant and resumed drilling. Drilling ahead with reduced weight to slow penetration rate for mud loggers. Drilled 8 1/2" hole to 5142'. Circulated bottoms up and dropped survey. POH. Laid down 25 its. to offset pipe left standing in derrick on last trip. Made up new bit and RIH. Encountered some problems with bit balling up. Increased pump pressure in adding detergent. Drilled 8 1/2" hole to 5856', mostly in quartz and sand stone, penetration rate dropped to 20'/hr. Circulated bottoms up and dropped survey. POH. Pulled hard first three stands coming off bottom. Made up new bit and RIH. Drilling 8 1/2" hole to 6012'. Circulated bottoms up and POH. No drag coming out of hole. Made up new bit and strapped in hole. Cut drilling line. Reamed 60' to bottom and resumed drilling. Drilling rate 23'/hr. Placed bull plug in discharge line of #1 pump so hole could be circulated with #2 pump. Installed new valve and resumed drilling at approx. lO'/hr. Drilled 8 1/2" hole to 6580'. Pumped slug and POH. Made up new bit (insert) and RIH. Drilling at 10'/hr. Drilling 8 1/2" hole to 6979'. Picked up gas ranging between 20 and 80 plus units from 6920'. Building up mud weight and drilling at 12'/hr. Drilled 8 1/2" hole to 7072'. Dropped survey and POH. Made up new bit and laid down lower stabilizer and RIH to 1200'. Cut drilling line and serviced rig. Finished TIH and resumed drilling at lO'/hr. Drilled 8 1/2" hole to 7415'. ROP varied between 8' and 25'/hr. Background gas ranging between 30 and 60 units. Drilled 8 1/2" hole to 7727'. Background gas ranging between 20 and 80 units. Running degaser while drilling. Drilled 8 1/2" hole to 7811'. Circulated bottoms up. Dropped survey and POH. Made up new bit and RIH. While running in hole, the hydromatic exploded (no injuries). Completed with brake on drum. Entire hydromatic unit will have to be replaced before next RT. Washed and reamed last 100' to bottom - no fill. Resumed drilling. Drilled 8 112" hole to 8198'. Encountered more silt and clay in interval below 8000'. Background gas ranging between 20 and 80 units. Coal sections drilled are highly gas charged and required raising mud weight to 10.7 ppg to control sloughing. Installed rebuilt hydromai~ic on draw works. Drilled 8 1/2" hole to 8433' Considerable silt stone and clay, slower drilling rate with insert bit. Several gas charged coals drilled, moderate sloughing problems. Background gas ranging between 20 and 80 units. Preparing to short trip 20 stands after circulating bottoms up. Circulated bottoms up and made short trip of 20 stands. No tight spots. Resumed drilling and drilled 8 1/2" hole to 8528'. Circulated bottoms up and dropped survey. POH. Laid down stabilizers, made up new bit and RIH. Resumed drilling. Drilled several gas charged coals. Finished trip out of hole. Rigged Dresser Atlas and ran DIL correlation log from 8685' to 2209'. Rigged down Dresser Atlas. Made up new bit and RIH. Cut drilling line and finished trip in hole. Circulated hole while down to reweld spacer on #1 pump and replaced sheared bolts. Resumed drilling. Drilled 8 1/2" hole to 9043'. Background gas ranging between l0 and 40 units. Drilled massive coal at 8955' wi th no problems -- little gas in coal section. Drilled 8 1/2" hole to 9150'. Background gas ranging between l0 and 50 units. Circulated bottoms up for mud log and made 10 stand short trip. Circulated hole clean and conditioned mud for logs. Dropped survey and POH. Rigged down Dresser Atlas. RIH with BHA and HWDP and laid down same. RIH with 3 1/2" DP and laid down all but 24 stands. Rigged up Haliburton and circulated hole. Laid 60 cu. ft. cement plug through open end DP at 2220'. Cement Class "G" wi th 2% calcium chloride. Plug in place 0100 hrs. 3/12/80. Pulled three stands, circulated DP clean and WOC three hrs. Tagged top of hard cement at 2127'. ~ witnessed by Jim Trimble of AOGCC. Laying down remaining 1]P-~-~-~)60~O~rhrs~ 3~-~-/80. Removing mud materials and rental equipment off location. Nippled down BOPE. Cut off Braden Head. Set top cement plug from 122' to surface using Class "G" Cement. Cleaned pits, drained mud lines, steam lines and water lines. Rigging down and moving out. The diverter system coCtemplated for the + 2000 feet of surface hole is a Shaffer Type 50 Rotating BloWout Preventer bolted directly on a 10" 3000 # weld neck flange welded on top of the 13 3/8" conductor presently landed at +70 feet. The enclosed diagram and Rotating BOP specifications are attached hereto as Exhibits I and II. The 10" - 3000 # flange will accommodate the ll" - 3000 # specifications shown on Exhibit II. A 6" - 3000 # outlet will connect as shown and run directly to the reserve pit. A 6" - 150 # Demco Type NE lug butterfly valve may be installed at the 6" - 3000 # outlet if the Commission requires same because of the proposed regulations. However, it shOuld be pointed out that the purpose of the diverter system could be obviated if the well were to "kick" during the drilling of the surface hole and the butterfly valve was in a closed position. With the assembly as shown it would be preferable to have the 6" l'ine open from the outlet to the reserve pit. It may be advisable to lay the diverter line with a loop so as to drain fluids in both directions to prevent freeze-up. ROBINSON LOOP UNIT #1 State Lease ADL 60553 Paragraph 1 is amended to read: 1. Wellsite and Geologic Setting The proposed surface location for the Robinson Loop Unit #1 Well is approximately in the center of Lot 5, Sec. 6, T5N, Rgw, S.M. Topography is well drained, rolling, glacial terrane. Ample material (pit run barrow) is available on the captioned lease for which a material sales application has been filed. Vegetation consists of muskeg with burned over birch and spruce. Most of the timber has blown down. All downed and standing dead timber will be stacked adjacent to the sump for burial during clean-up operations. Size of drillsite: 200' x 300'. An existing pioneer access road (homesteaders road) will afford the principal access to the location. The existing road will be improved and graveled as necessary. One steep, hairpin curve will be eliminated in the SW/4 of Sec. 5, T5N, Rgw. Permission to use portions of the raod on private lands will be obtained in advance of operations. Foundation material protection and rig support will be provided by plastic, sheeting and 3 x 12 board matting plus the regular rig support mats. Associated rig equipment, drilling materials, etc. will be placed on the gravel drillsite pad. Paragraph 2 is amended to read: 2. Location Access Approximately 10 days will be needed to construct the location and improve the existing pioneer access road which is approximatley 2.0 miles in total length. The major portion of the proposed access route is shown in red on the copy of the' attached aerial photo (1 KMS 22A 007 - 6/26/75). Three steel culverts will be installed as shown. 3. Method of Supp,ly a. Period of Operations: The well will be capable of being drilled at any time during the year; however, it is intended that all operations will be commenced prior to December l, 1977 depending on the availability of drilling equipment. All supplies and materials will be brought to the location by truck from local supply dealers in Kenai and Soldotna. b. Fuel .Requirements: Fuel is available~from either Soldotna and Kenai and wil~l be trucked to the location as required. Any drainage from the fuel area on the location will be sloped to the reserve pit. Fuel storage containers will be surrounded by separate impermeable berm having 110% capacity of the containers. '4. Water Supply Rig water will be,provided either by hauling from the nearest ,available supplyi' ' Jm a water well drilled on t~ ;ation. 5. Support Personnel Since the location and operations are not in a remote area there is no need for camp facilities to be located at the well site. All personnel will commute from Soldotna or Kenai. No aircraft support is contemplated as the location is accessible by road from either Anchorage or the communities on the Kenai Peninsula. 6. Miscellaneous Related Drilling Items a. The waste pit will be located and constructed to prevent the possibility of contamination of surrounding terrain or drainages. The waste pit will be lined with heavy mill visquene. On completion of drilling activities the waste pit will. be filled and leveled. b. Sanitary facilities at the drilling rig will be chemical toilets. Waste disposal will be in accordance with Borough health requirements. c. The proposed location is approximately 1,O00 feet from a small land locked lake in the NW/4 of Section 6, T5N, R9W.. A ring dike will encircle the location and no openings will be on the north, south or west side facing the lake. No other drainages are sufficiently nearby to be effected by any runoff from the location. d. Much of the land within the Robinson Loop Unit Area is classified agricultural in nature and has been extensively cultivated. Permanent residences are located no nearer than 1 mile from the drillsite. It is not anticipated that the proposed operations will in any way effect or disturb the land or the local residents other than necessary clearing of the location. 7. Other Construction on the Site The subject well is exploratory in nature. Only in the event of commercial discovery will additional~plans for development and surface handling of production be necessary at which time additional plans will be submitted. 8, General Comments a. The operations contemplated at Robinson Loop are far less complex than is normally experienced in exploratory drilling operations in the Cook Inlet basin. Considerable exploratory activity has taken place within a radius of five miles of the proposed location in past years and no adverse environmental effects have resulted. The area is high and well drai.ned as evidenced by the extensive cultivation of crops along Robinson Loop .Road. b. All Solid waste will'be collected and .removed to sanitary fill areas in nearbY communities. Since no camp facilities are required no garbage is anticipated. ~). Testi.ng Any required testing will be accomplished using approved industry techniques. The well Will be a shallow dry gas test and no potential oil reservoirs will be encountered during drilling. Gas flow testing, in the event of a discovery, will be to the atmosphere through approved flare equipment. 10. Contingenc~v .Plan The operator shall maintain on hand at all times absorbent materials for controlling any accidential discharge of fuel or lubricants. Since there is sufficient geological knowledge in the area to predetermine that no liquid hydrocarbons will be encountered in drilling a standard oil spill prevention control and counter-measure plan that is required in other areas may not be appropriate in this instance. However, if the Federal or State agencies require same it shall be submitted prior to commencement of drilling operations. ll. Final Reports A completion report shall be filed with the Department within fifteen days of completion of operations. Wellsite and Geologic Setting The proposed surface location for the Robinson Loop Unit #1 Well is on gently rolling timbered uplands approximately 4½ miles northwest of the community of Sterling, Alaska. Vegetation in the immediate area of the wellsite consists of birch, spruce and alder. A location approximately 300 feet long and 200 feet wide is anticipated to accommodate the rig, associated rig equipment, drilling supplies, and the drilling waste pit (see Exhibit I). Any trees and brush cut will be piled adjacent to and be disposed of in the sump during cleanup operation. Approximately l½ miles of all weather gravel road will be constructed at approximate ground level (±225 ft.). It is believed that sufficient in situ material will be located on the lease. Foundation material protection and rig support will be provided by plastic sheeting and 3 x .12 board matting plus the regular rig support mats. Associated rig equipment, drilling materials, etc. will be placed on the gravel drillsite pad. 2, Location Access Principal access to the location will be via the Robinson Loop road which intersects the Sterling Highway (Alaska 1) at two locations approximately 7 and 11 miles east of the city limits of Soldotna (see Exhibits II and III for routes of access). It is estimated that approximately five days will be needed to build the road with drainage culverts, as necessary, the wellsite pad, sump and cellar. 3. Method of Supply a. Period of Operations: The well will be capable of being drilled at any time during the year; however, it is intended that all operations will be completed prior to December 1, 1977 depending on the availability of drilling equipment. All supplies and materials will be brought to the location by truck from local supply dealers in Kenai and Soldotna. b. Fuel Requirements: Fuel is available from either Soldotna and Kenai and will be trucked to the location as required. Any drainage from the fuel area on the location will be sloped to the reserve pit. Fuel storage containers will be surrounded by separate impermeable berm having 110% capacity of the containers. 4. Water Supply Rig water will be provided either by hauling from the nearest available supply or from a water well drilled on the location. 5. Support Per~ Since the location and operations are not in a remote area there is no need for camp facilities to be located at the well site. All personnel wil 1 commute from Sol dotna or Kenai. No aircraft support is contemplated as the location is accessible by road from either Anchorage or the communities on the Kenai Peninsula. 6. Miscellaneous Related Drilling Items a. The waste pit will be located and constructed to prevent the possibility of contamination of surrounding terrain or drainages. The waste pit will be lined with heavy mill visquene. On completion of drilling activities the waste pit will be filled and leveled. b. Sanitary facilities at the drilling rig will be chemical toilets. Waste disposal will be in accordance with Borough health requirements. c. The proposed location is approximately 1,000 feet from a small.land locked lake in the NW/4 of Section 6, T5N, R9W. A ring dike will encircle the location and' no openings will be on the north, south or west side facing the lake. No other drainages are sufficiently nearby to be effected by any runoff from the location. d. Much of the land within the Robinson Loop Unit Area is classified agricultural in nature and has been extensively cultivated. Permanent residences are located no nearer than 1 mile from the drillsite. It is not anticipated that the proposed operations will in any way effect or disturb the land or the local residents other than necessary clearing of the location. 7. Other construction on the Site The subject well is exploratory in nature. Only in the event of commercial discovery will additional plans for development and surface handling of production be necessary at which time additional plans will be submitted. 8. General Comments a. The operations contemplated at Robinson Loop are far less complex than is normally experienced in exploratory drilling operations in the Cook Inlet basin. Considerable exploratory activity has taken place within a radius of five miles of the proposed location in past years and no adverse environmental effects have resulted. The area is high and well drained as evidenced by the extensive cultivation of crops along Robinson Loop Road. b. All solid waste will be collected and removed to sanitary fill areas in nearby communities. Since no camp facilities are required no garbage is anticipated. 9. Testing Any required testing will be accomplished using approved industry techniques. The well will be a shallow dry gas test and no potential oil reservoirs will be encountered during drilling. Gas flow testing, in the event of a discovery, will be to the atmosphere through approved flare equipment. 10. Contingency Plan The operator shall maintain on hand at all times absorbent materials for controlling any accidential discharge of fuel or lubricants. Since there is sufficient geological knowledge in the area to predetermine that no liquid hydrocarbons will be encountered in drilling a standard oil spill prevention control and counter-measure plan that is required in other areas may not be appropriate in this instance. However, if the Federal or State agencies require same it shall be submitted prior to commencement of drilling operations. ll. Final Reports A completion report shall be filed with the Department within fifteen days of completion of operations.
