RIH to 11,550' @ 35 fpm & 1.5 BPM while circ out acid with 10 bbl gel pill followed w/ 100 bbl slick 3% FIW. ACID WASH PERF'S: 5. Acid wash from 11,550 — 9100' w/ 6800 gal (162 bbl) 10% DAD @ 1 BPM, moving the CT 30 ft /min. Make 1 pass up and 1 down. 6. Switch returns into production header & start testing well. Record any use of the disposal well with fluid type, volume and injection rates & press. The permit package indicated this well would be a multi-latteral (wellbore segment, in our attorney's world). The necessary condition for a well to be a multilatteral is for the productive portion of the well to bifurcate in the subsurface. The productive portion of the well must divide into at least two functioning segments. We use naming, api numbering, and production reporting conventions to distinguish between redrills and multi-latterals or wellbore segments. Well A34-14LW was not completed as a wellbore segment, this is because the only open perfs are in A34-14LW and A34-14RD1 was plugged just below the kickoff point for A34-14LW. A34-14LW has an inappropriate name and API#. This new well will be the 4th producer in the NWY4 of section 14 and will develop reserves in the structurally complex central portion of the west flank of the field. The proposed well path will be a normal then reverse penetration of the Hemlock sidetracked from an east flank wellbore. The Commission's current records identify Cross Timbers Oil Company as the owner of certain properties in Alaska and Cross Timbers Operating Company as the operator designated by Cross Timbers Oil Company. If I correctly understand the changes you have called to our attention, Cross Timbers Operating Company no longer exists as a separate legal entity, and Cross Timbers Oil Company now has a different name, XTO Energy Inc. As you may know, "operator" is defined in the Commission regulations as "an owner or a person authorized by an owner who is responsible for drilling, development, production, injection, disposal, storage, abandonment, and location clearance." If an owner wishes a person other than the owner to act as operator, the owner must execute and file with the Commission a Designation of Operator (FQTD1 10- 411) under 20 AAC 25.020. It appears from the documentation you have submitted, and in particular from the Surety Rider to Bond No. 1363004 showing a name change of the principal to XTO Energy Inc., that XTO Energy Inc. as owner wishes to act as operator itself. To clarify the situation for our records, XTO Energy Inc. should either execute and file with the Commission a Designation of Operator naming XTO Energy Inc. as the operator of its own properties, or write the Commission a letter informing the Commission that XTO Energy Inc. will act as, and accepts the obligations of, operator for its own properties. In either case this should be made effective as of June 1, 2001, and express reference should be made to the surety bond now intended to secure XTO Energy Inco's obligations as operator. Well Proximity Risk: The nearest wellbores to that of A34-14L W are A33-14 and A32-14. This well will be 445' from Well A33-14 at the kickoff depth of 3,500'MD and will pass 509' from Well A32-14 at a depth of6,120' MD. Drillin~ Area Risks: The primary drilling risks in the A34-14 L W area are those of stuck pipe in the coals of the Tyonek Formation and lost circulation within the Hemlock }i'm. The risk of stuck pipe in the TYQnek coals will be countered in three ways: 1.) Drillers experienced at drilling the formations of the Cook Inlet Basin will be used. 2.) Bit selection will include those which experience a slower rate of penetration when entering coal beds, thus giving warning of coals being encountered and preventing the BRA from entering them until the coals can be reamed open. 3.) Casing will be set below the base of the East }i'lank of the Hemlock }i'm., thus iso lating the coals before lowering the mud weight and drilling the target Hemlock West Flank. Lost circulation in the Hemlock interval will be treated with conventional LCM. This variance is being requested per 20AAC25.035(h). Request Cross Timbers requests authorization to utilize a BOP stack that consists of an annular preventer, one blind ram and one variable bore ram in lieu of the annular preventer and three rams required in the AOGCC's regulations. The approved BOP arrangement currently on file with the Commission is for a 5,000 psi WP annular preventer, one set of 5,000 psi WP blind rams and 2 each sets of 5,000 psi WP pipe rams. The requested stack arrangement would contain a 5,000 psi WP annular preventer, one set of 5,000 psi WP blind rams and one set of 5,000 psi WP variable-bore rams. The proposed BOP components and arrangement provide an equally effective means of well control as the currently permitted arrangement. Rationale This variance is being requested because the lack of vertical space in the rigs' subbases on these small platforms do not permit the installation of a 3-ram stack. Only a two-ram stack is short enough to fit. Background Cross Timbers began planning to work over wells on Platform C and re-drill others on Platform A shortly after the platforms' purchase from Shell Oil Company in October 1998. Rig work was permitted and commenced in the summer of 2000. The BOP stack arrangement that was submitted to the Commission and approved prior to the start of work was a standard 3-ram stack. Upon attempting to install the stack under the rig on Platform C, it was found to be too tall to fit. The Commission was contacted and it was verbally agreed that a 2-ram stack could be used as long as one ram was a blind ram and the other was a pipe ram that always had rams fitted to the pipe being run into and out of 210 Park Avenue, Suite 2350, Oklahoma City, Oklahoma 73102-5605 (405)232-4011 Fax (405) 232-5538 ( ~' 1\ Ms. Julie Heusser 1/31/01 Page 2 the hole. This worked well as no tapered strings were used during the workovers on Platform C. When the workovers were finished, operations and equipment, including the BOP stack, were moved to Platform A to commence the drilling program there. The same BOP arrangement was used since the same headspace constraints apply as on Platform C and there were initially no tapered strings used. However, on the current well a tapered drilling string is necessary and Commission representatives pointed out that the stack no longer meets requirements. We made inquiries as to how Shell operated when they last drilled on this platform in the mid-90's and found that they used a single set of variable- bore rams in lieu of 2 single pipe rams. Cross Timbers has now installed variable-bore rams with the verbal concurrence of the Commission, but a formal review and approval of this BOP arrangement by the Commission is necessary. Also, we would like to have the new stack arrangement diagram placed on file with the Commission, to replace the one currently on file. Please find enclosed a new BOP diagram, which, if approved, should replace the diagram currently on file with the Commission.
