This well was a multilateral contingency well in the event that I-13i proved to be wet and would have been drilled to another isolated fault block. I-13i has been drilled and evaluated and found to contain sufficient hydrocarbons and therefore I-13A will not be drilled. We are requesting that I-13A (API#50-029-23012- 01) be cancelled. Our adopted conventions for assigning API numbers, permit numbers and well names did not specifically address expired or cancelled permits. This omission has caused some inconsistencies in the treatment of these kinds of applications for permit to drill. Operators have asked us to adopt formal procedures for this class of permit application in order to prevent future database disparities. If a permit expires or is cancelled by an operator, the permit number of the subject permit will remain unchanged. The API number and in some instances the well name reflect the number of preexisting redrills and or multilaterals in a well. In order to prevent confusing a cancelled or expired permit with an active well or multilateral these case sensitive well identifiers will be changed for expired and cancelled applications for permits to drill. The API number for this cancelled or expired permit is modified so the eleven and twelfth digits is 95. The well name for a cancelled or expired permit is modified with an appended xx. These procedures are an addendum to the API numbering methods described in AOGCC staff memorandum "Multi-lateral (wellbore segment) Drilling Permit Procedures, revised December 29, 1995. AOGCC database has been changed to reflect these changes to this permit. CANCELED PERMITS ARE RELEASABLE 2 years from the date on the letter received from the operator requesting the permit canceled. If MPI -13 is not successful, that wellbore must be properly plugged and abandoned prior to initiating the sidetrack. Plugging plans should be submitted with fonn 403. The pennit to drill does not exempt you from obtaining additional pennits required by law from other governmental agencies, and does not authorize conducting drilling operations until all other required pennitting detenninations are made. The blowout prevention equipment (BOPE) must be tested in accordance with 20 MC 25.035. Lost circulation has not been encountered while drilling this interval on previous I-Pad wells. 3.4.2. Follow the LOST CIRCULATION DECISION MATRIX in the well plan if fluid losses occur while drilling. Break circulation slowly in all instances and get up to recommended circulating rate slowly prior to cementing. 3.5. Unexpected Pressures 3.5.1. It is unlikely there will be unexpected overpressure when drilling to the Schrader Bluff formation. Reservoir pressure is expected to be 1785 psi (8.65 Ib/gal). In this well, the Schrader Bluff formation will be drilled with 9.2-ppg mud. 3.6. Stuck Pipe 3.6.1. Good drilling practices to avoid differential sticking are required. Minimum mud weights and proper mud properties as outlined in the Baroid mud program must be closely followed. 3.6.2. Stuck Pipe: Go immediately to SURE manual, determine stuck pipe mechanism, follow recommendations in the SURE manual. DO NOT JAR UP if packed-off! 3.7. Pad Data Sheet 3.7.1. At present, we plan on drilling the MPI-13i injector to do two things...tel1 us if there is oil in the area and if there is to set pipe and inject for recovery, but there is a chance that we will drill down and see water. If the latter event occurs, then we will set a plug to cover the intervals drilled, to include the Ugnu, and then perform an open hole sidetrack/kickoff of cement to the MPI-13A and MPI-13AL 1. How we kickoff is still in discussion, but we have a tentative plan in place. We turned the permit in for the MPI-13A and MPI-13AL 1 to mitigate the time involved and the trouble it would cause to try to rush the process. We thought it to be worth the filing fees:).
