Our adopted conventions for assigning API numbers, permit numbers and well names did not specifically address expired or cancelled permits. This omission has caused some inconsistencies in the treatment of these kinds of applications for permit to drill. Operators have asked us to adopt formal procedures for this class of permit application in order to prevent future database disparities. If a permit expires or is cancelled by an operator, the permit number of the subject permit will remain unchanged. The API number and in some instances the well name reflect the number of preexisting redrills and or multi laterals in a well. In order to prevent confusing a cancelled or expired permit with an active well or multilateral these case sensitive well identifiers will be changed for expired and cancelled applications for permits to drill. The well name for a cancelled or expired permit is modified with an appended xx. These procedures are an addendum to the API numbering methods described in AOGCC staff memorandum "Multi-lateral (well bore segment) Drilling Permit Procedures, revised December 29, 1995. AOGCC database has been changed to reflect these changes to this permit. CANCELED PERMITS ARE RELEASABLE 2 years from the date on the letter or email received from the operator requesting the permit canceled. The Commission approved the permit application on January 3, 2001. XTO has since decided not to drill this sidetrack and requests that the Commission remove the application fÌ'om any lists or files of active or upcoming projects. For your information, XTO is considering a different sidetrack of the A24-01 wellbore to drill a test well to the Jurassic interval below the producing Hemlock Fro. and underlying West Forelands Fm. Per our earlier consultation with AOGCC staff, we will request that this well be permitted as an exploratory well with a fallback to a Hemlock producer should testing in the Jurassic prove disappointing. The current perforations will be isolated using a cement retainer at 10,125' MD and a cement plug from +/- 10,075' to 11,944'. The well will be directionally drilled out of the existing 7" casing to 11,730' MD (9,242' TVD). Kick off point will be at 7,500' MD. The well will be drilled to a depth of 10,300' MD and a 5" liner cemented in place. A 4-1/8" hole will be drilled to a depth of 11,730' MD (9,242' TVD) and a 3-1/2" slotted liner run. Well Proximity Risk: The nearest wellbore to that of A24-01LN is A14-01. The wells are 1,023' from each other at a depth of 11,394' MD in A24-01LN. Drillin2 Area Risks: The primary drilling risk in the A24-01LN area is that of stuck pipe in the coals of the Tyonek Formation above the producing Hemlock Formation. This risk will be countered in three ways: 1.) Drillers experienced at drilling the formations of the Cook Inlet Basin will be used. 2.) Bit selection will include those which experience a slower rate of penetration when entering coal beds, thus giving warning of coals being encountered and preventing the BRA from entering them until the coals can be reamed open. 3.) Casing will be set below the base of the Tyonek Formation, thus isolating the coals before drilling the majority of the target Hemlock Formation. As Middle Ground Shoal is a mature, densely drilled and thus well-characterized field, lost circulation and abnormal pressure problems are not anticipated. However, as safety precautions, sufficient LCM and mud weighting material will be kept on location to control unforeseen problems of these sorts. Disposal of Muds and Cuttin2s: MGS Platform A has a dedicated Class II disposal well. The well is planned as the second sidetrack of the existing A24-0 1 wellbore in order to penetrate and develop an un-drained portion of the Hemlock conglomerate in the vicinity of Platform A. The existing sidetrack will be abandoned per AOGCC regulations before this sidetrack is commenced. After abandoning the existing Hemlock completion, the well will be sidetracked in the 7" casing and a 5" intermediate liner set from the kick-off point to approximately 600'MD below the top of the Hemlock Fm. After penetrating the Hemlock Lower HK, HN and HR intervals, a 3-1/2" slotted production liner will be set in place and the well completed as an oil producer with 2-3/8" tubing and gas lift design.
