Dear Mr. Archey:
Enclosed is the approved application for pennit to drill the above referenced well. The pennit is approved
subject to full compliance with 20 AAC 25.055. Approval to perforate and produce is contingent upon
issuance of a conservation order approving a spacing exception. BP Exploration (Alaska), Inc. will
assume the liability of any protest to the spacing exception that may occur.
The pennit to drill does not exempt you from obtaining additional pennits required by law from other
governmental agencies, and does not authorize conducting drilling operations until all other required
pennitting detenninations are made.
The pennit is for a new wellbore segment of existing well MPU-27 Pennit No 202-085, API No. 50-029-
23084-60. Production should continue to be reported as a function of the original API number stated
above.
Annular disposal has not been requested as part of the Permit to Drill application for Milne Point Unit
MPS-27Ll.
Blowout prevention equipment (BOPE) must be tested in accordance with 20 AAC 25 035. Sufficient
notice (approximately 24 hours) must be given to allow a representative of the Commission to witness a
test of BOPE installed prior to drilling new hole. Notice may be given by contacting the Commission
petroleum field inspector on the North Slope pager at 659-3607.

Dear Mr. Maunder:
In reference to the above mention well, BP would like a wavier to drill this well
without a diverter system. The proposed surface hole would be drilled into the
top of the Schrader bluff "OB" sand without a diverter. A full sting 7" casing
would be set and BOP's nipples up prior to drilling out of the surface casing. The
Schrader Bluff sands are normally pressured sands in the direct offset wells.
Gas hydrates and abnormal pressures have not been seen on the pad with the
first 5 well drilled and are not anticipated.
The Doyon 141 drilling rig should be on location on or about April 20, 2002 and
will be ready to spud the S-27 well. Your prompt attention to the request is
appreciated.

Drilling Hazards & Contingencies:
Hydrates
. Hydrates have not been seen on S pad, but has been encountered in the surface holes on
other pads, especially nearby H-Pad. Hydrates generally occur just below the Permafrost (+/-
1800 ss) but may be present in shallower SV sands and also as deep as 3000 ft. Be alert for
the possibility of shallow gas and/or hydrates. Use recommended practices for drilling
hydrates. Pretreat mud with DrilTreat; Increase mud wt; Maintain cool mud « 60 deg F); Limit

ROP and Reduce pump rate while drilling hydrates; Circulate connections thoroughly. See Well

. Another item to watch out for is deeper gravels below the Permafrost or gravels that calve off
within the permafrost and will tend to drop out when the aerated hydrate gas cut mud is being
circulated out. Maintain adequate viscosity. In the past several Milne Pt wells have
experienced stuck pipe from this situation.
Lost Circulation
. We do not expect losses while drilling this well.
. Offset wells encountered losses while running and cementing casing and only one well had
losses while running a hole opener. Below is a list of the wells and the lost circulating problems
associated with them. H-06 (1995): Lost 100 bbls running 9-5/8" casing, good returns during
cementing except no returns for last 20 bbls, contaminated cement to surface, cement 12 ft
down, no top job.
. Follow the LOST CIRCULATION DECISION MATRIX in the well plan if fluid losses occur while
drilling. Break circulation slowly in all instances and get up to recommended circulating rate
slowly prior to cementing.
Expected Pressures
.
It is unlikely there will be unexpected overpressure when drilling to the Schrader Bluff formation.
Reservoir pressure is expected to be (8.65 Ib/gal EMW). In this well, the Schrader Bluff
formation will be drilled with 9.1 ppg mud. Offset injectors that have above normal shut-in
pressures will be shut-in prior to drilling this well. Some of the wells on H-pad have experienced
sever gas cut mud well below the permafrost.

Pre- Rig Operations
1. The 20" conductor has been pre installed
Procedure
1. MIRU, NU riser on 20" conductor, PU 5" drill pipe
2. Drill 9-7/8" surface hole as per directional plan. Maximum angle 840
3. Condition mud with lubes and spot casing running lube pill prior to 7" casing run. POOH
laying down DP
4. Run and cement 7" casing from TD to surface.
5. Install FMC 11" 5m horizontal wellhead
6. N/U and test 13 %" 5m BOP to 3500 psi
7. Rlli with 6-1/8" bit and BHA. Test casing to 3500 psi.
8. Drill out float equipment and 25' of new hole and perform FIT to 11.0 ppg
9. Drill 6-1/8" OB horizontal production hole as per directional plan.
10. Run 4-1/2" slotted liner and hang off 100' inside 7" casing.
( 11. Make up Baker Window Master milling assembly with bottom trip anchor and MWD.
a. RIH. Orient and set whipstock to place window at top of the OA interval. .
b. Shear off and mill window thru 7" casing.
12. Drill 6-1/8" OA lateral geosteering and short tripping as required. Maintain FloPro mud
properties and POOH.
MU whipstock retrieving tool and pull whipstock
Run 4 Y2" slotted liner with Baker Hook Hanger and hang off in 7" casing
Displace out drilling mud with 9.1 ppg KCL
