Dear Mr. Thomas:
Enclosed is the approved application for pennit to redrill the above referenced well.
The pennit to redrill does not exempt you from obtaining additional pennits required by law from other
governmental agencies, and does not authorize conducting drilling operations until all other required
pennitting detenninations are made.
Annular disposal has not been requested as part of the Permit to Drill application for Kuparuk River Unit
lC-129.
Please note that any disposal of fluids generated from this drilling operation which are pumped down the
surtàce/production casing annulus of a well approved for annular disposal on 1 C must comply with the
requirements and limitations of 20 AAC 25.080. Approval of this permit to drill does not authorize
disposal of drilling waste in a volume greater than 35,000 bauels through the annular space of a single
well or to use that well for disposal purposes for a period longer than one year.
The blowout prevention equipment (BOPE) must be tested in accordance with 20 AAC 25.035; and the
mechanical integrity (MI) of the injection wells must be demonstrated under 20 AAC 25.412 and 20 AAC
25.030(g)(3). Sufficient notice (approximately 24 hours) of the MI test before operation, and of the
BOPE test prior to drilling new hole must be given so that a representative of the Commission may
witness the tests. Notice may be given by contacting the Commission petroleum field inspector on the
North Slope pager at 659-3607.

4. Drilling Hazards Information
Requirements of 20 AAC 25.005 (c)(4)

The expected reservoir pressures in the West Sak sands in the lC-129 is 0.43 psi/ft, or 8.3 ppg EMW
(equivalent mud weight). This pressure was obtained from actual well data from the nearby lD-l05A
well.
The maximum potential surface pressure (MPSP) based on the above maximum pressure gradient, a
methane gradient (0.11) and the deepest planned vertical depth of the West Sak D sand formation is
1240 psi, calculated thusly:
MPSP =(3876 ft)(0.43 - 0.11 psi/ft)
= 1240 psi /

The well bore is not expected to penetrate any gas zones.

will be drilled out and a formation integrity test will be performed in accordance with the "Formation

This drilling fluid system of Nabors Rig 245e consists of: (3) Continental Emsco FB-1600 Mud Pumps,
Steel Mud pits with 1100 barrel capacity, Pill Pit, Trip Tank, (3) Derrick Flo-line Shale Shakers (rated at
600 gpm), Brandt Model SRS-2 Desander, Derrick Model 58S Mud Cleaner, (2) Alpha-Laval Model 418-VT-
5 Centrifuges, Degassers, PVT System with visual and audio alarms, Trip Tank, Flow Sensor, and Fluid
Agitators.

The proposed drilling program is listed below. Please refer also to Attachment 7, Well Schematic.
1. Excavate cellar, install cellar box, set and cement 16" conductor to +/- 147' RKB. Weld landing ring on
conductor. Install Vetco Gray Gen II wellhead.
2. Move in / rig up Nabors #245E. Install Diverter / BOPE and function teJt. //
3. Spud and directionally drill 9-7/8" hole to casing point at +/- 5,603' MD / 3,876' TVD as per directional
plan. Run MWD, LWD tools as required for directional monitoring and data gathering. Casing point to be
horizontal in the West Sak D-sand. /
4. Run and cement 7-5/8", 29.7#, L-80, BTC Mod casing to surface. Displace cement with mud and
perform stage job or top job if required.
Note: Port collar to be run @ +/- 1000' MD. /
5. Remove 16" Diverter line, install blind flange, activate and test BOP's to 3500 psi (annular preventer to
2500 psi) Notify AOGCC 24 hrs before test.
6. PU 6-3/4" PDC Bit and directional BHA. RIH, clean out cement to top of float equipment, pressure test
casing to 3500 psi for 30 minutes and record results. /

7. Drill out cement and between 20' and 50' of new hole. Perform FIT to 12.0 ppg EMW and record results
(ECD's estimated not to exceed 11.5 ppg) /
8. Change over to clean LSND drilling mud. Directionally drill 6-3/4" hole to TD at +/- 10,806' MD / 3,804'
TVD as per directional plan.
9. POOH and lay down MWD, LWD and PWD tools.
10. Pick up and rack back weight pipe as needed for liner running.
11. RIH with 6-3/4" hole opener and ream entire open hole.
12. Circulate and condition hole to run liner.
13. PU and run 4-1/2" Slotted Liner./(run liner with 2-7/8" inner wash string).
14. Land liner, set liner hanger/packer @ +/- 5,450' MD / 3,865'1VD and displace drilling mud at 11-12 bpm
with minimum 580 bbls 3% KCL brine weighted to 8.8 ppg. POOH.
15. Rig up and run cement evaluation tool from liner hanger to 500' above Ugnu.
16. PU and RIH with 4-1/2" tubing.
17. Sting into seal bore extension and space out.
18. Install back pressure valve. Nipple down BOP stack. Install production tree and pressure test same.
19. Pull BPV.

20. Pressure test tubing x annulus to 2500 psi for 30 minutes. Rupture shear out valve by apply pressure to
annulus.
21. Freeze protect well by pumping diesel down annulus, circulating through shear valve, then allowing diesel
to U-tube into tubing through choke.
22. Install back pressure valve, and release Nabors #245E

Waste fluids generated during the d~lIing process will be disposed of either by pumping authorized fluids
into a permitted annulus on lC Pad, or by hauling the fluids to a KRU Class II disposal well. All cuttings
generated will be disposed of either down a permitted annulus on lC Pad or hauled to lR-18 Facility for
temporary storage and eventual processing for injection.
Phillips Alaska does not intend to request authorization for the use of this well for annular disposal I
operations.
