Enclosed is the approved application for permit to drill the above development well.
The permit to drill does not exempt you from obtaining additional permits or approvals required by law
from other governmental agencies, and does not authorize conducting drilling operations until all other
required permits and approvals have been issued. In addition, the Commission reserves the right to
withdraw the permit in the event it was elToneously issued. A weekly status report is required from the
time the well is spudded until it is suspended or plugged and abandoned. The. report should be a
generalized synopsis of the week's activities and is exclusively for the Commission's internal use.
Operations must be conducted in accordance with AS 31.05 and Title 20, Chapter 25 of the Alaska
Administrative Code unless the Commission specifically authorizes a variance. Failure to comply with an
applicable provision of AS 31.05, Title 20, Chapter 25 of the Alaska Administrative Code, or a
Commission order, or the terms and conditions of this permit may result in the revocation or suspension
of the permit.
The permit is for a new wellbore segment of existing well MPS-23, Permit No, 202-132, API 50-029-
23098. Production should continue to be reported as a function of the original API number stated above.
Blowout prevention equipment (BOPE) must be tested in accordance with 20 AAC 25.035. Sufficient
notice (approximately 24 hours) of the BOPE test performed before drilling below the surface casing shoe
must be given so that a representative of the Commission may witness the test. Notice may be given by
contacting the Commission petroleum field inspector on the North Slope pager at 659-3607.

Drilling Hazards & Contingencies:
Hydrates
. Hydrates have not been seen on S pad, but has been encountered in the surface holes on
other pads, especially nearby H-Pad. Hydrates generally occur just below the Permafrost (+/-
1800 ss) but may be present in shallower SV sands and also as deep as 3000 ft. Be alert for
the possibility of shallow gas and/or hydrates. Use recommended practices for drilling
hydrates. Pretreat mud with DrilTreat; Increase mud wt; Maintain cool mud « 60 deg F); Limit

ROP and Reduce pump rate while drilling hydrates; Circulate connections thoroughly. See Well
Program and Recommended Practices for specific information.
. Another item to watch out for is deeper gravels below the Permafrost or gravels that calve off
within the permafrost and will tend to drop out when the aerated hydrate gas cut mud is being
circulated out. Maintain adequate viscosity. In the past several Milne Pt wells have
experienced stuck pipe from this situation.
Lost Circulation
. We do not expect losses while drilling this well.
. Offset wells encountered losses while running and cementing casing and only one well had
losses while running a hole opener. Below is a list of the wells and the lost circulating problems
associated with them. H-06 (1995): Lost 100 bbls running 9-5/8" casing, good returns during
cementing except no returns for last 20 bbls, contaminated cement to surface, cement 12 ft
down, no top job. Follow the LOST CI RCULA TION DECISION MATRIX in the well plan if fluid
losses occur while drilling. Break circulation slowly in all instances and get up to recommended
circulating rate slowly prior to cementing.
Expected Pressures
.
It is unlikely there will be unexpected overpressure when drilling to the Schrader Bluff formation.
Reservoir pressure is expected to be (8.65 Ib/gal EMW). In this well, the Schrader Bluff
formation will be drilled with 9.1 ppg mud.

Pre- Rig Operations
1. The 20" insulated conductor is installed

1. MIRU, NU diverter on 20" conductor and function test, PU 4" drill pipe
2. Drill 9-7/8" surface hole as per directional plan. Maximum angle 840
3. Condition mud prior to 7 5/8" casing run. POOH
4. Run and cement 7 5/8" casing from TD to surface.

6. Install FMC 11" 5m horizontal wellhead
7. N/U and test 1~8" 5m BOP and test annular to 250 low and 2500 high. Test the rams to 250
low and 4000 psi high
8. Drill 6-1/8" OB horizontal production hole as per directional plan.
9. Run 4-1/2" slotted liner and hang off 100' inside 7-5/8" casing.
10. Make up Baker Window Master milling assembly with bottom trip anchor and MWD.
a. RIH. Orient and set whipstock to place window at top of the OA interval.
b. Shear off and mill window thru 7-5/8" casing. ./
11. Drill 6-1/8" OA lateral geosteering and short tripping as required. Maintain FloPro mud
properties and POOH.
12. MU whipstock retrieving tool and pull whipstock
13. Run 4 Y2" slotted liner with Baker Hook Hanger and hang off in 7-5/8" casing
14. POOH
15. TIH and displace out drilling mud with 9.2 ppg N aCL
16. POOH
17. Run in hole with 4-1/2" jet pump completion as per schematic
18. Land tubing hanger and test
19. Set BPV
20. ND BOP
21. Install and test tree
22. Pull BPV
23. Drop ball and set production packer
24. Test 7-5/8" x 4-1/2" annulus and packer to 3500 psi
