Atlantic Richfield Company by letter dated August 20, 1976, requested the referenced order. 2. Notice was published in the Anchorage Daily News on August 25, 1976 pursuant to Title II, Alaska Administrative Code, Section 22.540 and no protests were received. FINDINGS: I 1. Appl icant desires to produce the referenced wells in the Prudhoe Bay Field, Prudhoe Oil Pool, to commission and operate the Prudhoe Bay Field Fuel Gas Unit and necessary support facilities. 2. During normal operations prior to the commencement of major oil pro- duction from the Prudhoe Bay Field approximately 30 mill ion cubic feet of gas per day will be required to develop and commission the Prudhoe Bay Field. Maximum requirements could be as high as 40 mill ion cubic feet of gas per day. 3. Approximately 4 mill ion cubic feet of gas needed for the daily re- quirements of the gas plant will be met with excess casinghead gas available from the Prudhoe Bay Crude Oil Topping Plant. Gas cap gas will be required to meet the requirements in excess of the available supply of casinghead gas. During normal operations, approximately 26 million cubic feet of gas cap gas per day will be needed and maximum requirements could be approximately 36 million cubic feet of gas per day except during possible interruptions of the supply of casinghead gas when the maximum requirements for gas cap gas could be as high as 40 mill ion cubic feet of gas per day. 5. During normal operations of the Field Fuel Gas System approximately 3000 barrels of natural gas liquids will be separated from the gas stream. 6. At the foregoing anticipated production rates, net reservoir voidage in the referenced pool resulting from the production of gas cap gas will exceed that of the well or wells supplying the crude oil topping plant. 7. During the estimated eight month period in which gas cap gas from the referenced well or wells is uti 1 ized for such purpose, from two one- hundredths to three one-hundredths of one percent of the recoverable gas cap gas in the referenced pool will be consumed. 8. When adequate supplies of casinghead gas become available from oil production operations, the referenced wells will be converted to dual service of standby gas supply and gas injection. CONCLUSIONS: 1. The Prudhoe Bay Field Fuel Gas Unit is required to condition and supply fuel for various operations and facilities that are needed before oil production starts in the Prudhoe Bay Field and constitutes a beneficial use of the gas. 2. Production from the referenced wells and injection of gas liquids into the reservoir at the anticipated volumes will not constitute waste or impair correlative rights. 3. The production and use of the gas cap gas should be permitted only as required to commission the Prudhoe Bay Field producing and necessary support facil ities prior to the time casinghead gas is available as a f ue 1 . ) ) ') ') Co. Applicant, Atlantic Richfield Company, is hereby granted an exception to Title I r, Alaska Administrative Code, Section 22.240, to permit production of gas cap gas associated with the Prudhoe Oil Pool from the North Gas rnjection wells Nos. 6 and 7 under the following terms and conditions: (a) The gas cap shall be util ized to supply fuel conditioned by the Prudhoe Bay Field Fuel Gas Unit required to develop and commission the Prudhoe Bay Field producing and necessary support facil ities. (b) The monthly volumes of gas produced shall not exceed 40 million cubic feet multipl ied by the number of days in the month without Committee approval. 2. Applicant is granted permission to inject fluids produced with the gas into the referenced pool. 3. We request that such approval be made effective for the current IIDnth of May. Our best estimates are that, at the end of the current month, the daily average net displacement of gas from the pool may exceed the monthly volumes specified in the subject order even if the reinj ected volu:nes are subtracted from the volumes produced. It is, however, very important that we have this flexibility in order to achieve a timely and otherwise successful start-up. Notice is hereby given that Atlantic Richfield Company has applied for an order to exempt the referenced wells from the requirement of Title II, Alaska Administrative Code, Section 22.240 in order to produce the well at rates in excess of the net reservoir volumetric withdrawal rate of gas and oil produced from the Prudhoe Bay Crude Oil Topping Plant supply well . Fluids produced with the gas from the subject wells will be separated and injected into the reservoir through the subject wells. Parties who may be aggrieved if the requested order is issued are allowed 10 days from the date of this publication in which to file a protest and request for hearing. Place of filing is 3001 Porcupine Drive, Anchorage, Alaska 99501. If such a protest is timely filed, a hearing on the matter will be held at the above address at 9:00 AM, September 8, 1976 at which time protestants and others may be heard. To that end, Atlantic Richfield Company hereby requests an exemption from the requirements of Title 11, Alaska Administrative Code, Section 22.240 (fonnerly Section 2159) in order to produce a gas well in excess of the net reservoir volumetric withdrawal rate of oil produced for the Prudhoe Bay Crude Oil Topping Plant. Atlantic Richfield further hereby requests permission to inject into. the referenced reservoir portions of the fluids'''Produced with, and separated from, the gas well gas. lvbre specifically, Atlantic Richfield Company hereby requests an order along the following lines: PROPOSED ORDER " 1. Applicant, Atlantic Richfield Canpany, is hereby granted an exception to Title 11, Alaska Administrative Code, Section Alaska Oil & Gas Conservation Conmittee August 20, 1976 Page 2 22.240 to permit production of gas cap gas associated with the Prudhoe Oil Pool fran the ARGo/Exxon North Gas Injection Well No. 7 (and, for backup purposes, fran the ARCo/Exxon North Gas Injection Well No.6) under the following terms and conditions: (a) The gas cap gas shall be utilized to corrmis s ion , operate and utilize the Prudhoe Bay Field Fuel Gas System and necessary support facilities; (b) The monthly average of daily volt:nnes produced shall not exceed 60 million cubic feet of gas without Corrmittee approval; and (c) The gas cap gas shall be utilized only to the extent the supply of excess casinghead gas fran the Prudhoe Bay Crude Oil Topping Plant is unavailable for such purposes. 2. Applicant, Atlantic Richfield Canpany, is granted permission to inject fluids and gas produced with the gas fran the aforesaid well and/or wells into the referenced pool by means of the ARGo/Exxon North Gas Injection Well No.2. 3. This order, unless extended by the Ccmnittee, will expire when sufficient casinghead gas is available for such purposes. The Prudhoe Bay Field Fuel Gas System is required to condition and supply fuel for various operations and facilities which, in turn., are required to develop and conmission the Prudhoe Bay Field producing and support facilities. B. During normal operations prior to the com:nencement of major oil production from the Prudhoe Bay Field approximately 30 million cubic feet of gas per day will be required for such purposes; and maximum requirements could be as high as 40 million cubic feet of gas per day. C. Approximately 4 million cubic feet of such daily requirements will be met with excess casinghead gas available from the Prudhoe Bay Crude Oil Topping Plant. That supply of casinghead gas is subj ect to interruptions. D. Gas cap gas will be required to meet the requirements in excess of the available supply of casinghead gas. Thus, during normal operations, approximately 26 million cubic feet of gas cap gas per day will be required for this purpose; and maximum requirements could be approximately 36 million cubic feet of gas per day (except during interruptions, if any, of the supply of casinghead gas when the maxim.m requirements for gas cap gas could be as high as the greater volt:nœs mentioned in paragraph B, above). ) Alaska Oil & Gas Conservation Committee August 20, 1976 Page 4 E. Atlantic Richfield Company desires to produce gas cap gas for such purposes from the ARCo/Exxon North Gas Inj ection Well No. 7 (and, as a possible backup source, from the ARGo/Exxon North Gas Injection Well No.6). F. Fuel gas will enter an inlet separator at the Fuel Gas Plant. Natural gas liquids will ~op out at the rate of 52 barrels/MMCF. The gas then will be dehydrated and enter a low temperature separator from which another 52 barrelslMMCF will be separated. The combined liquids (104 barrels/MMCF) will then be reinjected into a nearby well on the gas injection pad. During norrral operations with maxinn.m production of 30 M1CF /D of gas, natural gas liquids for reinj ection will be approximate~;v 3,000 barrels per clay. ' ... G. The operation and utilization of the Field Fuel Gas System will enable BP Alaska Inc. to shut in the fuel gas supply wells being produced pursuant to Conservation Orders Nos. 118 and 118. 1. The latter orders should, however, remain in effect in case such wells are needed for baCkup purposes at any time. H. Concurrently with the production of the gas cap gas the production of oil from the referenced pool, for topping plant use, is expected to be approximately 12,000 to 15,000 barrels per day. At the foregoing anticipated production rates, net reservoir voidage in the referenced pool resulting fran the production of gas cap gas will exceed that of the well or wells supplying the ARCo/Exxon topping plant. J. During the estimated eight roonth period. in which gas cap gas from such well or wells is utilized for such purpose, from two one-hundredths to three one-hundredths of one percent of the recoverable gas cap gas in the referenced pool will be consumed. K. Affected parties within the referenced pool have been notified of this request and have no obj ections. L. When adequate supplies of casinghead gas become available from oil production operations, the aforesaid wells will be converted to dual service -- standby supply and gas inj ection.
