IT APPEARING THAT:
1. The Atlantic Richfield Company submitted the referenced
application dated October 27, 1976.
2. The referenced well was originally drilled as a permafrost
test hole. Mechanical problems, resulting from interference
with temperature measuring devices, prevented running the
surface casing to the programmed depth.
3. The operator plans to convert the referenced well to an oil
producing well in the Prudhoe Oil Pool.
4. If the existing surface casing set at 379 feet below the
base of the permafrost is used, it does not appear that
completion problems will be caused.
5. The operator will set a string of 9 5/8 II protection casing
in the hole before hydrocarbon bearing formations will be
encountered.
6. Notice of hearing on this request was published in the
Anchorage Daily News on November 17, 1976 pursuant to
Title 11, Alaska Administrative Code, Section 22.540, and
no protest was received.
FINDINGS:
1. It is necessary to complete the referenced well with the
surface casing less than 500 feet below the base of the
permafrost section in order to utilize an existing well bore.

NOW, THEREFORE, IT IS ORDERED THAT:
The Atlantic Richfield Company may complete the Drill site No. 4-6 well
with the surface casing set less than 500 feet below the base of the
permafrost.

Notice is hereby given that an application was received from the
Atlantic Richfield. Company on October 27, 1976 requestinq an exception
to Rule 3(c) of Conservation Order No. 137 which states in part II. . .
surface casing shall be set at least 500 feet below the base of the
permafrost section. II
This well was drilled originally as a permafrost observation well
and complications arose which permitted the surface casing to be set
only to a depth 379 feet below the base of the permafrost. Before
completion, the operator proposes to set a string of 9 5/811 protection
casing in the hole before hydrocarbon bearing formations will be
encountered.
Parties who may be aggrieved if the requested order is issued are
allowed 10 days from the date of this publication in which to file
a protest and request for hearing. Place of filing is 3001 Porcupine
Drive, Anchorage, Alaska 99501. If such a protest is timely filed,
a hearing on the matter will be held at the above address at 11 :00 AM,
November 29, 1976 at which time protestants and others may be heard.
If no such protest is timely filed, the Committee will consider the
issuance of the order without a hearing.
