Unocal desired to anticipate when the well might be noncommercial, and therefore potentially available for gas storage injection. Unocal hereby withdraws the request without prejudice to its renewal at a later time. Accordingly, the hearing now set for May 04, 2004, at 9:00 a.m., is no longer necessary. UNOCAL by letter dated March 15,2004 and received by the Alaska Oil and Gas Conservation Commission ("Commission") on March 22, 2004, has requested the Commission to issue an order in conformance with 20 AAC 25.252 allowing the conversion of Swanson River Unit well SRU 213-10 to a well used for the underground storage of natural gas. The applicant proposes to inject gas for storage into the depleted Sterling B-3A sand at an approximate measured depth of between 3300 and 3600 feet. The subject well (SRU 213-10) is located within the west one-half (WY2) of Section 10, T8N, R9W, Seward Meridian. The Commission has tentatively scheduled a public hearing on this application for May 4, 2004 at 9:00 am at the Alaska Oil and Gas Conservation Commission at 333 West ih Avenue, Suite 100, Anchorage, Alaska 99501. A person may request that the tentatively scheduled hearing be held by filing a written request with the Commission no later than 4:30 pm on April 16, 2004. Unocal refers to this gas storage operation as the Kenai Gas Storage Facility. In order to expand the capacity of the Kenai Gas Storage Facility, Union Oil Company of California (dba Unocal), as operator of the Swanson River Field (SRF), requests an injection order for injection of gas for gas storage purposes into a well to be called KGSF #5 (currently called SRU 213-10). Well KGSF #5 will be used to store gas in the Sterling 8-3A sand. This injection order request will complement the existing approved AOGCC sundry, dated 12/11/03, for the conversion of SRU 213-10 to gas storage well (Attachment 14). SRU 213-10 will be converted to gas storage well and renamed KGSF #5 after depleting the Sterling 8-3A and 80 sands. The KGSF #5 well, currently called SRU 213-10, will be used as a conduit for the gas storage operation (production and injection). Well KGSF #5 (currently called SRU 213-10) is the only well known to have produced gas from this reservoir. The storage gas will be injected during the summer months and produced back in the winter months for sales. Section E - Pool Information The B-3A sand of the Sterling Formation is the proposed zone of injection. This depleted shallow gas reservoir is part of the Sterling-Upper Beluga Participation Area (PA) [8910086520-A]. Gas from these reservoirs has typically been used to improve the quality of fuel gas on the lease. Oil and/or gas are produced from four formations at Swanson River Field. The shallowest gas production is from the Sterling Formation. The Sterling Formation extends to a depth of approximately 3500 TVD feet and is comprised of thick sandstones, mudstones and coals deposited in a high-energy meandering to braided stream environment. Gas is also produced from the thinly bedded sands of the Beluga Formation that underlies the Sterling. These discontinuous sands were deposited in a lower energy stream system, and they are interlayered with abundant mudstones and coals. The Beluga Formation is approximately 2000 feet thick at Swanson River Field. The Tyonek Formation is comprised of meander belt and braided stream sandstones interlayered with mudstones and thick coals. The Tyonek Formation is approximately 5000 feet thick at Swanson River Field, and gas is produced from several sands in the upper and middle part of the formation, while oil production comes from the lowermost 1 00 feet the Tyonek (the Tyonek G Zone). Underlying the Tyonek is the main oil producing interval at Swanson River Field, the Hemlock Formation. The Hemlock Formation is 600 feet thick at Swanson River Field and is comprised of thick conglomeratic sandstones interlayered with thin mudstones and minor coal. The B-3A sand is a Sterling sand that is present across northern Swanson River Field. It is gas bearing in a thin sand at wells SRU 212-10 and SRU 213-10 (Attachment 3). The attached log section for SRU 213-10 (Attachment 4) shows the B-3A sand at depths from 3448 to 3457 feet measured depth (MD). The B-3A sand is overlain by 28 MD feet of impermeable, siltstone, clayey siltstone and shale. The B-3A sand is underlain by 11 MD feet of coal that is, in turn, underlain by 41 MD feet of siltstone, clayey siltstone and shale. This interval overlies the gas/water bearing B4 sandstone. O:\Gas CFT\Gas Storage PMA 11 2003 forward\Gas Storage BLM and AOGCC Permitting\AOGCC_SRU 213-1 O\SRU 213- 6 10_Sterl B3a Sd_AOGCC gas stor 10 apple KGSF #5_r1_030804.doe ) ) Porosity in the Sterling B-3A sand was estimated using the overlying water-wet Sterling 83 sand in SRU 213-10. This calculated to be 32% using the density log. Water saturation for the Sterling B-3A sand is difficult to calculate due to variations in water resistivity (Rw) values, therefore a general value of 55% is used for water saturation calculations. The B-3A perforations were added to SRU 213-10 well in August of 2003. The well was perforated from 3447 to 3456'. The peak gas rate occurred on 09/12/2003 at 3.3 MMCFD. The well has produced no water and a cumulative gas volume of 0.309 bcf from the Sterling B-3A sand through February of 2004 (Attachment 5). Initial volumetric estimates for the accumulation before the recompletion of SRU 213-10 into a storage well are 0.34 bcf (Attachment 6) in the small isolated sand case (shown as a separate overbank sand in Attachment 3). The B3A sandstone character in well SRU 213-10 and downdip, water wet well SRU 212-10 is distinctly different than elsewhere in the B3A. Correlation of thin sands in fluvial overbank deposits is difficult at best. Generally thin, overbank sandstones are not extensive. Production data supports the scenario that these are separate, thin sandstones between SRU 213-10 and wells such as SRU 242-16 to the south. Material balance analysis of historical production and pressure data indicates an original gas in place of approximately 0.36 bcf (Attachment 7). Using this figure for the original gas-in-place, the current recovery of 0.309 bcf corresponds to 86% recovery. Even though SRU 213-10 is still producing gas from the Sterling B-3A sand (as of February 2004), it is expected to be depleted soon. After the expected depletion occurs, the Sterling B-3A will be plugged off with a retrievable packer (to allow easy and non- damaging access to the Sterling B-3A once the Sterling BO sand is depleted) and the . well will be perforated in the shallower Sterling BO Sand (3202 - 3224' MD) for gas production. Given the production history of the Sterling B-3A sand, it should be a good gas storage reservoir. Section G - Well Loas All open hole logs from wells in the Swanson River Unit are sent to the Commission as the logs are completed. Attachment 4 shows a log section for the proposed injection interval in well SRU 213-10. Section H - Mechanicallntegritv Mechanical integrity will be monitored by observing the Material Balance Plot of P/Z versus Cumulative Gas Produced or Injected during gas storage operations as shown in the current well P/Z plot (Attachment 7). A gas storage reservoir allows us the unique opportunity to observe the mechanical integrity of the well as we store and produce gas. O:\Gas CFr\Gas Storage PMA 11 2003 forward\Gas Storage BLM and AOGCC Permitting\AOGCC_SRU 213-10\SRU 213- 7 10_Sterl B3a Sd_AOGCC gas stor 10 apple KGSF #5_r1_030804.doe ) ) Essentially, a straight line plot of P/Z versus Cumulative Gas defines the expected normal reservoir performance. Any major deviation from the straight line will represent atypical reservoir performance such as an uncontrolled gas exit into a thief zone or recharging of the reservoir by fluid entry from a zone of higher pressure Section 1- Casina Information Attachment 8 is the current and proposed wellbore schematics for the SRU 213-10 well. The casing in SRU 213-10 was cemented in accordance with 20 ACC 25.252(b) and tested in accordance with 20 AAC 25.030(g) when completed. The first hole section in SRU 213-10 was drilled and subsequently completed with a 7" casing to a depth of 1,987' MD. The 7" casing shoe was pressure tested with 1700 psi surface pressure. The leak off test at the shoe, 1 ,987'MD/1 ,802'TVD, had a mud weight equivalent of 15.9 ppg and withstood a reservoir fracture gradient of 0.827psi/ft without breaking the formation down. The casing was cemented with 93 bbl cement slurry (75 bbl of 12.5 ppg lead slurry and 18 bbls of 15.8 ppg tail slurry) with returns to surface. The next hole section was drilled and completed with 3-1/2" production tubing to a depth of 4102' MD (Total Depth or TD is at 4105' MD). It was subsequently cemented from 4,102' MD to surface (11 bbls of cement returns at the surface was noted). The 3-1/2" casing shoe was pressure-tested to 2900 psi surface pressure. The cement bond log for the entire hole section indicates good bonding throughout. Production data from this zone is also supportive of a good cement bond. Section J - Iniection Fluid The type of fluid for proposed injection is gas. The fluid composition for the proposed injection is dry natural gas with a specific gravity of approximately 0.57. The properties of the gases from Swanson River, Happy Valley and Ninilchik Fields are included as Attachment 9. Gas from Swanson River and other fields in the Cook Inlet will be injected and stored in Kenai Gas Storage Facility wells during the summer months and redelivered during the winter months. The estimated maximum amount of gas to be injected daily is 28 mmcfd. Attachment 10 is a plot of expected deliverability as a function of gas volume in the reservoir. The injection gas should be fully compatible with the Sterling B-3A formation, since this zone previously contained dry methane gas and was produced without any signs of formation damage. The estimated average injection pressure will be 1550 psi. The maximum injection pressure will be 2550 psi. The compressor plant maximum output pressure will be 3500 psig. Wellhead injection pressures will be maintained such that a gradient of 0.65 psi/ft at the target midperf reservoir depth of 3103' TVD is not exceeded. This corresponds to wellhead pressures of 1871 psig at 0 mmcfd injection rate and 2550 psig at 45 mmcfd injection rate. Section L - Fracture Information The proposed maximum injection pressures for the gas storage operation will not initiate fractures in the confining strata which might enable the injection or formation fluid to enter freshwater strata. A pressure control valve will be installed to protect the Sterling B-3A sand. The proposed maximum injection pressure for KGSF #5 in the Sterling B-3A sand, as previously mentioned, will not exceed a gradient of 0.65 psi/ft at the sandface. Leak off tests in wells SCU 243B-4, SRU 223-28 and SRU 213-10, all new drills in the last seven years, show the fracture gradient at approximately 2000' to range from 0.8 to 1.09 psi/ft (see attachments 11, 12 and 13). Original reservoir pressure in the B-3A sand in SRU 213-10 is estimated at 1190 psi based on initial shut-in tubing pressure measurements of 1104 psi. Using the reservoir true vertical depth of 3103', this equates to an original pressure gradient of 0.38 psi/ft. Section M - Formation Fluid No samples exist of produced water from the proposed injection interval. Section N - Aquifer Exemption The proposed gas injection will be at a depth of approximately 3099 - 3107' TVD. As per 40 CFR 147.102(b) the aquifers in the Swanson River Field are exempted below 1700' in accordance with 40 CFR 144. 7(b) and 40 CFR 146.4. Section 0 - Wells Within Area As shown in Attachment 2, there are no wells within a quarter mile of the proposed KGSF #5 well. Unocal refers to this gas storage operation as the Kenai Gas Storage Facility. In order to expand the capacity of the Kenai Gas Storage Facility, Union Oil Company of California (dba Unocal), as operator of the Swanson River Field (SRF), requests an injection order for injection of gas for gas storage purposes into a well to be called KGSF #5 (currently called SRU 213-10). Well KGSF #5 will be used to store gas in the Sterling B-3A sand. This injection order request will complement the existing approved AOGCC sundry, dated 12/11/03, for the conversion of SRU 213-10 to gas storage well (Attachment 14). SRU 213-10 will be converted to gas storage well and renamed KGSF #5 after depleting the Sterling B-3A and BO sands. The KGSF #5 well, currently called SRU 213-10, will be used as a conduit for the gas storage operation (production and injection). Well KGSF #5 (currently called SRU 213-10) is the only well known to have produced gas from this reservoir. The storage gas will be injected during the summer months and produced back in the winter months for sales. Section E - Pool Information The B-3A sand of the Sterling Formation is the proposed zone of injection. This depleted shallow gas reservoir is part of the Sterling-Upper Beluga Participation Area (PA) [8910086520-A]. Gas from these reservoirs has typically been used to improve the quality of fuel gas on the lease. Oil and/or gas are produced from four formations at Swanson River Field. The shallowest gas production is from the Sterling Formation. The Sterling Formation extends to a depth of approximately 3500 TVD feet and is comprised of thick sandstones, mudstones and coals deposited in a high-energy meandering to braided stream environment. Gas is also produced from the thinly bedded sands of the Beluga Formation that underlies the Sterling. These discontinuous sands were deposited in a lower energy stream system, and they are interlayered with abundant mudstones and coals. The Beluga Formation is approximately 2000 feet thick at Swanson River Field. The Tyonek Formation is comprised of meander belt and braided stream sandstones interlayered with mudstones and thick coals. The Tyonek Formation is approximately 5000 feet thick at Swanson River Field, and gas is produced from several sands in the upper and middle part of the formation, while oil production comes from the lowermost 1 00 feet the Tyonek (the Tyonek G Zone). Underlying the Tyonek is the main oil producing interval at Swanson River Field, the Hemlock Formation. The Hemlock Formation is 600 feet thick at Swanson River Field and is comprised of thick conglomeratic sandstones interlayered with thin mudstones and minor coal. The B-3A sand is a Sterling sand that is present across northern Swanson River Field. It is gas bearing in a thin sand at wells SRU 212-10 and SRU 213-10 (Attachment 3). The attached log section for SRU 213-10 (Attachment 4) shows the B-3A sand at depths from 3448 to 3457 feet measured depth (MD). The B-3A sand is overlain by 28 MD feet of impermeable, siltstone, clayey siltstone and shale. The B-3A sand is underlain by 11 MD feet of coal that is, in turn, underlain by 41 MD feet of siltstone, clayey siltstone and shale. This interval overlies the gas/water bearing B4 sandstone. O:\Gas CFT\Gas Storage PMA 11 2003 forward\Gas Storage BLM and AOGCC Permitting\AOGCC_SRU 213-10\SRU 213- 6 , O_Sterl B3a Sd_AOGCC gas stor 10 apple KGSF #5_r1_030804.doe ) ") Porosity in the Sterling 8-3A sand was estimated using the overlying water-wet Sterling B3 sand in SRU 213-10. This calculated to be 32% using the density log. Water saturation for the Sterling 8-3A sand is difficult to calculate due to variations in water resistivity (Rw) values, therefore a general value of 55% is used for water saturation calculations. The 8-3A perforations were added to SRU 213-10 well in August of 2003. The well was perforated from 3447 to 3456'. The peak gas rate occurred on 09/12/2003 at 3.3 MMCFD. The well has produced no water and a cumulative gas volume of 0.309 bcf from the Sterling 8-3A sand through February of 2004 (Attachment 5). Initial volumetric estimates for the accumulation before the recompletion of SRU 213-10 into a storage well are 0.34 bcf (Attachment 6) in the small isolated sand case (shown as a separate overbank sand in Attachment 3). The 83A sandstone character in well SRU 213-10 and downdip, water wet well SRU 212-10 is distinctly different than elsewhere in the 83A. Correlation of thin sands in fluvial overbank deposits is difficult at best. Generally thin, overbank sandstones are not extensive. Production data supports the scenario that these are separate, thin sandstones between SRU 213-10 and wells such as SRU 242-16 to the south. Material balance analysis of historical production and pressure data indicates an original gas in place of approximately 0.36 bcf (Attachment 7). Using this figure for the original gas-in-place, the current recovery of 0.309 bcf corresponds to 860/0 recovery. Even though SRU 213-10 is still producing gas from the Sterling 8-3A sand (as of February 2004), it is expected to be depleted soon. After the expected depletion occurs, the Sterling 8-3A will be plugged off with a retrievable packer (to allow easy and non- damaging access to the Sterling 8-3A once the Sterling 80 sand is depleted) and the well will be perforated in the shallower Sterling 80 Sand (3202 - 3224' MD) for gas production. Given the production history of the Sterling 8-3A sand, it should be a good gas storage reservoir. Section G - Well Logs All open hole logs from wells in the Swanson River Unit are sent to the Commission as the logs are completed. Attachment 4 shows a log section for the proposed injection interval in well SRU 213-10. Section H - Mechanicallntegritv Mechanical integrity will be monitored by observing the Material Balance Plot of P/Z versus Cumulative Gas Produced or Injected during gas storage operations as shown in the current well P/Z plot (Attachment 7). A gas storage reservoir allows us the unique opportunity to observe the mechanical integrity of the well as we store and produce gas. O:\Gas CFT\Gas Storage PMA 11 2003 forward\Gas Storage BLM and AOGCC Permitting\AOGCC_SRU 213-10\SRU 213- 7 10_Sterl B3a Sd_AOGCC gas star 10 apple KGSF #5_r1_030804.doe ) ) Essentially, a straight line plot of P/Z versus Cumulative Gas defines the expected normal reservoir performance. Any major deviation from the straight line will represent atypical reservoir performance such as an uncontrolled gas exit into a thief zone or recharging of the reservoir by fluid entry from a zone of higher pressure Section I - Casina Information Attachment 8 is the current and proposed wellbore schematics for the SRU 213-10 well. The casing in SRU 213-10 was cemented in accordance with 20 ACC 25.252(b) and tested in accordance with 20 AAC 25.030(g) when completed. The first hole section in SRU 213-10 was drilled and subsequently completed with a 7" casing to a depth of 1,987' MD. The 7" casing shoe was pressure tested with 1700 psi surface pressure. The leak off test at the shoe, 1 ,987'MD/1 ,802'TVD, had a mud weight equivalent of 15.9 ppg and withstood a reservoir fracture gradient of 0.827psi/ft without breaking the formation down. The casing was cemented with 93 bbl cement slurry (75 bbl of 12.5 ppg lead slurry and 18 bbls of 15.8 ppg tail slurry) with returns to surface. The next hole section was drilled and completed with 3-1/2" production tubing to a depth of 4102' MD (Total Depth or TD is at 4105' MD). It was subsequently cemented from 4,102' MD to surface (11 bbls of cement returns at the surface was noted). The 3-1/2" casing shoe was pressure-tested to 2900 psi surface pressure. The cement bond log for the entire hole section indicates good bonding throughout. Production data from this zone is also supportive of a good cement bond. Section J - Iniection Fluid The type of fluid for proposed injection is gas. The fluid composition for the proposed injection is dry natural gas with a specific gravity of approximately 0.57. The properties of the gases from Swanson River, Happy Valley and Ninilchik Fields are included as Attachment 9. Gas from Swanson River and other fields in the Cook Inlet will be injected and stored in Kenai Gas Storage Facility wells during the summer months and redelivered during the winter months. The estimated maximum amount of gas to be injected daily is 28 mmcfd. Attachment 10 is a plot of expected deliverability as a function of gas volume in the reservoir. The injection gas should be fully compatible with the Sterling B-3A formation, since this zone previously contained dry methane gas and was produced without any signs of formation damage. The estimated average injection pressure will be 1550 psi. The maximum injection pressure will be 2550 psi. The compressor plant maximum output pressure will be 3500 psig. Wellhead injection pressures will be maintained such that a gradient of 0.65 psi/ft at the target midperf reservoir depth of 3103' TVD is not exceeded. This corresponds to wellhead pressures of 1871 psig at 0 mmcfd injection rate and 2550 psig at 45 mmcfd injection rate. Section L - Fracture Information The proposed maximum injection pressures for the gas storage operation will not initiate fractures in the confining strata which might enable the injection or formation fluid to enter freshwater strata. A pressure control valve will be installed to protect the Sterling B-3A sand. The proposed maximum injection pressure for KGSF #5 in the Sterling B-3A sand, as previously mentioned, will not exceed a gradient of 0.65 psi/ft at the sandface. Leak off tests in wells SCU 243B-4, SRU 223-28 and SRU 213-10, all new drills in the last seven years, show the fracture gradient at approximately 2000' to range from 0.8 to 1.09 psi/ft (see attachments 11, 12 and 13). Original reservoir pressure in the B-3A sand in SRU 213-10 is estimated at 1190 psi based on initial shut-in tubing pressure measurements of 1104 psi. Using the reservoir true vertical depth of 3103', this equates to an original pressure gradient of 0.38 psi/ft. Section M - Formation Fluid No samples exist of produced water from the proposed injection interval. Section N - Aquifer Exemption The proposed gas injection will be at a depth of approximately 3099 - 3107' TVD. As per 40 CFR 147.102(b) the aquifers in the Swanson River Field are exempted below 1700' in accordance with 40 CFR 144.7(b) and 40 CFR 146.4. Section 0 - Wells Within Area As shown in Attachment 2, there are no wells within a quarter mile of the proposed KGSF #5 well.
