Regulation at 20 AAC 25.265 requires all wells to be equipped with a Commission approved fail-safe automatic surface SVS capable of preventing uncontrolled flow by shutting off flow at the wellhead and shutting down any artificial lift system where an overpressure of equipment may occur. If installed, a subsurface safety valve must be maintained in working order and is subject to perfornlance testing as part of the SVS. Commission policy, as outlined in a letter dated November 14, 1995, states that the testing frequency will be increased when a failure rate exceeds 10 percent. The AOGCC-AOGA Safety Valve System Task Force report issued June 13,2003, supported retention of the 10% failure threshold. "-- J . The sidetrack was partially drilled when a ledge developed in a mudstone that prevented entry into the majority of the drilled sidetrack. Rather than re-drilling at this time, partners decided late yesterday to pull off the well without running a slotted liner. The intent is to take advantage of learning opportunities by flowing the un-lined, partially drilled sidetrack. Furthermore, new studies are being undertaken to better understand the nature of the mudstones that have developed unpassable ledges in both L2-14A and our previous Lisburne coil siderack Ll-15A. Permitted Completion: Actual Completion: 9060'ss. 3 3/16" slotted liner open hole with "unpassable ledge" at 9881' MD, Our intent is to flow the open hole completion and evaluate production characteristics of the drilled formations and investigate what happens to the mudstones under open hole producing conditions. We have captured samples of "sticky clay mudstone" that appears to be associated with the developemnt of ledges and will be working to mitigate that problem. Further coil sidetracking in Lisburne is tentatively planned for the second or third quarter this year. If production performance from the current L2-14A completion is disappointing then we intend to re-enter with coil later this year and re-drill.
