Dear Mr. Archey:
Enclosed is the approved application for permit to redrill the above development well.
The permit is for a new wellbore segment of existing well MPU I -17, Permit No, 204-098, API
No. 50-029-23212-00. Production should continue to be reported as a function of the original
API number stated above.
This permit to redrill does not exempt you fÌ'om obtaining additional permits or approvals
required by law fÌ'om other governmental agencies, and does not authorize conducting drilling
operations until all other required permits and approvals have been issued. In addition, the
Commission reserves the right to withdraw the permit in the event it was erroneously issued.
Operations must be conducted in accordance with AS 31.05 and Title 20, Chapter 25 of the
Alaska Administrative Code unless the Commission specifically authorizes a variance. Failure
to comply with an applicable provision of AS 31.05, Title 20, Chapter 25 of the Alaska
Administrative Code, or a Commission order, or the terms and conditions of this permit may
result in the revocation or suspension of the permit. Please provide at least twenty-four (24)
hours notice for a representative of the Commission witness any required test. Contact the
Commission's petroleum field inspector at (907) 65 6 7 (pager).

Drilling Hazards & Contingencies:

. Sloughing / caving coal beds have been encountered on I Pad.
· Over-Pressured sands have been encountered on I Pad due to offset injection wells. (

Lost Circulation
· We do not expect losses while drilling this well.
· Offset wells have not reported losses while drilling. However if seepage and/or losses occur,
follow the LOST CIRCULATION DECISION MATRIX in the well plan. Break circulation slowly
in all instances and get up to recommended circulating rate slowly prior to cementing.

Expected Pressures
· The Schrader Bluff sands were over-pressured from offset injection wells while drilling 1-12 & 1- ;/
13. That situation has since been rectified.

Hydrogen Sulfide
· MPI Pad is not designated as an H2S Pad. ./
Anti-collision Issues
· The only anti-collision issue for the OB lateral is its proximity to the main wellbore and to the
NB lateral.

· MPI-17 is 2,030 ft from the nearest Milne Point property line.
Distance to Nearest Well Within Pool
· MPI-17 is 1,050 ft from the nearest Schrader Bluff NB sand penetration in MPI-10.

OK, we have the various Sperry wellplans sorted out and converted to ASP's.
For somr reason, the common BHL (ASP's) moved 42.5 ft and all three lateral "entry points"
moved a little as well. It seems like there was a minute azimuth change somewhere in the
Compass program, but again, we're all on the same page now.
I have attached all three well plans along with the front (data) sheet from the program. The
revised data sheet has all necessary corrections on it: a) entry points, b) common BHl and c)
TVO of the NB lateral.
Let me know if you need anything else.

MPI-17 etal will be in hydraulic unit 3 along with the dreaded MPI-10.
Since MPI-10 killed us a few years back, MPU has reduced their
injection rates and pressures. Furthermore, I-10 will not be injecting
while we're drilling. I was still here at BP when Steve Shultz took
the kick a couple of years ago. So I am familiar with the incident.
We believe that the fault block (hydraulic unit) is no longer over
pressured - although we do list pore pressures at 9.1 ppg. We will be
at > 9.4 ppg and drilling carefully.

Well, I did ask for it all. Aren't zip files grand??
On the possible communication from 1-10 to 1-13, I realize the path is tortuous,
but in the information I remember seeing on the pressure fall-off test there was a
doubling of the derivative slope that indicated communication to something with a
large porosity. The speculation was a fault and all that was needed to confirm it
was allowing to pressure to continue to decline to some calculated value. There
was even a time prediction of when the pressure would be reached.
What HU(s) are the proposed 1-17 family in??

All surrounding injectors in adjacent Hydraulic Units will be shut-in
while drilling.
Question: Do the reservoir engineers and geologists see communication between
the various wells (1-11, I-11L1, 1-10 and 1-08) in the area or are they
compartmentalized??
Answer:
MPI-12, MPI-11, and MPI-13 are geologically isolated from MPI-08 and
MPI-10i ("i" denotes an injector). MPI-12, MPI-11, and MPI-13i are in
Hydraulic Unit 13, MPI-10i in HU 3, and MPI-08 in HU 2. This isolation
is determined by two large faults (-100-300' displacement) traveling
North-South and East-West. This also confirmed with different oil API
between HU 13 and HU 3. In addition, pressure transient analysis in
MPI-12 have determined that this well is in a very small compartment and
not communicating to even to MPH-13. This has explained the poor
performance of MPI-12. Finally, we have not seen any pressure
indication in MPI-12 or MPI-08 since MPI-10i was put back on injection.

Answer:
There was no formal report written on that PTA, but the test did
indicate fracture a of 408' right after a high injection period (-3000
bwpd). This fracture was reduced to 75' after a period of lower
injection (-1000 bwpd). This lower injection rate has been continued
since then. Even during the high injection, it is highly unlikely that
MPI-10i was communicating to MPI-12 due to the 2000' feet of tortuous
