The current status of the other associated legs to this well are that 02-28 was abandoned in November 2004 and 02-28A was drilled and completed in December 2004. 02-28APB 1 was also drilled, but of course, a Completion Report is not required for this leg. Wells 02-28A (204-164) and 02-28AL 1 (204-165) were permitted and approved to be drilled by BP's Coil Tubing Unit, Nordic #1. Drilling commenced in late November and the rig completed the well and moved off in mid-December. The first planned leg was the 02-28A target bottom hole location. This leg was found to be all shale and not economic, Therefore it was plugged back and the 02-28AL 1 target bottom hole location was drilled and completed. Mary Endacott, CT Drilling Engineer, e-mailed Winton Aubert on 12/13/04 describing the situation and how BP proceeded to complete the well. It was not realized until I began the paperwork for the 10-407 for this completed well, that we had a dilemma. The 02-28AL 1 bottom hole location is significantly different from the 02-28A bottom hole location. I would like to propose that we consider Mary Endacott's e-mail to Winton Aubert as a "Change Approved Program". Therefore the first bottom hole location becomes 02-28APB 1 and the final bottom hole location becomes 02-28A and; the 02-28AL 1 Permit to Drill would be cancelled. I made this proposal to Winton on 01/07/05, seeking guidance as to how to fill out the Completion Report for this well and he advised that I should submit an explanatory letter with the Completion Report for 02-28A. If this is not the solution you desire, please advise me as to how you would like the paperwork submitted and I will submit as soon as possible. Thank you very much for your assistance in this matter. Sincerely, ~ Terrie Hubble . . FRANK H. MURKOWSKI, GOVERNOR AI/ASKA.
