Wunnicke SUBJECT: Katalla Oil Field Exploratory Discussion of Present Condition and Possible Recommended Work A meeting was held with Standard Oil Company's office December 11, 1972 on the above subject. Those in ,attendance were C. V. Chatterton, Alaska District Superintendent; A. J. Warren, Assistant General Manager of the Production Department; John Walker, who will replace Hr. Chatterton in Standard Oil Com- pany's organization January 1, I 97jJ; Richard Woodr?w, Chugach National Forest Supervisor; Wallace Watts, Cordova District Forest Rangèr; Don Blasko) U. S. Bureau of Mines; Rodney A. Smith, Area Oil and Gas Supervisor and the undersigned. The purpose of the meeting was to acquaint those present with the current con- dition of the wells in the old abandoned Katalla Oil Field, the environmental settings and conditions, a summary of the past summer's field inspection and ~at it revealed, what corrective work was done during this inspection and what future pl~ns are. The meeting had been arranged through efforts of tþe Forest Service to discuss what recommendations could be made to properly condition Well No. 25, located on Forest Service lands. The Highlights of the meeting were: SOCAL made a field investigation of the abandoned Katalla field last summer and performed some minor repair work on some of the wells that were leaking oil and gas. . . At least one well, No. 25, is on public domain--Nationa1 Forest land. The old abandoned refine, is also on public domain land. SOCAL plans to contact Kennicott Copper Company for the purpose of obtain,. ingany old records of the wells drilled by Chi1kat Oil Company (and possibly others) that may still be available. SOCAL has and will continue to keep the Forest Service, Bureau of Mines and Alaska Department of Environmental Conservation advised of their plans for corrective measures to be taken in stopping the oil and gas leaks. Consideration is being given to moving in a small sawmill and fabricating "A" frames, etc. for the workover rig. It appears Mr. Max Brewer, Commissioner of Department of Environmental Conservation, has advised SOCAL to continue their evaluation of the problem presented by the oil and gas leaking from the abandoned wells, to keep his department advised, and to, in effect, "make haste slowly". ~ Mr. Watts of the Forest Service, Mr. Blasko of Bureau of Mines and Mr. Livingston of Alaska Department of Environmental Conservation visited the field this past summer while SOCAL was making its investigation. The Forest Service is of the opinion Well No. 25, located on National Forest land, should be plugged and abandoned in such a manner as to stop the well from leaking oil and gas. The Environmental Protection Agency 2 . . advised the Forest Service there are no EPA funds available for perform- ing work for the benefit of Well No. 25. -* The USGS will furnish copies of relevant correspondence and data on Well No. 25 and will obtain the case file on Anchorage Oil and Gas Permit 04738, under which Well No. 25 was drilled. The USGS advised the group that Chilkat Oil Company had a $5,000 perfor- mance bond under the permit, and the possibility of remaining obligations under the bond will be investigated. The Forest Service advised SOCAL the debris remaining from previous operations on Forest lands will not have to be removed or disposed of. The Forest Service will keep the USGS advised of any developments of Forest Service plans relevant to Well No. 25. ~' ~y~/ William C. (12/13(72) Points of Discussion on Katalla Oil Field on 12/11/72 According to Mr. Chatterton, Standard Oil acquired the Katalla property sometime between 1936 and 1938 from Kennicott Copper Corporation. The prime purpose of the transaction was to obtain docking and storage facili- ties at Cordova. The acquisition of some 500 acres, more or less, in and near the Katalla field was incidental to the main purpose of acquiring property in CDrdova. At the time SOCAL acquired the property, producing operations had ceased in the Katalla field. No mention was made of SOCAL attempting to produce the field. However, it appears SOCAL's technical and/or professional people have made at least a cursory study of the field's producing charac- teristics and how the formation might be stimulated for greater productivity than was obtained during the producing life of the field. Reports indicate .' the wells were produced from a fractured shale; the shale fractures are filled or partially filled with calcite. Such a formation might be recep- tive to acid treatments. SOCAL indicated they are of the opinion there are 24 wells (or holes drilled for oil) on SOCAL's property; and one well, the No. 25 well, on adjoining public land. All are within the Chugach National Forest. SOCAL does not have records on the 24 wells, but does plan to contact Kennicott Copper Corporation in an attempt to obtain as much information as may be . . available. The USGS does have a limited file on Well No. 25, which was drilled on an oil and gas prospecting permit. We agreed to furnish SOGAL a copy of the correspondence (some of which is addressed to Standard Oil of California) to aid in th~ir further study of the field. Reports published by the Geological Survey indicate there were more than 25 holes drilled in the area--but not necessarily more than 24 on the land held in fee by SOGAL and Well No. 25 on adjoining property. Geological Survey Bulletin 1094 lists 44 wells in table 3, P. 46 as being drilled in Kata1la District prior to 1933. Also, D. J. Miller, in his 1951 report, states at least 37 wells were drilled in Kata11a area. It is conjectured that a further search of the records may indicate the wells over and above the 25 wells previously mentioned may have been drilled on mining claims and may have berzn done as "assessment work". ..' SOGAL reported that during the past summer they inspected the area, located the 25 wells herein discussed and determined which ones were leaking oil and/or gas. They also made some minor efforts in an attempt to stop, or at least slow, the rate of oil leaks. They also located one or more natural seeps. No estimate could be given in the amount of oil leaking from the wells and natural seeps. Some other observations were that it appeared that sump holes had been dug in the field area, which may have been constructed for temporary (or otherwise) storage of oil. There is vegetation growing 2 . . in the seep runoffs. There did not appear to be any adverse effect of the seeps on local wildlife. At various times during the period, SOCAL was doing the investigation and minor repair work) Mr. Watts of the Forest Service and Mr. Blasko of . the Bureau of Mines visited the area, as did Mr. Livingston of the Alaska Department of Conservation. SOCAL reported they had discussed the situation with Mr. Max Brewer, Commissioner of Environm,ental Conservation Department, and Mr. Brewer advised his department would cooperate and work with SOCAL in developing ~ a plan for corrective work. To date the amount, kind and manner of correc- tive work to be undertaken has not been determined. It is possible that stopping the leaks may do more harm than good in that stopping the leaks from the wells may increase the flow from the natural . seeps. However, it does appear the SOCAL will proceed with an attempt to obtain more information on the wells, evaluate what they learned in their study this past summer, continue their dialogue with the Forest Service, Bureau of Mines and Alaska Department Gf Environmental Conservation, and will keep the USGS advised. When and if a firm plan òf action is decided, SOCAL will cooperate with the appropriate Federal Agencies in performing corrective work on Well No. 25. 3 . . Mr. Watts informed SOCAL that the Forest Service will not require SOCAL to remove the debris left by the operator of Katalla field from Forest Service lands. /~jt} ~ C. There is no record of production. A bailer and 500 feet of sand line was left in the holë. Between dates of June 15, 1931 and January 4, 1939, there is correspon- dence between various Geological Survey personnel and Chilkat Oil Company, Standard Oil Company of California and a bonding company concerning the drilling and abandoning of the well. The correspondence c"lminated in 1) a letter dated November 29, 1938 from H. V. Mottat, Acting Supervisor to F. A. Hansen, Agent for Chilkat Oil Company, approving the subsequent report of abandonment; and 2) a letter dated January 4, 1939 from Robert C. Patterson, Supervisor. to John A. Patterson, Supervisor, stated in a letter to Standard Oil 60mpany of Cålifornia ~Usually in cases of an assignment of a permit, the assignee assumes all liability for wells drilled on the permit area'.', 2) on November IS, 1938, the Director of . . the Geological Survey concurred and the Secretary approved on November 22, 1938 an assignment of Anchorage 04738 to Standard Oil effective June 27, ~. Also Union Oil and Tide Water each received one-third (1/3) interest in the assignment; 3) note that the subsequent report of abandonment was approved November 29, 1938- at a date when Soca1 ,Union and Tide Water - NOT Chi1kat were record title owners. Cð>-Ylfle/"i f/sJ~?š' As to the actual abandonmen~ Chi1kat reported in a subsequent report of abandonment they plugged the well in accordance with instructions issued by the Bureau of Mines;and in another later subsequent report, Chi1kat spelled out method of abandonment, and further stated that they filled all the holes and pits with earth, and all dri11i9g equipment and derricks were removed. A recent investigation indicates the plugging either was not done, or there was a latent failure,as the well is now leaking oil and gas. Also, a pic- ture taken in September, 1972 shows the cellar is not filled, part of a cable tool rig is near the well, and a considerable amount of timber and debris is in disarray near the well. Chilkat Oil or its parent and surviving company - Kennicot - may wish (?) to remove the equipment, clean up the location and rep1ug and abandon the well from a public relation standpoint; or they may plead the statute"ôf . . limitations; or they may claim SOCAL et a1 was the holder of record title at the time of reported abandonment (completed September 5, 1938) by Chilkat Oil. GEOLOGICAL SURVEY ADcborage, Alaska Dear Bill: Does your department have any written information pertaining to the proper method of plugging a dry oil well hole? This might seem to be an unusual request from the Forest Service but we do have an abandoned oil well that needs plugging. When the Katalla oil field was closed down in 1933, the oil company abandoned the wells without taking the necessary action of plugging them. Because of the improper abandonment of the wells, several are now leaking oil and gas. One of the leaking wells is located on National Forest land and the remainder are on private land owned by Standard Oil Company of California. The Forest is interested in taking whatever action is necessary to properly plug the well to stop the oil and gas leakage. Before I can make any plans and obtain funds for it, I need basic information on the subject such as what is the U.S.G.S. requirements on plugging a well and the various methods of performing the task. Special consideration should be given to the type and condition of this particular well. Attached is a copy of the report made by Walt Schultz, Petroleum engineer for Alaska Maintenance and Engineering Inc., to Standard Oil Co. on the condition of well #25 which is on National Forest land. In addition, I am enclosing a copy of the drilling record on Well #25 which was given to us by Don Blasko, Petroleum engineer for the U.S. Bureau of Mines. Standard Oil Co. has done some preliminary work on cleaning up their wells and are now in the process of working up a program on plugging the wells properly next summer. They have expressed desire to take care of well #25 at the same time. Before dis- cussing it with them, I would like to obtain some background information on the subject. . . page 2 If you can give me any assistance on this, it sure would be appreciated. We understand that Chilkat Oil Company is attempting to secure a release from liability under the bond f'iled in this case, but that the Department has held that it will be necessary to properly plug and abandon the well.
