IT APPEARING THAT:
1. BP Exploration (Alaska) Inc., operator of the Milne Point Unit, submitted an application on
September 9, 1994 requesting exemption from the requirements of 20 AAC 25.280(a) and (b)
for all wells in the Milne Point Unit, Kuparuk River Field.
2. Notice of public hearing was published in the Anchorage Daily News on October 11, 1994.
3. No protests to the application were filed with the commission.
FINDINGS:
1. Operators must file an Application for Sundry Approvals (Form 10-403) and receive
commission approval prior to performing well workovers (i.e., perforating or reperforating
casing, well stimulation, pulling tubing, altering casing, and repairing wells). 20 AAC
25.280(a).
2. Current well activity in the Milne Point Unit, Kuparuk River Field, is dominated by the types
of workover operations set forth in 20 AAC 25.280(a).
3. Wells in adjacent pools are drilled and completed similar to those in the Milne Point Unit,
Kuparuk River Field.
4. BP Exploration (Alaska) Inc., as a principle North Slope operator, also routinely conducts well
workover operations within these adjacent North Slope fields (e.g., Prudhoe Bay Field).
5. BP's procedures for well workovers have become standard and routine for wells within and
adjacent to the Milne Point Unit, Kuparuk River Field.
6. Information regarding the well condition, well workover program, bottom-hole pressure and
well control program must be submitted with an Application for Sundry Approval. 20 AAC
25.280(b).
7. The operator must submit a Well Completion or Recompletion Report and Log (Form 10-407)
within 30 days after completing a well. 20 AAC 25.070. Most of the information (name,

location, condition, downhole equipment, etc.) required with the Application for Sundry
Approvals for well workovers also appears on Form 10-407.
8. The operator must maintain records and reports of well workovers for at least five years. 20
AAC 25.280(c) and 20 AAC 25.070. The operator must submit a complete well record, with
copy of daily reports and tests, after completing well workovers on a Report of Sundry Well
Operations (Form 10-404). 20 AAC 25. 280(d).
9. Conservation Order 173, Rule 8, as amended, requires periodic bottom hole pressure surveys
in the Kuparuk River oil pool. Conservation Order 255, Rule 7, requires periodic pressure
surveys in the Schrader Bluff oil pool.
10. Well workovers under 20 AAC 25.280 on development wells do not prompt additional
requirements beyond the criteria imposed by regulation.
11. The commission has primacy for all Class II injection wells in the state.
12. Well workover operations on injection wells sometime prompt additional requirements such as
mechanical integrity tests.
13. Commission inspectors routinely inspect drilling and well workover operations to ensure
compliance with regulations.
CONCLUSIONS::.:..
I. BP Exploration (Alaska) Inc. performs well workover operations in the Milne Point Unit,
Kuparuk River Field in much the same manner as it has in other established fields on the North
Slope. Those operations have become standard and routine.
2. BP's record of performance shows a long history of safe and responsible well workover
operations.
3. Eliminating the requirements of 20 AAC 25.280(a) and (b) for all development wells in the
Milne Point Unit, Kuparuk River Field, Kuparuk River oil pool and Schrader Bluff oil pool,
will reduce filing and result in administrative efficiencies for both the operator and the
AOGCC.
4. Eliminating the requirements of 20 AAC 25.280(a) and (b) for all development wells in the
Milne Point Unit, Kuparuk River Field, Kuparuk River oil pool and Schrader Bluff oil pool,
will not promote waste nor jeopardize correlative rights.
5. In order to administer the Class II UIC program, Form 10-403 must still be required prior to
workovers on all service wells (i.e., gas injection, water injection, waste injection).
6. Subsequent report of workover operations (Form 10-404) must still be filed with the
commission in order to keep well files current.
7. A current schedule of upcoming workover operations is necessary for the commission to
exercise its compliance responsibilities.

The operator of Milne Point Unit, Kuparuk River Field, Kuparuk River oil pool and Schrader
Bluff oil pool, shall provide the commission with a schedule of planned workover operations
including the well and intended operation on a weekly basis.

AS 31.05.0$0 provides that within 20 days a@er receipt of written notice of the entry of an order, a person affected by it may file with the
Commission an application for rehearing. A request for rehearing must be received by 4:30 PM on the 23rd day following the date of the
order, or next working day if a holiday or weekend, to be timely filed. The Commission shall grant or refixse the application in whole or in
part within 10 days. The Commission can refuse an application by not acting on it within the 10-day period. An affected person has 30
days from the date the Commission refuses the application or mails (or otherwise distributes) an order upon rehearing, both being the final
order of the Commission, to appeal the decision to Superior Court. Where a request for rehearing is denied by nonaction of the
Commission, the 30 day period for appeal to Superior Court runs from the date on which the request is deemed denied (i.e., 10th day after
the application for rehearing was filed).

Attached is a "final" draft of a consolidated set of pool rules for the Prudhoe Oil Pool. The work group
consisted of myself, Randy Frazier - BPX, and Mike Bill - ARCO. Exxon provided input to the draft
through Jon Reichel.
The consolidated rules follow the format of C.O. 145 for the most part with some exceptions which are
noted in the draft. Rules outside of C.O. 145 were added and are indicated as new rules with a double
underline. Where applicable, new wording is bold underlined and wording left out is shown as s~ilee
fil~e>:tg#~. The intent of wording changes is to make contextual sense as consolidated rules in one
document. There is no intent to change the meaning of the individual rules.
Not all issues were completely resolved. Unresolved issues are footnoted with a bracketed number ,i.e.,
[ 1 ] at the end of the notable paragraph or rule. By inclusion in the document I am recommending we
handle those issues as presented in this draft of the consolidated order. Clarifying and explanatory notes
will be removed from the text when the motion is published.
The document consists of a motion in the form of a hearing notice. Next is a preamble to the
consolidation on page 1. The preamble explains the intent of the consolidation and the sources of the
applicable rules. It also explains the historical references included with each rule. Pages 2 through 12 are
the set of applicable rules including appropriate A.A.'s and letter approvals that have been issued over the
years. The final two pages are explanatory notes which are not part of the consolidated order. Parts of the
explanatory notes will be incorporated as findings and conclusions when the final consolidated order is
written.
I would like to explain the consolidation to the Commission and answer any questions prior to adopting
the document for the final motion. The work group would like to review the final document and there was
a desire by Mr. Scheve and Mr. Phillips to meet with the Commission prior to publishing the motion to
settle any outstanding issues and / or discuss the ground rules prior to publication.

Oil and Gas Conservation Commission
The Alaska Oil and Gas Conservation Commission has, acting upon its own motion in accordance
with AS 31.05.060, scheduled a public hearing to consider consolidation of pool rules governing
development of the Prudhoe Oil Pool, Prudhoe Bay Field.
A consolidated pool rule for the Prudhoe Oil Pool has been prepared in order to bring together and
organize in one document the existing orders and rules applicable to the Prudhoe Oil Pool. The
Commission's objective is to improve the administrative function and the application of those rules
and orders. It is not the purpose or intent of this consolidation to amend or supersede any
individual rule or order currently in effect, or any action or approval taken pursuant to those rules
and orders.

and raises a substantial and material issue crucial to the Commission's determination, a hearing on

Rule ] Pool Definition and Changins the Affected Area (ref. C.O. 145)
~ The Prudhoe Oil Pool is defined as the accumulations of oil that are common to and which
correlate with the accumulations found in the Atlantic Richfield -Humble Prudhoe Bay State No.
1 well between the depths of 8,110 and 8,680 feet.

Rule 2 Well Spacing (ref. C.O. 145, 174)
There shall be no restrictions as to well spacing except that no pay shall be opened in a well closer than
500 feet to the boundary of the affected area.

Rule 3 Casing and Cementing Requirements (ref. C.O. 145, 238)
(a) Conductor casing shall be set at least 75 feet below the surface and sufficient cement shall be used
to fill the annulus behind the pipe to the surface. Rigid high density polyurethane foam may be
used as an alternate to cement, upon approval by the Commission. The Commission may also
administratively approve other sealing materials upon application and presentation of data which
show the alternate is appropriate based on accepted engineering principles.

(b) Surface casing to provide proper anchorage for equipment, to prevent uncontrolled flow, to
withstand anticipated internal pressure, and to protect the well from the effects of permafrost
thaw-subsidence or freeze-back loadings shall be set at least 500 feet, measured depth, below the
base of the permafrost but not below 5000 feet true vertical depth. Sufficient cement shall be
used to fill the annulus behind the casing to the surface. The surface casing shall have minimum
axial strain properties of 0.5% in tension and 0.7% in compression.

(c) Alternate casing programs may be administratively approved by the Commission upon application
and presentation of data which show the alternatives are appropriate, based upon accepted
engineering principles.

Rule 4 Blowout Prevention Equipment and Practice (ref. C.O. 145)
(a) The use of blowout prevention equipment shall be in accordance with good established practice
and all equipment shall be in good operating condition at all times.
All blowout prevention equipment shall be adequately protected to ensure reliable operation under
the existing weather conditions. All blowout prevention equipment shall be checked for
satisfactory operation during each trip.

(b) Before drilling below the conductor string, each well shall have installed at least one remotely
controlled annular type blowout preventer and flow diverter system. The annular preventer
installed on the conductor casing shall be utilized to permit the diversion of hydrocarbons and
other fluids. This low pressure, high capacity diverter system shall be installed to provide at least
the equivalent of a 6-inch line with at least two lines venting in different directions to insure
downwind diversion and shall be designed to avoid freeze-up. These lines shall be equipped with
full-opening butterfly type valves or other valves approved by the C-eti~ee Commission. A
schematic diagram, list of equipment, and operational procedure for the diverter system shall be
submitted with the application Permit to Drill or Deepen (Form 10-401) for approval. The above
requirements may be waived for subsequent wells drilled from a multiple drill site.

(c) Before drilling below the surface casing all wells shall have three remotely controlled blowout
preventers, including one equipped with pipe rams, one with blind rams and one annular type.
The blowout preventers and associated equipment shall have 3000 psi working pressure and 6000
psi test pressure.

(d) Before drilling into the Prudhoe Oil Pool, the blowout preventers and associated equipment
required in (c) above shall have 5000 psi working pressure rating and 10,000 psi test pressure
rating,

(e) The associated equipment shall include a drilling spool with minimum three-inch side outlets (if
not on the blowout preventer body), a minimum three-inch choke manifold, or equivalent, and a
fill-up line. The drilling string will contain full-opening valves above and immediately below the
kelly during all circulating operations with the kelly. Two emergency valves with rotary subs for
all connections in use will be conveniently located on the drilling floor. One valve will be an
inside blowout preventer of the spring-loaded type. The second valve will be of the manually-
operated ball type, or any other type which will perform the same function.

(f) All ram-type blowout preventers, kelly valves, emergency valves and choke manifolds shall be
tested to required working pressure when installed or changed and at least once each week
thereafter. Annular preventers shall be tested to 50% recommended working pressure when
installed and once each week thereafter. Test results shall be recorded on written daily records
kept at the well.

Rule 5 Automatic Shut-in Equipment (ref. C.O. 145, 333)
(a) Upon completion, each well shall be equipped with:
i. a fail-safe automatic surface safety valve (SSV) capable of preventing uncontrolled flow.
ii. a fail-safe automatic subsurface safety valve (SSSV), unless other types of subsurface valve are
approved by the Commission, installed in the tubing string below the base of permafrost and
capable of preventing uncontrolled flow.
(b) A well that is not capable of unassisted flow of hydrocarbons, as determined by a "no flow"
performance test witnessed by a Commission representative, is not required to have afail-safe
automatic SSSV.
(c) Subsurface safety valves may be temporarily removed for not more than 30 days as part of routine
well operations or repair without specific notice to, or authorization by the Commission.
i. Written notification will be required for those wells that will have SSSV's removed longer
than the 30 day period.
ii. Wells with SSSV's removed shall be identified by a clearly visible sign or tag on the wellhead
stating that the valve has been removed, reason for removal and the date of removal.
iii. A list of wells with SSSV's removed, removal dates, reasons for removal, and estimated
reinstallation dates must be maintained current and available for Commission inspection on
request.
(d) The Low Pressure Sensor (LPS) systems shall not be deactivated except during repairs to the
LPS, while engaged in active well work or well operations. During times when the LPS is
deactivated, the pad must be manned at all times or the well shut-in at the wellhead and manifold
building. Repairs to the LPS must be completed within 24 hours or the well must be shut-in at
the well head and at the manifold building.
i. Wells with a deactivated LPS shall be identified by a clearly visible sign or tag on the safety
valve control panel stating the date the LPS was deactivated.
ii. A list of wells with the LPS deactivated, the dates and reasons for deactivating, and the
estimated re-activation dates must be maintained current and available for Commission
inspection on request.

(e) The safety valve systems must be maintained in working condition at all times unless the well is
shut in and secured, or the well is being operated in conformance with other sections of this rule.
(f) Upon proper application or its own motion, the Commission may administratively waive or amend
the requirements of this rule as long as the change does not promote waste, jeopardize correlative
rights or compromise ultimate recovery, and is based on sound engineering principles.
(g) A representative of the Commission will witness performance tests as prescribed by the
Commission to confirm that the SSV, SSSV and all associated equipment are in proper working
condition.

Rule 6 Pressure Survevs (ref. C.O. 145, 165, 192, 208, 213, 220, A.A. 220.1)
(a) Prior to regular production, a static bottom hole or transient pressure survey shall be taken on
each well.

A minimum of 95 and 87 static bottomhole or transient pressure surveys shall be run annually in
the Western Operating Area and Eastern Operating Area, respectively. These surveys are needed
to effectively monitor reservoir pressure in the Prudhoe Oil Pool. The surveys required in files-1
~ of this erg rule may be used to fulfill the minimum requirements.

~ Data from the surveys required in D••'~~ ' °--'' '' (a) and (b) of this e~e~ rule shall be filed with
the Commission by the last day of the month following the month in which each survey is taken.
Form 10-412, Reservoir Pressure Report, shall be used to report the data from these surveys.
Data submitted shall include rate, pressure, time, depths, temperature and any well condition
necessary for the complete analysis of each survey. The datum for the pressure surveys is 8800
feet subsea. Transient pressure surveys obtained by a shut in buildup test, an injection well
pressure fall-off test, amulti-rate test or an interference test are acceptable. Other quantitative
methods may be administratively approved by the Commission.

The venting or flaring of gas is prohibited except as may be authorized by the Commission in cases of
emergency or operational necessity. However, upon application by the operators, the venting or flaring
of gas may be authorized by the Commission to permit testing of wells in areas of the pool where access

The maximum annual average oil oi~take rate is 1.5 million barrels per day plus condensate production.
The maximum annual average gas ofl~ake rate is 2.7 billion standard cubic feet per day, which
contemplates an annual average gas pipeline deiivery sales rate of 2.0 billion standard cubic feet per day
of pipeline quality gas when treating and transportation facilities are available. Daily ofl}ake rates in
excess of these amounts are permitted only as required to sustain these annual average rates. The annual
average oi~ake rates as specified shall not be exceeded without the prior written approval of the

Annual average of~take rates mean the daily average rate calculated by dividing the total volume

The attached memo from Rob Mintz represents his opinions and answers to question I previously
posed to him regarding consolidating Prudhoe pool rules. The memo will help guide the Commission
in this effort. and will also set some'informal' precedent for future consolidation efforts. The following
are the salient points I gathered from each paragraph.
1. The Commission should allow public input by following the public notice and
opportunity for public hearing procedures we normally use.
Testimony can be limited to the accuracy and completeness of consolidating the old rules into
a new consolidated order, i.e., there is no need to testify as to the merits nor provide evidence
to support those -rules which are to be consolidated.
2. It is desirable to incorporate the letter rulings that approved the waterflood and granted
exception to the GDR limitation in a consolidated order because they are relevant to ongoing
activities in pool operations.
3. Provide a citation for the. source for each rule and completely list all actions which are
being consolidated and superseded.
4. Regarding historical hearing records and applications, provide a statement that the
Commission's purpose is to consolidate in one new order all currently effective provisions of
previous orders and actions establishing or implementing Prudhoe Pool Rules and that it will
continue to rely on the original records and data that supported the decisions being
consolidated.
5. State which previous orders and actions are consolidated and superseded at the
effective date of a consolidated order. In addition, state that past compliance will be governed
by orders and actions in effect at the time.
The suggestions and opinions are helpful in this project and should be applicable to other rule
consolidations. I plan to proceed using the memo as guidance. If you see any problems in this
approach or have any questions about issues related to Prudhoe rules consolidation, let me know.

letter dated October 7, 1994 has re-
quested an exception to the provi-
sions of 20 AAC 25.055(a)(3) for the
drilling of a development oil welt within
the Prudhoe Bay Unit on the North
Slope.
The exception would allow BP to
directionally drill the Niakuk 9 develop-
mentoil well to abottom-hole location
that is closer than 500 feet from a
quarter section line. The proposed
surface location is 3998'trom the north
line and 1073' from the east line of
Section 36, T12N, R15E, Umiat Merid-
ian (UM); and the proposed bottom-
hole location is 2206' from the south
line and 1054' from the west line of
Section 23, T12N, R15E, UM.

The Aiaska Oil and Gas Conserva-
tion Gommission, acting upon its own
motion in accordance with AS
31.05.060, is considering a public
hearing to consolidate conservation
orders governing development of the
Prudhoe Oil Pool, Prudhoe Bay Field.
A consolidated conservation or-
derfor the Prudhoe Oil Pool has been
prepared to bring together and orga-
nize in one document the existing
orders and rules applicable to the
Prudhoe Oil Pool. The consolidated
conservation order also updates the
Prudhoe Oil Pool affected area to
make it conform with the Initial Partici-
pation Area revisions approved by
Department of Natural Resources.
The Commission's objective is to
improve the administrative function
and the application of those rules and
orders: It is not the purpose or intent
of this consolidation to amend or
supersede any individual rule ororder

Dear Mr. Johnston,
BP Exploration (Alaska) Inc., operator of the Milne Point Unit, Kuparuk River
Field, request for the exemption of 20 AAC 25280(a) and (b) for all wells in the
Kuparuk River Pool and Schrader Bluff Pool lying within the Milne Point Unit.
20 AAC 25.280(a) requires the operators to file an Application for Sundry
Approvals (Form 10-403) and receive Commission approval prior to performing
well workovers. 20 AAC 25.280(b) stipulates what information must be
submitted on or with Form 10-403. The workover operations covered by this
regulation include: 1) perforating or reperforating casing; 2) stimulations; 3)
pulling tubing; 4) altering casing; and 5) repairing the well. These workover
operations have been performed many times in the Milne Point Unit.
Procedures for these workovers have become standardized. The information
required for the Application for the Sundry Approval has become repetitive for
the work done in Milne Point Unit.
It is the intent of BP Exploration to continue reporting the results of welt
workover operations by filing a Report of Sundry Well Operations (Form 10-
404) as required by 20 AAC 25.280(d). It is also our intent to keep all records
and reports of well workover and repair operations in conformance with 20 AAC
25.280(c).
