January 5, 2000 Transcript of hearing OTHER ORDER #8 ~ ~ STATE OF ALASKA OIL AND GAS CONSERVATION COMMISSION 3001 Porcupine Drive Anchorage, Alaska 99501-3192 In the matter of Forcenergy's request for ) approval of the West Foreland Field Plan ) pursuant to AS 31.05.030(1) ) January 6, 2000 ORDER IT APPEARING THAT: On November 24, 1999, Forcenergy Inc ("Forcenergy") submitted the West Foreland Field Plan for purposes of AS 38.05.180(f)(5) to the Alaska Oil and Gas Conservation Commission ("Commission") and requested approval pursuant to AS 31.05.030(1). A copy of the West Foreland Field Plan is attached as Exhibit 1. Notice of a public hearing to be held on January 5, 2000 was published in the Anchorage Daily News and the Peninsula Clarion on December 2, 1999. A public hearing was held on Forcenergy's West Foreland Field Plan on January 5, 2000. No testimony was received except from Forcenergy. The West Foreland Field Plan contains a voluntary agreement by Forcenergy to use its best efforts to employ residents of this state, consistent with law, and to contract with firms in this state for work in connection with the development of the field, including the fabrication and installation of required facilities, whenever feasible. NOW, THEREFORE, IT IS ORDERED that Forcenergy's West Foreland Field Plan is approved pursuant to AS 31.05.030(1). DONE at Anchorage, Alaska and dated January 6, 2000. ~~~ ~~ Robert N. CARLSON: What we put together in the form 7~ of a plan was a history of our approach to business in Alaska 8 which is complementary to what our plan is going to be going 9~ forward. 10 The first section of this handout is a company policy ll i ~ which was submitted with the plan in December. This was put in ', i ' 12 place before the legislation was put in place. 13~ The second sheet is an organization chart. The purpose '' f I! h 14 e nature o of showing the organization chart is to emphasize t 15 how we are doing business in Alaska. All the employees listed 16 in yellow or gold are Alaskan hires. There were four people 17~ that were not Alaskan hires, and three of those were reruns. 18~ They were people that lived in Alaska and chose to return to i 19i Alaska. So we created our organization completely here in I 201, Alaska, and if we could have found a complete staff, I think 21 I 1 that the total organization would have been here from Alaska. 11 22 The key elements of our program: first of all, local 231 1 hire is good business. I don't think anybody would dispute 24~''~ that. We plan to utilize local newspapers and state agencies 251I~ as a resource for new hires. We're going to utilize ~ 3I Alaska product preference lists for most of the supplies, as 4~ much of the supplies as we can. We utilize local manufacturing I 5i firms where feasible. We're going to encourage local 6~ ~ contractors to bid. We're going to go beyond just submitting 7~ bid document to them. We're going to meet with them as we have 8~ in the past, and encourage them to if not bid on a project in 9~ total to team up with somebody and bid in a project through a l0 partnership where they don't have the full capacity to provide lli a competitive bid. And we're going to require our contractors 121 to report their local content on bid submittals. And local 13 content, by that I mean where they're going to get their h e 14 e s, and t equipment, where they're going to get their suppli 15 percentages of local hire in the subcontractors. And we have 16, I done that in the past. 17' The west Foreland -- if I may go through West Foreland 18 Field Plan and then convert over to Redoubt or do they need to 19i i be done totally separately? 20 CHAIRMAN CHRISTENSON: No, I believe you can go ahead 21% just the way you're proceeding. 221 1 MR. CARLSON: Okay. The specifics of the West Foreland 23 11, Field history and plan, as you know, it's a one well field. There's a i list of activities and a list of performance against those activities. As you can see, I won't go through all of them but where we could either get the equipment or get the contractors to work, we utilize local content throughout. Our main contractor was Raven Contractors out of Kenai, and as part of our agreement with the leaseholder, service leaseholder there, we utilized the local Native corporation. for part of our labor supply. The Redoubt project history, again, at Redoubt, we are j substantially into the project and was substantially into the project when the legislation was passed. The first sheet is a Redoubt project history. The first step that we took was to unitize five leases that we picked up from broker, and we used local consultants to help us in that unitization process. We're going to have a 3-D seismic program which was a requirement by the state. We used a locally based geophysical company, and they use local subcontractors. We made a feasibility study for a unique platform. We ', were not able to find the expertise here in the state for this type of thing. So the Brown & Root is outside based although they do do business in Alaska. Belmar Engineer is an individual single-person company who designed and installed one of the first platforms in Alaska. Winzler & Kelly, our engineer firm, again, we needed to have engineering support that had experience in building platforms. And these people had Alaskan experience and designed some of the early platforms in the state. Fabrication, we talked to local industries. There was no way to get a platform built in Alaska, the type that we were looking at. We did look at the possibility of building a concrete structure, and we found that the time to permit a yard ~~' would exceed the time to build the platform. ; We did encourage a local contractor to bid on the living quarters, and the living quarters were built by VECO, and they used 100 percent local contractors. The next sheet is just sa chronology of the project. Some of it is a repeat. 40- -- you know, we picked up the acreage. We unitized, we completed the 3-D seismic, completed the feasibility, and completed the design and bid packages for exploratory drilling, and completed the fabrication April of '99. This project is two phase. It's an exploratory phase. If we're successful, we're going to go to the production phase so I've broken the project into these two phases. We solicited bids both in the state 3I I and out of the state with people that have had the capacity and 4 the expertise to install the platform. It was built in Korea. 5i Local firm -- one of them declined to bid for personal reasons 61, or corporate reasons. The other company bid. The other local 7' firm bid and was not competitive. We settled on a company 8; called Stoltz Comex Seaway. It's their third name. From the ', 9 time we started the project, they've been taken over twice. 10~ ~ But they do have a lot of Alaskan experience, diving experience , 11~ especially, and by a great majority, the employees that are ' I 12''x, going to be working on this project are subcontractors, not the 13 contractor themselves. 14~ And I've listed eight of the contractors that are 15! involved. There are going to be more. We're going to be 16~ mating the platform in Port Graham so -- and we're.-- we have 17'~ solicited support from the Native corporation there, and they i 18~ are going to be participating in the project from a logistical 19 support . 20 '; The welding and that portion of the mating will be 21~ handled by Udelhoven. Crowley is based here. They're going to 22~ be involved in the transportation. And Fairweather is a local 23 company that is handling the bottom surveys and the -- and also 24~I going to be working with us on the installation on a daily 25! ~ basis. BJ Services, based in Kenai, will be doing the grouting. ~ i The dock will be used as a site for storage and to work out of, I and then Watson has done the bottom profiling for us. It's also a small local company. I The next big part of the exploratory phase is drilling. We're in the process of negotiating a contract with -- I say Pool slash Nabors. I think it probably is Nabors now. When we started the contract negotiation, it was with Pool. Rig supervisors and drilling personnel I've been assured will all '~ be Alaskan residents. The ancillary services such as mud, directional cementing, I don't see any reason why they can't i all be Alaskan based. There may be an exception but I can't think of any right now. And we're going to use supplies from local vendors where feasible, many of them from the Kenai Peninsula. The next sheet is an overall project development chronology. It takes us through the installing of the platform, appraisal drilling, development drilling, pipelines and shore facilities design, procurement, construction, onshore and offshore, and the start of production which we -- if we're successful with our exploratory phase and we're able to get permits from the appropriate agencies, both federal and state, we're hoping to be able to put this project on production in 2000 -- end of 2001, early 2002. The first and the most demanding from a time 2 standpoint is the permitting, and that is all being done by 3'', local staff and local consultants. I do want to precede this. 4~ We are not proceeding with all of these various aspects of the I 5i production phase until we see the success of the exploratory 6 phase. But this list that I'm going to go through here real 7 briefly includes all the types of activities that we would 8~ envision needing to do to put this field in commercial I 9' development. j 10, The civil engineering and construction, it will be 11, ~ Alaska based firms. I'm sure we're-going to encourage bidders , 12 to team up if they need to to do the civil engineering and 13 construction. 14 En ineerin we will be bidding this both inside and g g 151 outside the state. i 16~ Same thing with fabrication and modular construction. 17 There is increased capacity by local vendors to do modular 18 work, and we are hopeful that local vendors will be competitive 19 ~i i there . I 20~ Pipeline construction, I feel confident that the 211 onshore pipeline construction can be done with local 22~ contractors. Hopefully they will bid and be competitive. 23~ Offshore I suspect will be a different story. We are going to 24 bid locally but I'm not optimistic that we will get the 25~I I expertise locally, offshore pipeline construction. That was done in October '97. We -- as part ~ 17 ; of that unit, we committed to acquire 3-D seismic and drill and I 18~ exploratory well, that it could be interpreted that that also 19~ happened in August '97. It did not. At that time, Phillips owned the lease onshore, the federal lease. We had the state lease, and we had to get an exception to drill the exploratory well or to put the exploratory well on production if we had found something. So there -- that may be what Bob Crandall was remembering. I'm not sure. One of them is the request 6 for the -- presentation of a plan for the Redoubt Field, and 7 the other one is presentation of a plan for the West Forelands 8 Field. 9 Note that it's about 1:35. We published notices of 10 this in the Peninsula Clarion and in the Daily News, and we're 11 at 3001 Porcupine Drive, Anchorage, Alaska, home of the Alaska 12 Oil and Gas Conservation Commission. 13 Commission will receive both sworn testimony and 14 unsworn statements. They will give greater weight to its -- in 15 its deliberations to the sworn testimony. All persons wishing 16 to testify will be sworn and should indicate so on the list, 17 please. Each witness shall state their name and whom they 18 represent. If a witness wishes to give expert testimony, they 19 shall state their qualifications and the Commission will rule 20 on whether the witness is qualified as an expert. I'm 10 Vice President for Forcenergy, Alaska Division. I'm going to 11 be the presenter for Forcenergy. I have written copies of our 12 presentation. With the small group, it might be appropriate to 13 pass out the written comments, and with your permission, I'll 14 do that now. 15 CHAIRMAN CHRISTENSON: I think that's okay. 16 MR. CARLSON: In addition to our plan, and what 17 I would like to do with the Commission's support is to very 18 briefly go through this package that we put together that would 19 supply additional clarification and procedures that we are 20 going to follow as part of the Alaska hire plan associated with 21 the recent royalty reduction bill. 22 CHAIRMAN CHRISTENSON: Before you get..... 23 MR. CARLSON: Yes, sir. 24 CHAIRMAN CHRISTENSON: ....any further along, 25 Gary, would you like to be sworn in? Page 5 1 MR. CARLSON: That would be fine. 2 CHAIRMAN CHRISTENSON: Okay. CARLSON: What we put together in the form 7 of a plan was a history of our approach to business in Alaska 8 which is complementary to what our plan is going to be going 9 forward. 10 The first section of this handout is a company policy 11 which was submitted with the plan in December. This was put in 12 place before the legislation was put in place. 13 The second sheet is an organization chart. The purpose 14 of showing the organization chart is to emphasize the nature of 15 how we are doing business in Alaska. All the employees listed 16 in yellow or gold aze Alaskan hires. There were four people 17 that were not Alaskan hires, and three of those were reruns. 18 They were people that lived in Alaska and chose to return to 19 Alaska. So we created our organization completely here in 20 Alaska, and if we could have found a complete staff, I think 21 that the total organization would have been here from Alaska. 22 The key elements of our program: first of all, local 23 hire is good business. I don't think anybody would dispute 24 that. We plan to utilize local newspapers and state agencies 25 as a resource for new hires. We're going to utilize 3 Alaska product preference lists for most of the supplies, as 4 much of the supplies as we can. We utilize local manufacturing 5 firms where feasible. We're going to encourage local 6 contractors to bid. We're going to go beyond just submitting 7 bid document to them. We're going to meet with them as we have 8 in the past, and encourage them to if not bid on a project in 9 total to team up with somebody and bid in a project through a 10 partnership where they don't have the full capacity to provide 11 a competitive bid. And we're going to require our contractors 12 to report their local content on bid submittals. And local 13 content, by that I mean where they're going to get their 14 equipment, where they're going to get their supplies, and the 15 percentages of local hire in the subcontractors. And we have 16 done that in the past. 17 The West Foreland -- if I may go through West Foreland 18 Field Plan and then convert over to Redoubt or do they need to 19 be done totally separately? 20 CHAIRMAN CHRISTENSON: No, I believe you can go ahead 21 j ust the way you're proceeding. 22 MR. CARLSON: Okay. The specifics of the West Foreland 23 Field history and plan, as you know, it's a one well field. An 24 Alaskan hire policy or Alaskan hire or contract utilization for 25 a one well field is obviously going to be very narrow, and Page 8 ', 1 for the platform. So the Brown & Root is outside based 2 although they do do business in Alaska. Belmaz Engineer is an 3 individual single-person company who designed and installed one 4 of the first platforms in Alaska. 5 Winzler & Kelly, our engineer firm, again, we needed to 6 have engineering support that had experience in building 7 platforms. And these people had Alaskan experience and 8 designed some of the early platforms in the state. 9 Fabrication, we talked to local industries. There was 10 no way to get a platform built in Alaska, the type that we were 11 looking at. We did look at the possibility of building a 12 concrete structure, and we found that the time to permit a yazd 13 would exceed the time to build the platform. 14 We did encourage a local contractor to bid on the 15 living quazters, and the living quarters were built by VECO, 16 and they used 100 percent local contractors. 17 The next sheet is just sa chronology of the project. 18 Some of it is a repeat. 40- -- you know, we picked up the 19 acreage. We unitized, we completed the 3-D seismic, completed 20 the feasibility, and completed the design and bid packages for 21 exploratory drilling, and completed the fabrication April of 22 '99. rs 23 This project is two phase. It's an exploratory phase. 24 If we're successful, we're going to go to the production phase 25 so I've broken the project into these two phases. Page 7 1 because it is a one well operation at this date, the -- a 2 substantial amount of the work that was going to take place to 3 put the well on production is in progress already. There's a 4 list of activities and a list of performance against those 5 activities. As you can see, I won't go through all of them but 6 where we could either get the equipment or get the contractors 7 to work, we utilize local content throughout. Our main 8 contractor was Raven Contractors out of Kenai, and as part of 9 our agreement with the leaseholder, service leaseholder there, 10 we utilized the local Native corporation for part of our labor 11 supply. 12 The Redoubt project history, again, at Redoubt, we are 13 substantially into the project and was substantially into the 14 project when the legislation was passed. The first sheet is a 15 Redoubt project history. The first step that we took was to 16 unitize five leases that we picked up from broker, and we used 17 local consultants to help us in that unitization process. 18 We're going to have a 3-D seismic program which was a 19 requirement by the state. We used a locally based geophysical 20 company, and they use local subcontractors. 21 We made a feasibility study for a unique platform. We 22 were not able to find the expertise here in the state for this 23 type of thing. It took a world wide view of all of the 24 different types of platforms, and met with people that have 25 bases in Finland and Southeast Asia, and we did a feasibility Page 9 1 The current one that we're active in right now is the 2 Redoubt exploratory phase. We solicited bids both in the state 3 and out of the state with people that have had the capacity and i 4 the expertise to install the platform. It was built in Korea. 5 Local firm -- one of them declined to bid for personal reasons 6 or corporate reasons. The other company bid. The other local 7 firm bid and was not competitive. We settled on a company 8 called Stoltz Comex Seaway. It's their third name. From the 9 time we started the project, they've been taken over twice. 10 But they do have a lot of Alaskan experience, diving experience ', 11 especially, and by a great majority, the employees that are 12 going to be working on this project are subcontractors, not the 13 contractor themselves. 14 And I've listed eight of the contractors that are 15 involved. There are going to be more. We're going to be 16 mating the platform in Port Graham so -- and we're -- we have 17 solicited support from the Native corporation there, and they 18 are going to be participating in the project from a logistical 19 support. 20 The welding and that portion of the mating will be 21 handled by Udelhoven. Crowley is based here. They're going to 22 be involved in the transportation. And Fairweather is a local 23 company that is handling the bottom surveys and the -- and also 24 going to be working with us on the installation on a daily 25 basis. BJ Services, based in Kenai, will be doing the grouting. 2 The dock will be used as a site for storage and to work out of, 3 and then Watson has done the bottom profiling for us. It's 4 also a small local company. 5 The next big part of the exploratory phase is drilling. 6 We're in the process of negotiating a contract with -- I say 7 Pool slash Nabors. I think it probably is Nabors now. When we 8 started the contract negotiation, it was with Pool. Rig 9 supervisors and drilling personnel I've been assured will all 10 be Alaskan residents. The ancillary services such as mud, 11 directional cementing, I don't see any reason why they can't 12 all be Alaskan based. There may be an exception but I can't 13 think of any right now. And we're going to use supplies from 14 local vendors where feasible, many of them from the Kenai 15 Peninsula. 16 The next sheet is an overall project development 17 chronology. It takes us through the installing of the 18 platform, appraisal drilling, development drilling, pipelines 19 and shore facilities design, procurement, construction, onshore 20 and offshore, and the start of production which we -- if we're 21 successful with our exploratory phase and we're able to get 22 permits from the appropriate agencies, both federal and state, 23 we're hoping to be able to put this project on production in 24 2000 -- end of 2001, early 2002. 25 The next sheet shows what's entailed in the Page 12 1 Logistical support for the total project should be all 2 Alaska based firms. 3 Staff increases to support the project, those would be 4 Forcenergy employees. I am optimistic that we will be able to 5 fill all those locally. If we can't, we will advertise 6 country-wide for support. 7 And labor contractors to support the ongoing production 8 will be local. 9 That concludes our presentation of that. In addition 10 to the plan that we submitted earlier on is the total part of 11 our presentation to AOGCC. 12 (Off record comments) 13 MR. CARLSON: Jim Arlington, our land manager, 14 pointed out that the state in the third or the first -- second 15 sheet under the Redoubt prospect, the state granted the unit 16 for five leases. That was done in October'97. We -- as part 17 of that unit, we committed to acquire 3-D seismic and drill and 18 exploratory well, that it could be interpreted that that also 19 happened in August'97. It did not. The commitment to do so 20 did. So -- and we have fulfilled our obligations to DNR as 21 part of our unitization. 22 (Off record comments) 23 MR. CARLSON: I would be glad to answer 24 questions from the Commission or the floor. 25 CHAIRMAN CHRISTENSON: Questions? No? I don't Page 11 1 production phase. The first and the most demanding from a time 2 standpoint is the permitting, and that is all being done by 3 local staff and local consultants. I do want to precede this. 4 We are not proceeding with all of these various aspects of the 5 production phase until we see the success of the exploratory 6 phase. But this list that I'm going to go through here real 7 briefly includes all the types of activities that we would 8 envision needing to do to put this field in commercial 9 development. 10 The civil engineering and construction, it will be 11 Alaska based fines. I'm sure we're going to encourage bidders 12 to team up if they need to to do the civil engineering and 13 construction. 14 Engineering, we will be bidding this both inside and 15 outside the state. 16 Same thing with fabrication and modular construction. 17 There is increased capacity by local vendors to do modular 18 work, and we are hopeful that local vendors will be competitive 19 there. 20 Pipeline construction, I feel confident that the 21 onshore pipeline construction can be done with local 22 contractors. Hopefully they will bid and be competitive. 23 Offshore I suspect will be a different story. We are going to 24 bid locally but I'm not optimistic that we will get the 25 expertise locally, offshore pipeline construction. Page 13 1 have any questions myself right at the moment. CARLSON: We, Forcenergy, drilled a well 18 on the state lease that required a spacing exception. Correct 19 me if I'm not -- if my memory is not right here. At that time, 20 Phillips owned the lease onshore, the federal lease. We had 21 the state lease, and we had to get an exception to drill the 22 exploratory well or to put the exploratory well on production 23 if we had found something. So there -- that may be what Bob 24 Crandall was remembering. I'm not sure. 25 COMMISSIONER OECHSLI: No, I was referring to Page 16 1 this well coming onto production. As I understand it, it's 2 within 1,500 feet of the property line. 3 MR. CARLSON: It's within 100. It's very 4 close. And I will offer this. We met with the state and we 5 met with the feds together to try to determine what would be 6 the process to follow, whether it would be better to unitize 7 the field or to produce it separately and form a unit for -- or 8 provide agreement to handle the royalty owners. We do own both 9 sides as a working interest owner of both leases. And in that 10 meeting, the federal govemment took the position whether 11 that's correct or not, I'm not the judge, but took the position 12 that it should be produced as a well off the federal lease, 13 right? 14 MR. ARLINGTON: Correct. 15 MR. CARLSON: And that we would need to pursue 16 an agreement between the royalty owners to make sure that both 17 the state and federal were -- governments were protected as far 18 as their royalties were concerned. 19 COMMISSIONER OECHSLI: But with respect to the 20 spacing exception or the spacing requirements of the 21 Commission, then we could anticipate that -- I mean that would 22 be a separate issue? You would bring that before the 23 Commission? 24 MR. ARLINGTON: That should already be in an 25 existing order issued by AOGCC when I think it was Page 17 1 (indiscernible -away from microphone) drilled the wells so 2 there should be a valid existing spacing exception issued by 3 AOGCC on that. 4 COMMISSIONER OECHSLI: I don't know, David, if 5 you remember but my understanding was that there was some 6 boundary change as a result of that. Identification of Participating Lessees This West Foreland Field Plan ("Plan"} has been prepared by Forcenergy Inc "Forcenergy") for operations conducted by Forcenergy as field operator for the West Foreland Field, as that field is defined in Section 2 of this Plan. Forcenergy owns 100% of the working interest in all leases contained in the West Foreland Field. Consequently, Forcenergy is the only participating lessee in the West Foreland Field Plan prepared for the Alaska Oil & Gas Conservation Commission pursuant to AS 31.05.030 and proposed regulations 20 AAC 25.565. Identification of Field The West Foreland Field is defined by a discovery gas well, the West Foreland. #1 ("WF #1 "), that was drilled on federal lease A-035017 in Section 21, Township 8 North, Range 14 West, Seward Meridian, Cook Inlet Basin and completed on March 29, 1962 by Pan American Petroleum Corporation. The WF #1 was drilled to a total depth of 13,500' MD & TVD. During the completion, several zones were tested and two productive sands were found in the well in the lower tertiary; one at 9502'-9527' and one at 9336'-9352'. At completion, the lower sand tested an AOF potential of 5.6 MMCFD and the upper sand had an AOF of 16.5 MMCFD. The lower zone was plugged back and currently only the upper zone is open in the wellbore. The WF #1 was subsequently shut-in and has remained in that status since. The only welt in the West Foreland Field is the WF #1. The West Foreland Field gas reserves are contained within the two following oil. and gas leases: Federal Lease A-035017 State of Alaska Lease ADL-359112 ADL-359112 is presently one of two State of Alaska leases committed to the West McArthur River Unit while federal lease A-035017 is not committed to any state or federal unit. The WF #1 is located on federal lease. A-035017. Both leases are physically located in the Cook Inlet area. in the vicinity of the West Foreland peninsula, approximately four miles south of the Trading Bay Unit Production Facilities. General Timetable of Planned Field Development Activities • 3rd and 4th Qtr 1999 - Construct a thirty feet wide road within a fifty feet wide right-of-way from Forcenergy's West McArthur River Unit production facilities to the West Foreland ("WF") #1 well pad located on federal lease A-035017. Install a 6" gas pipeline along said road within. the 50' right-of-way. Construct production facilities on the WF #1 well pad. • 1St and 2r'd Qtr 2000 - Conduct well tests and work to evaluate West Foreland Field potential. General Timetable of Expected Hiring: and Contracting Decisions • 2"d Qtr 1999 - Identify scope of work and timeline for project to tie the West Foreland #1 gas well into Forcenergy's West McArthur River Unit facility and Unocal's Trading Bay Production Facility. Identify services, equipment and personnel necessary to complete the. project. • 2"d & 3`d Qtr 1999 - Identify available Forcenergy personnel that can provide any labor or services required for the project. Identify companies, contractors, consultants, vendors and suppliers under contract with Forcenergy that Forcenergy desires or is required to use for the project and match them with the services, equipment and personnel necessary to complete the project. Identify areas where additional contracting of services, equipment and/or personnel is required to complete the project. Implement vendor, contractor and consultant selection procedure pursuant to the Plan. • 3rd & 4th Qtr 4999 - Negotiate, finalize and execute necessary contracts with selected vendors and contractors. Description of Lessee's Local Hire Program 5.1 General Statement of Policy Forcenergy is a strong proponent of using local personnel and companies when they are available and their experience and skills meets its business needs and objectives. Forcenergy voluntarily initiated and established a "Community and Support Policy" in 1998 which directs that "management will continuously evaluate its efforts in promoting a mutually beneficial relationship with the community, with an eye on...support for (the) local business community through the utilization of qualified local contractors and suppliers (and)...the employment of local residents who provide valuable local industry experience". Since Forcenergy established its offices in Alaska in 1997 those offices and field operations have been staffed almost exclusively with Alaska residents. Of the 31 personnel vacancies in its Alaska Division for which Forcenergy hired since establishing an Alaska office, 27 were staffed with individuals who were Alaska residents at the time of hire; a local hire percentage of 87%. Forcenergy has a similar history of utilizing local contractors and firms. It is the formal policy of Forcenergy Inc to use local manpower, contractors and resources to the maximum extent possible in the planning, engineering, permitting, construction, and operation of all facilities and operations covered under this Plan. A copy of Forcenergy's stated policy is provided in Figure 5-1. 5.2 Definition of Local Manpower and Contractors Forcenergy defines "local manpower" as individuals who are residents. of the State of Alaska pursuant to AS 01.10.055. Forcenergy defines "local contractor" to include "firms in the state" as defined in 20 AAC 25.565. 5.3 Contracting Methods Forcenergy will. contract for or purchase services, equipment and supplies using one of the following two methods: Sole-source contracting Competitive bidding Sole-source contracting will be used primarily for obtaining services,. equipment and supplies from "local" vendors and contractors. Sole-source contracting may also be used for certain specialty services that are unique and not available locally. West Foreland Field Plan 5-1 November 24, 1999 Forcenergy Ine -Operator Competitive bidding will also be a method of identifying services, equipment and supplies that could be supplied from non-local sources. Forcenergy Inc will conduct competitive bidding by issuing invitations to bid to selected bidders identified by Forcenergy as having the ability to (1) provide services or supply equipment in a safe and. cost effective manner that comply with local, state and federal laws and (2) utilize practices recommended by the American Petroleum Institute ("API"). Forcenergy will contact its existing contractors to confirm that they are qualified as "firms in the state" as defined above. Figure 5-2 provides a copy of the form/questionnaire that Forcenergy will provide to contractors and vendors seeking existing and potential contractors. 5.4 Selection Criteria for Contractors and Vendors The following criteria will be the primary determinants in Forcenergy's selection of contractors and vendors of equipment and services used to implement this Plan: • Ability to provide the goods and/or services necessary to fulfill the requirements of the solicitation. • Experience in supplying similar solicitations. • Firm's safety record/history. • Qualification as local' contractor. • Cost of goods and/or services. • Past performance history with Forcenergy Inc. • Ability to provide "Best Available Technology". If the above criteria are similar for two or more contractors or vendors supplying the same equipment or services, Forcenergy will give preference in the competitive bidding process to those who also use local. contractors and suppliers. 5.5 Alaska Hiring Procedures It is the goal of Forcenergy to filk all of its new staff positions for operations in the State of Alaska with local residents, provided applicants possess the necessary skills and experience. In advertising or soliciting for applicants for new positions or to fill vacancies in existing positions, Forcenergy will use the following sources: • Local newspapers. • Alaska Job Service. • Current employees • Local contractors and firms in the state, or other credible sources. West Foreland Field Plan 5-2 November 24, 1999 Forcenergy Inc -Operator ~ ~ 5.6 Alaska Product Reference Forcenergy recognizes that the State of Alaska Division of Trade and Development has established an "Alaska Product Preference Program" to promote use of locally manufactured products. Forcenergy supports the use of locally manufactured products and encourages contractors and vendors responding to Forcenergy's invitations to bid to utilize this program. Although this program is not specifically adopted as part of this Plan, a list of manufacturers. participating in this program is provided in this Plan in order to ensure that Forcenergy employees and contractors are aware of the program. An abbreviated list of qualified. local manufacturers is provided as Appendix A to this plan. 5.7 Other Alaska Preference Programs Forcenergy also has an obligation to use its best efforts "to preferentially hire Salamatof shareholders and family members of Salamatof shareholders to the extent permitted by law, applicable labor contracts and local hire provisions" pursuant to a Surface Use and Easement Agreement with Salamatof Native Association Inc. These requirements, however, are not in conflict with this Pfan. Alaska Product Preference Program Listing A.1 General The Alaska Product Preference Program is designed to promote development of manufacturing in Alaska by providing a cost preference to selected items manufactured in the Alaska, Under state procurement codes, cost preferences ranging from 3 to 7 percent may be given to Alaska manufactured items. Identification of Field The West Foreland Field is defined by a discovery gas well, the West Foreland #1 ("WF #1 "), that was drilled on federal lease A-035017 in Section 21, Township 8 North, Range 14 West, Seward Meridian, Cook Inlet Basin and completed on March 29, 1962 by Pan American Petroleum Corporation. The WF #1 was drilled to a total depth of 13,500' MD & TVD. During the completion, several zones were tested and two productive sands were found in the well in the lower tertiary; one at 9502'-9527' and one at 9336'-9352'. At completion, the lower sand tested an AOF potential of 5.6 MMCFD and the upper sand had an AOF of 16.5 MMCFD. The lower zone was plugged back and currently only the upper zone is open in the wellbore. The WF #1 was subsequently shut-in and has remained in that status since. The only well in the West Foreland Field is the WF #1. The West Foreland Field gas reserves are contained within the two following oil. and gas leases: Federal Lease A-035017 State of Alaska Lease ADL-359112 ADL-359112 is presently one of two State of Alaska leases committed to the West McArthur River Unit while federal lease A-035017 is not committed to any state or federal unit. The WF #1 is located on federal lease A-035017. Both leases are physically located in the Cook Inlet area in the vicinity of the West Foreland peninsula, approximately four miles south of the Trading Bay Unit Production Facilities. General Timetable of Planned Field Development Activities • 3rd and 4th Qtr 1999 - Construct a thirty feet wide road within a fifty feet wide right-of-way from Forcenergy's West McArthur River Unit production facilities to the West Foreland ("WF") #1 well pad located on federal lease A-035017. Install a 6" gas pipeline along said road within the 50' right-of-way. Construct production facilities on the WF #1 well pad. • 1St and 2nd Qtr 2000 - Conduct well tests and work to evaluate West Foreland Field potential. Negotiate and execute a Compensatory Royalty Agreement for allocation of royalty from production of the WF #1 well. • 3rd Qtr 2000+ - Operate the WF #1 well and gas line distribution system throughout the life of the field pursuant to the annual plan of development submitted to the Alaska Department of Natural Resources, Division of Oil and Gas and the Alaska Oil and Gas Conservation Commission. Description of Lessee's Local Hire Program 5.1 General Statement of Policy Forcenergy is a strong proponent of using local personnel and companies when they are available and their experience and skills meets its business needs and objectives. Forcenergy voluntarily initiated and established a "Community and Support Policy" in 1998 which directs that "management will continuously evaluate its efforts in promoting a mutually beneficial relationship with the community, with an eye on...support for (the) local business community through the utilization of qualified local contractors and suppliers (and)...the employment of local residents who provide valuable local industry experience". Since Forcenergy established its offices in Alaska in 1997 those offices and field operations have been staffed almost exclusively with Alaska residents. Of the 31 personnel vacancies in its Alaska Division for which Forcenergy hired since establishing an Alaska office, 27 were staffed with individuals who were Alaska residents at the time of hire; a local hire percentage of 87%. Forcenergy has a similar history of utilizing local contractors and firms. It is the formal policy of Forcenergy Inc to use local manpower, contractors and resources to the maximum extent possible in the planning, engineering, permitting, construction, and operation of all facilities and operations covered under this Plan. A copy of Forcenergy's stated policy is provided in Figure 5-1. 5.2 Definition of Local Manpower and Contractors Forcenergy defines "local manpower" as individuals who are residents of the State of Alaska pursuant to AS 01.10.055. Forcenergy defines "local contractor" to include "firms in the state" as defined in 20 AAC 25.565. 5.3 Contracting Methods Forcenergy will contract for or purchase services, equipment and supplies using one of the following two methods: Sole-source contracting Competitive bidding Sole-source contracting will be used primarily for obtaining services, equipment and supplies from "local" vendors and contractors. Sole-source contracting may also be used for certain specialty services that are unique and not available locally. West Foreland Field Plan 5-1 November 24, 1999 Forcenergy Inc -Operator Competitive bidding will also be a method of identifying services, equipment and supplies that could be supplied from non-local sources. Forcenergy Inc will conduct competitive bidding by issuing. invitations to bid to selected bidders identified by Forcenergy as having the ability to (1) provide services or supply equipment in a safe and cost effective manner that comply with local, state and. federal laws and (2) utilize practices recommended by the American Petroleum. Institute ("API"). Forcenergy will contact its existing contractors to confirm that they are qualified as "firms in the state" as defined above. Figure 5-2 provides a copy of the form/questionnaire that Forcenergy will provide to contractors and vendors seeking existing and potential contractors. 5.4 Selection Criteria for Contractors and Vendors The following criteria will be the primary determinants in Forcenergy's selection of contractors and vendors of equipment and services used to implement this Plan: • Ability to provide the goods and/or services necessary to fulfill the requirements of the solicitation. • Experience in supplying similar solicitations. • Firm's safety record/history. • Qualification as local contractor. • Cost of goods and/or services. • Past performance history with Forcenergy Inc. • Ability to provide "Best Available Technology". If the above criteria are similar for two or more contractors or vendors supplying the same equipment or services, Forcenergy will give preference in the competitive bidding process to those who also use local contractors and suppliers. 5.5 Alaska Hiring Procedures It is the goal of Forcenergy to fill all of its new staff positions for operations in the State of Alaska with local residents, provided applicants possess the necessary skills and experience. In advertising or soliciting for applicants for new positions or to fill vacancies in existing positions, Forcenergy will use the following sources: • Local newspapers. • Alaska Job Service. • Current employees • Local contractors and firms in the state, or other credible sources. Forcenergy supports the use of locally manufactured products and encourages contractors and vendors responding to Forcenergy's invitations to bid to utilize this program. Although this program is not specifically adopted as part of this Plan, a list of manufacturers participating in this program is provided in this Plan in order to ensure that Forcenergy employees and contractors are aware of the program. An abbreviated list of qualified local manufacturers is provided as Appendix A to this plan. 5.7 Other Alaska Preference Programs Forcenergy also has an obligation to use its best efforts "to preferentially hire Salamatof shareholders and family members of Salamatof shareholders to the extent permitted by law, applicable labor contracts and local hire provisions" pursuant to a Surface Use and Easement Agreement with Salamatof Native Association Inc. Identification of Participating Lessees This West Foreland Field Plan ("Plan") has been prepared by Forcenergy Inc ("Forcenergy") for operations conducted by Forcenergy as field operator for the West Foreland Field, as that field is defined in Section 2 of this Plan. Forcenergy owns 100% of the working interest in all leases contained in the West Foreland Field. Consequently, Forcenergy is the only participating lessee in the West Foreland Field Plan prepared for the Alaska Oil & Gas Conservation Commission pursuant to AS 31.05.030 and proposed regulations 20 AAC 25.565. Identification of Field The West Foreland Field is defined by a discovery gas well, the West Foreland #1 ("WF #1 "), that was drilled on federal lease A-035017 in Section 21, Township 8 North, Range 14 West, Seward Meridian, Cook Inlet Basin and completed on March 29, 1962 by Pan American Petroleum Corporation. The WF #1 was drilled to a total depth of 13,500' MD & TVD. During the completion, several zones were tested and two productive sands were found in the well in the lower tertiary; one at 9502'-9527' and one at 9336'-9352'. At completion, the lower sand tested an AOF potential of 5.6 MMCFD and the upper sand had an AOF of 16.5 MMCFD. The lower zone was plugged back and currently only the upper zone is open in the wellbore. The WF #1 was subsequently shut-in and has remained in that status since. The only well in the West Foreland Field is the WF #1. The West Foreland Field gas reserves are contained within the two following oil and gas leases: Federal Lease A-035017 State of Alaska Lease ADL-359112 ADL-359112 is presently one of two State of Alaska leases committed to the West McArthur River Unit while federal lease A-035017 is not committed to any state or federal unit. The WF #1 is located on federal lease A-035017. Both leases are physically located in the Cook Inlet area in the vicinity of the West Foreland peninsula, approximately four miles south of the Trading Bay Unit Production Facilities. West Foreland Field Plan 2-1 November 24, 1999 Forcenergy Inc -Operator 3. General Timetable of Planned Field. Development Activities • 3rd and 4th Qtr 1999 - Construct a thirty feet wide road within a fifty feet wide right-of-way from Forcenergy's West McArthur River Unit production facilities to the West Foreland ("WF") #1 well pad located on federal lease A-035017. Install a 6" gas pipeline along said road within the. 50' right-of-way. Construct production facilities on the WF #1 well pad. • 1St and 2nd Qtr 2000 - Conduct well tests and work to evaluate West Foreland Field potential. Negotiate and execute a Compensatory Royalty Agreement for allocation of royalty from production of the WF #1 well. • 3rd Qtr 2000+ - Operate the WF #1 well and gas line distribution system throughout the life of the field pursuant to the annual plan of development submitted to the Alaska Department of Natural Resources, Division of Oil and Gas and the Alaska Oil and Gas Conservation Commission. General Timetable of Expected Hiring and Contracting Decisions • 2"d Qtr 1999 - Identify scope of work and timeline for project to tie the West Foreland #1 gas well into Forcenergy's West McArthur River Unit facility and Unocal's Trading Bay Production Facility. Identify services, equipment and personnel necessary to complete the project. • 2nd & 3rd Qtr 1999 - Identify available Forcenergy personnel that can provide any labor or services required for the project. Identify companies, contractors, consultants, vendors and suppliers under contract with Forcenergy that Forcenergy desires or is required to use for the project and match them with the services, equipment and personnel necessary to complete the project. Identify areas where additional contracting of services, equipment and/or personnel is required to complete the project. Implement vendor, contractor and consultant selection procedure pursuant to the Plan. • 3rd & 4th Qtr 1999 - Negotiate, finalize and execute necessary contracts with selected vendors and contractors. Description of Lessee's Local Hire Program 5.1 General Statement of Policy Forcenergy is a strong proponent of using local personnel and companies when they are available and their experience and skills meets its business needs and objectives. Forcenergy voluntarily initiated and established a "Community and Support Policy" in 1998 which directs that "management will continuously evaluate its efforts in promoting a mutually beneficial relationship with the community, with an eye on...support for (the) local business community through the utilization of qualified local contractors and suppliers (and}...the employment of local residents who provide valuable local industry experience". Since Forcenergy established its offices in Alaska in 1997 those offices and field operations have been staffed almost exclusively with Alaska residents. Of the 31 personnel vacancies in its Alaska Division for which Forcenergy hired since establishing an Alaska office, 27 were staffed with individuals who were Alaska residents at the time of hire; a local hire percentage of 87%. Forcenergy has a similar history of utilizing local contractors and firms. It is the formal policy of Forcenergy Inc to use local manpower, contractors and resources to the maximum extent possible in the planning, engineering, permitting, construction, and operation of all facilities and operations covered under this Plan. A copy of Forcenergy's stated policy is provided in Figure 5-1. 5.2 Definition of Local Manpower and Contractors Forcenergy defines "local manpower" as individuals who are residents of the State of Alaska pursuant to AS 01.10.055. Forcenergy defines "local. contractor" to include "firms in the state" as defined in 20 AAC 25.565. 5.3 Contracting Methods Forcenergy will contract for or purchase services, equipment and supplies using one of the following two methods; Sole-source contracting Competitive bidding Sole-source contracting will be used primarily for obtaining: services, equipment and supplies from "local" vendors and contractors. Sole-source contracting may also be used for certain. specialty services that are unique and not available locally. West Foreland Field Plan 5-1 November 24, 1999 Forcenergy Inc -Operator Competitive bidding. will also be a method of identifying services, equipment and supplies that could be supplied from non-local sources. Forcenergy Inc will conduct competitive bidding by issuing... invitations to bid to selected bidders identified by Forcenergy as having the ability to (1) provide services or supply equipment in a safe and cost effective manner that comply with local, state and federal laws and (2) utilize practices recommended by the American Petroleum Institute ("API"). Forcenergy will contact its existing contractors to confirm that they are qualified as "firms in the state" as defined above. Figure 5-2 provides a copy of the form/questionnaire that Forcenergy will provide to contractors and vendors seeking existing and potential contractors. 5.4 Selection Criteria for Contractors and Vendors The following criteria will be the primary determinants in Forcenergy's selection of contractors and vendors of equipment and services used to implement this Plan: • Ability to provide the goods and/or services necessary to fulfill the requirements of the solicitation. • Experience in supplying similar solicitations. • Firm's safety record/history. • Qualification as local contractor. • Cost of goods and/or services. • Past performance history with Forcenergy Inc. • Ability to provide "Best Available Technology". If the above criteria are similar for two or more contractors or vendors supplying the same equipment or services, Forcenergy will give preference in the competitive bidding process to those who also use local contractors and suppliers. 5.5 Alaska Hiring Procedures It is the goal of Forcenergy to file all of its new staff positions for operations in the State of Alaska with local residents, provided applicants possess the necessary skills and experience. In advertising or soliciting for applicants for new positions or to fill vacancies in existing positions, Forcenergy will use the following sources: • Local newspapers. • Alaska Job Service. • Current employees • Local contractors and firms in the state, or other credible sources. West Foreland Field Plan 5-2 November 24, 1999 Forcenergy Inc -Operator 5.6 Alaska Product Reference Forcenergy recognizes that the State of Alaska Division of Trade and Development has established an "Alaska Product Preference Program" to promote use of locally manufactured products. Forcenergy supports the use of locally manufactured products and encourages contractors and vendors responding to Forcenergy's invitations to bid to utilize this program. Although this program is not specifically adopted as part of this Plan, a list of manufacturers participating in this program is provided in this Plan in order to ensure that Forcenergy employees and contractors are aware of the program. An abbreviated list of qualified local manufacturers is provided as Appendix A to this plan. 5.7 Other Alaska Preference Programs Forcenergy also has an obligation to use its best efforts "to preferentially hire Salamatof shareholders and family members of Salamatof shareholders to the extent permitted by law, applicable labor contracts and local hire provisions" pursuant to a Surface Use and Easement Agreement with Salamatof Native Association Inc. These requirements, however, are not in conflict with this Plan. Alaska Product Preference Program Listing A.1 General The Alaska Product Preference Program is designed to promote development of manufacturing in Alaska by providing a cost preference to selected items manufactured in the Alaska. Under state procurement codes, cost preferences ranging from 3 to 7 percent may be given to Alaska manufactured items. While Forcenergy Inc is not including this component in its contracting plan, it supports the concepts of the program and encourages both Forcenergy Inc staff and contractors to use these products wherever possible.
