Docket Number: CO-10-07 Conservation Order No. 630 Endicott Field Duck Island Unit Sag/Ivishak Undefined Oil Pool North Slope Borough, Alaska May 28, 2010 IT APPEARING THAT: 1. By application dated March 4, 2010, BP Exploration (Alaska) Inc. (BPXA) requested a conservation order from the Alaska Oil and Gas Conservation Commission (Commission) granting a waiver to the gas-oil ratio limitations of 20 AAC 25.240(a) for the 2-30B/ME-O1 well in the Sag/Ivishak Undefined Oil Pool of the Duck Island Unit. 2. On March 29, 2010, pursuant to 20 AAC 25.540, the Commission published in the Anchorage Daily News notice of opportunity for public hearing on May 4, 2010. 3. On March 17, 2010, BPXA submitted supplemental information to the Commission and requested that the information be held confidential pursuant to AS 38.05.035(a)(8)(c) and 11 AAC 82.810(a). 4. The Commission received no comments or requests to hold the hearing, so the hearing was vacated April 19, 2010. FINDINGS: 1. Well 2-30B/ME-O1 was drilled by BPXA to test a potential oil accumulation that is outside of the boundaries of any existing pool in the Duck Island Unit. The Commission has named this accumulation the Sag/Ivishak Undefined Oil Pool (SIUOP). Production from the well and pool began on April 16, 2009. 2. On August 24, 2009, in accordance with 20 AAC 25.240(b)(3), BPXA requested a waiver of the gas-oil ratio limitations in 20 AAC 25.240(a) to allow for continued acquisition of production data necessary to develop a permanent reservoir management plan for the SIUOP. On September 9, 2009, the Commission granted a temporary waiver until March 31, 2010. On March 25, 2010, the Commission extended the temporary waiver through May 31, 2010, to Conservation Order 63~ May 28, 2010 Page 2 of 4 allow sufficient time for the Commission to complete the public process required by 20 AAC25.240(c) before rendering this decision. 3. BPXA has determined that the SIUOP does not have sufficient reserves to justify the drilling of additional wells to the pool. BPXA will continue to produce the pool by primary depletion using only well 2-30B/ME-O1. BPXA contends that primary depletion alone will cause 2-30B/ME-O1 to exceed the gas-oil ratio limitations of 20 AAC 25.240(a), so a permanent waiver of those limitations is required. 4. Commission review of public records indicates that cumulative production for well 2-30B/ME-O1 through April 30, 2010 was approximately 287,000 barrels of oil. Hyperbolic decline curve analysis of public production data indicates that under primary depletion the ultimate recovery for the well is approximately 400,000 barrels of oil, assuming an economic limit of 100 barrels of oil per day. 5. Water injection support generally increases ultimate recovery by 50 to 100 percent over primary depletion alone, although any increase is highly dependent on reservoir rock and fluid properties. Adding an offset injection well to support 2-30B/ME-O1 could increase ultimate recovery from the SIUOP by about 200,000 to 400,000 barrels of oil. Commission senior staff reviewed the pool rules for other North Slope oil pools to estimate the additional recovery expected from well 2-30B/ME-O1 if an offset injection well were added to the reservoir. The Commission's authority to grant BPXA's requested confidentiality for the information submitted March 17, 2010 lies under AS 31.05.035(d) and 20 AAC 25.537(b). CONCLUSIONS: 1. Regulation 20 AAC 25.240(c) provides the Commission authority to grant exceptions to the gas-oil ratio limitations of 20 AAC 25.240(a). 2. Continued oil production from well 2-30B/ME-O1 under primary depletion alone will exceed the gas-oil ratio limitations of 20 AAC 25.240(a). 3. The relatively modest increase of 200,000 to 400,000 barrels of oil does not justify the expense of drilling an offset injection well. 4. BPXA's request for confidentiality for the information submitted on March 17, 2010, is proper as this information not normally required by the statutes or regulations. NOW THEREFORE IT IS ORDERED that the gas-oil ratio limitations of 20 AAC 25.240(a) be waived for oil production well 2-30B/ME-O1. If the notice was mailed, then the period of time shall be 23 days. An application for reconsideration must set out the respect in which the order or decision is believed to be erroneous. The Corrunission shall grant or refuse the application for reconsideration in whole or in part within 10 days after it is filed. Failure to act on it within 10-days is a denial of reconsideration. if the Commission denies reconsideration, upon denial, this order or decision and the denial of reconsideration are FINAL and may be appealed to superior court. The appeal MUST be filed within 33 days after the date on which the Commission mails, OR 30 days if the Commission otherwise distributes, the order or decision denying reconsideration, UNLESS the denial is by inaction, in which case the appeal MUST be filed within 40 days after the date on which the application for reconsideration was filed. If the Commission grants an application for reconsideration, this order or decision does not become final. Rather, the order or decision on reconsideration will be the FINAL order or decision of the Commission, and it may be appealed to superior court. That appeal MUST be filed within 33 days after the date on which the Cormission mails, OR 30 days if the Commission otherwise distributes, the order or decision on reconsideration. As provided in AS 31.05.080(b), "[t]he questions reviewed on appeal are limited to the questions presented to the Commission by the application for reconsideration." Box 196612 Anchorage, Alaska 99519-6612 RE: Request for extension of the waiver of the gas oil ratio limitations of 20 AAC 25.240(a) for we112-30B/ME-O1. Dear Mr. Szabo: On September 9, 2009, the Alaska Oil and Gas Conservation Commission (Commission) granted BP Exploration (Alaska) Inc. (BPXA) a temporary waiver, under 20 AAC 25.240(b), for the Duck Island Unit (DIU) 2-30B/ME-O1 well for evaluation of the reservoir and development of a permanent depletion plan. By its terms the September 9 waiver expires on March 31, 2010. On March 4, 2010, BPXA requested a permanent waiver, under 20 AAC 25.240(c) to allow for continued production of the 2-30B/ME-Ol well. To allow continued production during the pendency of its request, BPXA also requested an extension of the September 9 waiver until April 30, 2010. A hearing on BPXA's request for permanent waiver is hereby scheduled on May 4, 2010 at 9:00 am. Because the Commission will not be able to act prior to April 30, 2010 on the request for a permanent waiver the Commission grants BPXA's request for an extension to the deadline of the September 9, 2009, letter through the end of the day on May 31, 2010. The 2-30B/ME-O1 well, in the DIU, was drilled and completed in early 2009. The well targeted reserves that were not a part of any of the existing oil pools in the unit and began producing on April 6th, 2009. BPXA has concluded that the results of the testing authorized by the September 9, 2009, letter indicate the only viable permanent development scenario for this well is to produce under primary depletion. Continued production therefore requires a waiver of the gas-oil ration limitation contained in 20 AAC 25.240(a). Under 20 AAC 25.240(c) the Commission must provide an opportunity for public hearing before acting on BPXA's request. Due to this requirement, the Mr. David J. Continued production to gather additional data can be collected until the Commission acts on BPXA's permanent waiver request is both anticipated in the Commission's September 9 waiver and prudent. Since first production on April 6, 2009, BP has performed thirty four well tests and two pressure build-up analyses on Well 2-306/ME-01. Using the aforementioned data as inputs for material balance calculation, the original oil in place (OOIP) for the SAG was estimated to be on the lower end of the pre-drill range. Based on the lower estimate of OOIP, an estimate of incremental waterflood recovery using analytical and analogue methods, and an estimate of drilling and completion costs, BP has determined that drilling an injection well is not competitive. BP hereby recommends continued depletion of the volume being drained by Well 2-306/ME-01 under solution gas drive mechanism without any additional development in the Minke accumulation. In order to produce the well in excess of 100% of original solution gas-oil ratio, a permanent waiver of the gas- oil ratio limitation is requested. In accordance with 20 AAC 25.240.C, BP as Operator of the Duck Island Unit and sole Working Interest Owner of lease ADL 34633 (Tract 13), hereby requests permanent waiver of the gas-oil ratio limitations for Well 2-306/ME-01. To allow sufficient time for the public hearing process, BP also requests extension of the temporary waiver of the gas-oil ratio limitations for Well 2-306/ME-01 through April 30, 2010.
