On January 9, 2011, a leak was discovered in the Trans Alaska Pipeline System (TAPS) immediately upstream of Pump Station 1. The leak caused an immediate shut down of TAPS. 2. The production from all North Slope Fields was immediately reduced to approximately 5% of normal production. 3. The exact duration of the unavailability for TAPS is presently not known. 4. Although normal production is not possible, some amount of production must be maintained to protect the safety of operating personnel in the fields and Deadhorse by providing fuel gas. 5. If production equipment and pipelines are damaged due to freezing, State resources are at risk of environmental damage and public safety will be further threatened. 6. BP Exploration (Alaska), Inc. (BPXA) has proposed a plan to maintain a minimum production rate to produce fuel gas and prevent freezing in field lines. 7. In order to prevent waste, oil can be pumped into development wells to be later produced. FINDINGS: 1. 20 AAC 25.539 authorizes issuance of a temporary emergency order without hearing if necessary to protect against immediate harm to public health or safety. The Alaska Oil and Gas Conservation Commission (Commission) finds that the safety of the public will be endangered if fuel gas is not available for power generation and heat. 3. The Commission further finds that public health may be harmed if the facilities and lines in the BPXA operated fields are allowed to freeze. 4. Waste of State resources will be avoided if excess crude oil volumes are pumped into the producing reservoir. 5. This action will not promote waste, jeopardize correlative rights, endanger fresh water or contribute to the potential for fluid movement outside the authorized oil pools and is based on sound engineering principles. CONCLUSIONS: 1. The unavailability of TAPS constitutes an emergency situation that may result in harm to public health and safety. 2. An Emergency Order allowing pumping of excess crude oil into development wells at the listed fields is appropriate. NOW, THEREFORE IT IS ORDERED THAT: Rule 1 Subject to satisfactory demonstration of mechanical integrity, BPXA is authorized to pump crude oil into following listed development wells and oil pools while the Trans Alaska Pipeline System is unavailable. If the notice was mailed, then the period of time shall be 23 days. An application for reconsideration must set out the respect in which the order or decision is believed to be erroneous. The Commission shall grant or refuse the application for reconsideration in whole or in part within 10 days after it is filed. Failure to act on it within 10 -days is a denial of reconsideration. If the Commission denies reconsideration, upon denial, this order or decision and the denial of reconsideration are FINAL and may be appealed to superior court. The appeal MUST be filed within 33 days after the date on which the Commission mails, OR 30 days if the Commission otherwise distributes, the order or decision denying reconsideration, UNLESS the denial is by inaction, in which case the appeal MUST be filed within 40 days after the date on which the application for reconsideration was filed. If the Commission grants an application for reconsideration, this order or decision does not become final. Rather, the order or decision on reconsideration will be the FINAL order or decision of the Commission, and it may be appealed to superior court. That appeal MUST be filed within 33 days after the date on which the Commission mails, OR 30 days if the Commission otherwise distributes, the order or decision on reconsideration. As provided in AS 31.05.080(b), "[t]he questions reviewed on appeal are limited to the questions presented to the Commission by the application for reconsideration." As part of our planning contingency, GKA is currently configuring the 5 WAG injectors (listed below) for flowback to production via adjacent shut - in producers. The duration of the flowbacks would be directly tied to the length of the TAPS proration. This will be accomplished by hard -line connections between the Gas Injector to an adjacent shut -in producer via tree cap connections. Each well will be equipped with functional SVS which will be capable to shut -in the gas production in the event of a failure and we are in the process of completing a PHA for each of these installations. Larry 41 • ALASKA DEPARTMENT OF ENVIRONMENTAL CONSERVATION Division of Spill Prevention and Response Prevention and Emergency Response Program SITUATION REPORT INCIDENT NAME: Pump Station 1 Booster Pump Piping Incident SITREP #: 2 SPILL NUMBER: 11399900801 LEDGER CODE: Requested TIME/DATE OF SPILL: Alyeska Pipeline Service Company (APSC) employees discovered a spill of crude oil inside the booster pump building at Trans - Alaska Pipeline System (TAPS) Pump Station 1 at 8:16 AM on January 8, 2011. APSC reported the spill to ADEC at 8:39 AM on January 8, 2011. APSC cut the flow of oil to the TAPS line at approximately 8:50 AM January 8, 2011. TIME/DATE OF SITUATION REPORT: 4:00 PM, January 9, 2011 TIME/DATE OF THE NEXT REPORT: 3:00 PM, January 10, 2011 TYPE /AMOUNT OF PRODUCT SPILLED: Crude oil appears to have been released from a concrete - encapsulated section of the booster pumps' underground discharge piping outside the booster pump building. Oil flowed along the pipe and through the wall of the building into the basement. There are several pipes in the concrete casing, and the leaking pipe has not yet been definitively identified. As of 6:00 AM today, Alyeska estimated that approximately 378 to 420 gallons (9 to 10 barrels) of oil had been recovered from the building. It has not yet been determined whether oil has been released into the ground outside the concrete pipe casing and booster pump building. LOCATION: TAPS Pump Station 1, Prudhoe Bay CAUSE OF SPILL: Investigation is ongoing to determine the cause and source of the release. RESPONSIBLE PARTY (RP): Alyeska Pipeline Service Company (APSC) RESPONSE ACTION: Three groups have been established within the incident response organization to tackle the primary objectives of the response: oil recovery, repairing and re- routing the pump station piping, and restarting the TAPS line. Oil recovery: By 6:00 PM on January 8, hydrocarbon vapors in the booster pump building had been reduced to levels at which workers could safely enter it to remove the oil. The oil, approximately V2 to 1 inch deep on the approximately 30 -by -40 -foot floor of the basement, was recovered with vacuum trucks and will be reinjected into the pipeline. Workers continue to collect oil that is seeping slowly into the basement. The recovered oil volume will be more precisely measured at the reinjection point. Pipe repair and re- routing: The section of pipe that is suspected of being damaged is part of a common discharge line fed by all three pumps in the booster pump building. APSC workers are preparing to disconnect, drain and seal off this pipe section; it will no longer be used. North Slope production has been reduced to approximately 5 percent of normal volume, and oil is currently being pumped to storage tanks at Pump Station 1. APSC is working on plans to install a bypass line to carry oil from booster pump 1 to the main TAPS line pump. TAPS restart: APSC staff are taking steps to prevent problems with the TAPS line due to cold temperatures and the duration of the shutdown. Temperature sensors are being installed at numerous points on the TAPS line to monitor the pipe temperature. APSC is planning to periodically circulate oil within the pump stations to keep pumps, oil and facility piping warm. ADEC and Environmental Protection Agency (EPA) responders are at the North Slope to monitor the oil recovery and pump station pipe repairs around - the - clock. APSC and government agency responders are also monitoring areas outside the booster pump building for signs of a release. SOURCE CONTROL: The lines supplying crude oil to the booster pumps were shut in, and workers are preparing to isolate and drain the apparently damaged pipe. As of noon today, oil remaining in the pipe and /or spill pathway was still seeping at an estimated rate of one half - gallon per minute into the booster pump building basement. RESOURCES AFFECTED: Pump Station 1 is surrounded by tundra, marshland and ponds, but due to the location of the booster pump building on the interior of the station's gravel pad, there appears to be no immediate threat to sensitive habitat or wildlife. No oil has been reported outside the booster pump building. FUTURE PLANS AND RECOMMENDATIONS: APSC will continue to collect and cleanup oil in the booster pump building and is preparing a plan to locate any oil that may have spilled into gravel outside the booster pump building. As part of its effort to verify the location of the leak, APSC plans to leak -test piping on the suction side of the booster pump. Parts necessary to repair the booster discharge line and construct bypass piping are being fabricated in Fairbanks and will be flown to the North Slope. APSC continues to refine plans for bypassing the normal booster pump configuration, preventing cold- condition problems in the TAPS line during the shutdown, and restarting the TAPS line. The oil released into a concrete "sump" within the Booster Pump Building. The oil was released from a concrete encapsulated pipe outside the Booster Pump Building, and flowed into the building sump. Oil is believed to be still trapped within the space between the pipe and the concrete of the encapsulated line. LOCATION: Pump Station One, Alyeska Pipeline Service Company CAUSE OF SPILL: The cause of the release is under investigation. POTENTIAL RESPONSIBLE PARTY (PRP): Alyeska Pipeline Service Company (APSC) RESPONSE ACTION: APSC shut down the Trans Alaska Pipeline after the incident was discovered, which caused the North Slope (NS) oil producers to reduce production by shutting in wells. APSC stood up a full incident management team at the Fairbanks Emergency Operations Center (FEOC). State and Federal representatives were notified of the release and have joined the response. Engineers and technical specialists are expected to arrive at PS1 around 6:00 PM today to design a temporary pipe plan. Hydrocarbon vapors above safety and health levels were controlled by ventilating the building and conditions are now safe to begin oil removal. Neither the booster pumps nor other facility infrastructure suffered damage from the oil release. Vacuum trucks are on scene for oil removal. An ADEC responder on the North Slope will monitor the cleanup and gauge the volume of recovered oil and additional ADEC responders have been dispatched to both the FEOC and the spill site. Additional resources are en route to support the oil recovery and pipe repair efforts. The North Slope oil producers are to limit production to 5 percent of normal.
