IT APPEARING THAT:
1. Conservation Order 642 (CO 642), issued January 11, 2011 authorized BP Exploration
(Alaska), Inc. (BPXA) to pump crude oil into development wells on an emergency basis
due to unavailability of the Trans Alaska Pipeline System (TAPS).
2. Progress in repair of the TAPS has taken longer than anticipated. Although Alyeska
Pipeline Service Company (Alyeska) completed installation of a piping bypass, the TAPS
is still not operating at normal capacity. In turn, BP cannot operate at normal production.
3. When normal production is not possible, some production must be maintained to protect
the safety of operating personnel in the fields and Deadhorse by providing fuel gas.
4. If production equipment and pipelines are damaged due to freezing, State resources are at
risk of environmental damage and public safety will be further threatened.
5. BP Exploration (Alaska), Inc. (BPXA) has proposed a plan to maintain a minimum
production rate to produce fuel gas and prevent freezing in field lines.
6. In order to prevent waste, oil can be pumped into development wells to be later produced.
FINDINGS:
1. As authorized by CO 642, BPXA has pumped crude oil into Prudhoe Bay Unit
development wells.
2. While initial repairs have been accomplished by Alyeska, a return to normal capacity has
taken longer than anticipated at the time the Commission entered CO 642.

3. CO 642, issued under 20 AAC 25.539, expires after 14 days. BP has requested an
extension in light of the matters set forth above.
4. The Alaska Oil and Gas Conservation Commission (Commission) affirms the finding that
the safety of the public will be endangered if fuel gas is not available for power
generation and heat.
5. The Commission further affirms that public health may be harmed if the facilities and
lines in the BPXA operated fields are allowed to freeze.
6. Waste of State resources will be avoided if excess crude oil volumes are pumped into the
producing reservoir.
7. This action will not promote waste, jeopardize correlative rights, endanger fresh water or
contribute to the potential for fluid movement outside the authorized oil pools and is
based on sound engineering principles.
CONCLUSIONS:
1. The unavailability of TAPS at full capacity constitutes an emergency situation that may
result in harm to public health and safety.
2. Extending Emergency Order CO 642 for an additional two weeks allowing pumping of
excess crude oil into development wells is appropriate.
NOW, THEREFORE IT IS ORDERED THAT:

Subject to satisfactory demonstration of mechanical integrity, BPXA is authorized to pump crude
oil into following listed development wells and oil pools while the Trans Alaska Pipeline System
is unavailable.

RECONSIDERATION AND APPEAL NOTICE
As provided in AS 31.05.080(a), within 20 days after written notice of the entry of this order or decision, or such further time as the
Commission grants for good cause shown, a person affected by it may file with the Commission an application for reconsideration of
the matter determined by it. If the notice was mailed, then the period of time shall be 23 days. An application for reconsideration
must set out the respect in which the order or decision is believed to be erroneous.
The Commission shall grant or refuse the application for reconsideration in whole or in part within 10 days after it is filed. Failure to
act on it within 10 -days is a denial of reconsideration. If the Commission denies reconsideration, upon denial, this order or decision
and the denial of reconsideration are FINAL and may be appealed to superior court. The appeal MUST be filed within 33 days after
the date on which the Commission mails, OR 30 days if the Commission otherwise distributes, the order or decision denying
reconsideration, UNLESS the denial is by inaction, in which case the appeal MUST be filed within 40 days after the date on which
the application for reconsideration was filed.
If the Commission grants an application for reconsideration, this order or decision does not become final. Rather, the order or
decision on reconsideration will be the FINAL order or decision of the Commission, and it may be appealed to superior court. That
appeal MUST be filed within 33 days after the date on which the Commission mails, OR 30 days if the Commission otherwise
distributes, the order or decision on reconsideration. As provided in AS 31.05.080(b), "[t]he questions reviewed on appeal are limited
to the questions presented to the Commission by the application for reconsideration."
In computing a period of time above, the date of the event or default after which the designated period begins to run is not included in
the period; the last day of the period is included, unless it falls on a weekend or state holiday, in which event the period runs until 5:00
p.m. on the next day that does not fall on a weekend or state holiday.

The repair at Pump Station 1 is complete and we have begun the start up process. The

I am requesting a 2 week extension for Conservation Order 642.
The repair at Pump Station 1 is complete and we have begun the start up process. The
current weather conditions of; Temp -31° F, Wind Chill: -52° F, Winds: SW @ 8 MPH, is
challenging and is expected to continue into the weekend.
