" - Re: Application for Drilling Units and Pooling Orders Dear Chairman Seamount: By letter dated April 24, 2007, Exxon Mobil Corporation, as operator of wells and drilling operations for leases within the Point Thomson pool, requested the establishment of drilling units for the Point Thomson pool pursuant to AS 31.05.100. The Point Thomson pool encompasses the accumulation of hydrocarbon substances in the Thomson Sand and the Pre - Mississippian Carbonate. The Thomson Sand encompasses the accumulation of hydrocarbon substances correlating with the hydrocarbon substances encountered in Point Thomson Unit No. 3 well (API No. 50- 089 - 200070) between the depths of 1 3,657 and 13,932 feet measured depth as measured by the Dual Induction Laterolog Run No. 3 dated May 17, 1979. The Pre - Mississippian Carbonate encompasses the accumulation of hydrocarbon substances correlating with the hydrocarbon substances encountered in Alaska State F -1 well (API No. 50- 089 - 200190) below the depth of 13,846 feet measured depth as measured by the Dual Induction Laterolog Run No. 4 dated March 16, 1982. This application requests drilling units for nine wells. The area requested for each drilling unit is 1,440 acres. This corresponds with the provisions of Article 9 and Part 1 of Exhibit 4 of the Point Thomson Unit Operating Agreement which establishes a drilling block composed of nine surveyed or protracted quarter- sections formed into a square with the bottom -hole location of the well falling within the center quarter- section thereof. The requested drilling unit covers an area that each Point Thomson pool well can effectively drain. Application for Pooling Orders Upon establishment of the drilling unit for the Point Thomson pool, ExxonMobil requests, pursuant to AS 31.05.100, an order pooling the interests for each of the following proposed wells. All persons with rights to drill and share in production from the tracts have not agreed to pool and integrate their interests. Pooling of the interests in these drilling units is needed to protect the cor eiative rights of the working interest and ro ail owners in the leases included P � g y' Y - -- within the proposed drilling units. Initial interest in costs and production for each drilling unit will be based on surface acreage and will be redetermined at production startup on a basis to be A Division of Exxon Mobil Corporation • • Mr. Daniel T. Seamount, Jr., Chairman - 2 - September 9, 2008 agreed between the lease owners to reflect the relative contribution of each lease. Application has been made for permits to drill each of the enumerated wells and the pooling of interests will allow costs associated with such operation to be allocated on the basis specified, in the absence of or pending formation of a unit for the Point Thomson pool. Pooling of the interests in each of the specified drilling units will mitigate the need to drill an excessive number of wells to effect production from each lease as would otherwise be necessary to obtain production for the working interest owners and royalty owners of each lease. The Point Thomson pool encompasses the accumulation of hydrocarbon substances in the Thomson Sand and the Pre - Mississippian Carbonate. The Thomson Sand encompasses the accumulation of hydrocarbon substances correlating with the hydrocarbon substances encountered in Point Thomson Unit No. 3 well (API No. 50- 089 - 200070) between the depths of 13,657 and 13,932 feet measured depth as measured by the Dual Induction Laterolog Run No. 3 dated May 17, 1979. The Pre - Mississippian Carbonate encompasses the accumulation of hydrocarbon substances correlating with the hydrocarbon substances encountered in Alaska State F -1 well (API No. 50- 089 - 200190) below the depth of 13,846 feet measured depth as measured by the Dual Induction Laterolog Run No. 4 dated March 16, 1982. The area requested for each drilling unit is 1,440 acres. This corresponds with the provisions of Article 9 and Part 1 of Exhibit 4 of the Point Thomson Unit Operating Agreement which establishes a drilling block composed of nine surveyed or protracted quarter- sections formed into a square with the bottom -hole location of the well falling within the center quarter- section thereof.
