REGULATIONS OF ALASKA OIL AND GAS CONSERVATION COMMISSION
The attached 3 pages of regulations, dealing with modification of well control requirements for
maintenance, testing and pressures for wireline operations, is certified to be a correct copy of the
regulation changes that the Alaska Oil and Gas Conservation Commission adopted at its April
18, 2013 public hearing, under the authority of AS 31.05.030 and after compliance with the
Administrative Procedure Act (AS 44.62), specifically including notice under AS 44.62.190 and
44,62.200 and opportunity for public comment under AS 44.62.210.
This action is not expected to require an increased appropriation.
On the record, in considering public comments, the Alaska Oil and Gas Conservation
Commission paid special attention to the cost to private persons of the regulatory action being
taken. Although no public comments were received, the Alaska Oil and Gas Conservation
Commission paid special attention to the cost to private persons of the regulatory action being
taken.
The regulation changes described in this order take effect on the 30th day after they have been
filed by the lieutenant governor, as provided in AS 44.62.180,

We have reviewed the attached Alaska Oil and Gas Conservation Commission
regulations. A duplicate of this memorandum is being furnished to Chair, Commissioner Cathy
Foerster, along with a copy of the regulations.
The Department of Law has reviewed the attached Alaska Oil and Gas Conservation
Commission regulations against the statutory standards of the Administrative Procedure Act.
Based on our review, we find no legal problems. This memorandum and the attached duplicate
memorandum dated September 26, 2013, constitute the written statement of approval under
AS 44.62.060(b) and (c) that authorizes your office to file the attached regulations.
The regulations changes were adopted by the Alaska Oil and Gas Conservation
Commission after the close of the public comment period. The regulations concern well
identification and well control requirements for wireline operations.
The adoption order for the regulations state that this action is not expected to require an
increased appropriation; therefore, a fiscal note under AS 44.62.195 is not required.
We have made technical corrections to conform the regulations to the drafting manual
under AS 44.62.060 and 44.62.125. The corrections are shown on the attached copy of the
regulations.

operations, which were adopted by the Alaska Oil and Gas Conservation Commission.

20 AAC 25.040. Well identification. (a) Every well must be identified by a sign posted in a
conspicuous place. During the period of time from commencement of drilling operations to
well completion, suspension, or abandonment, the sign must be on or near the drill rig, but not
more than 100 feet from the well. After well completion or suspension, the well sign must be
at the wellhead or on the wellhead building. The sign must be of durable construction, large
enough to be legible under normal conditions at a distance of 50 feet, and maintained in
legible condition. Each sign must show the
(1) name of the well or primary wellbore as designated by the operator under
20 AAC 25.005(f) for the well drilled from the surface location;
(d) For wells with more than one permitted wellbore (i.e. multi -branch completion)

NOTICE OF PROPOSED CHANGES IN THE
REGULATIONS OF THE
ALASKA OIL AND GAS CONSERVATION COMMISSION
"BRIEF DESCRIPTION: The Alaska Oil and Gas Conservation Commission (Commission) proposes to
1) amend 20 AAC 25.287 to modify the well control requirements for maintenance, testing and pressures
for wireline operations, 2) amend 20 AAC 25.990 to define "main wellbore' and "lateral (multilateral)",
and amend 20 AAC 25.040 to clarify wellhead signage requirements.
Specifically, the Commission proposes to amend 20 AAC 25.040 to specify the signage requirements for
wells with more than one permitted wellbore.
The Alaska Oil and Gas Conservation Commission also proposes to amend 20 AAC 25.287 to:
1. delete the language "the rated working pressure of an annular type preventer need not exceed
5,000 psi."
2. require monthly rebuilding of wireline valves and function pressure testing before reentering the
wellbore.
3. remove the requirement of weekly function pressure testing for well control equipment for
wireline operations.
The Alaska Oil and Gas Conservation Commission also proposes to amend 20 AAC 25.990 to add
definitions for "main wellbore" and "lateral (multilateral)".

"BRIEF DESCRIPTION: The Alaska Oil and Gas Conservation Commission
(Commission) proposes to 1) amend 20 AAC 25.287 to modify the well control
requirements for maintenance, testing and pressures forwireline operations,
2)amend 20 AAC 25.990 to define "main wellbore' and "lateral (multilateral)", and
amend 20 AAC 25.040 to clarify wellhead signage requirements.
Specifically, the Commission proposes to amend 20 AAC 25.040 to specify the
signage requirements for wells with more than one permitted wellbore.
The Alaska Oil and Gas Conservation Commissionalso proposes to amend 20 AAC
125.287to:
1. delete the language"the rated working pressure of an annular type
preventer need not exceed 5,000 psi."
2. require monthly rebuilding of wireline valves and function pressure testing
before reentering the wellbore.
3. remove the requirement of weekly function pressure testing forwell control
equipment for wireline operations.
The Alaska Oil and Gas Conservation Commission also proposes to amend 20

well completion, suspension, or abandonment, the sign must be on or near the drill rig, but not

I'll call this meeting to order. Today is Wednesday, August 7th,
2013, it is 9:00 a.m. This is the monthly public meeting being
held at the offices of the Alaska Oil & Gas Conservation
Commission, 333 West Seventh Avenue, Anchorage, Alaska.
To my right is John Norman, Commissioner, to my left is Dan
Seamount, Commissioner, and I'm Cathy Foerster, the third
Commissioner and the Chair of the AOGCC.
Let's start by reading into the minutes the agenda and then we'll
approve or make modifications. First is approval of the agenda;
second is old business including approval of the June, 2013
minutes; third is new business and we have three items of new
business, the June and July 2013 monthly activity report, a
review of additional legacy wells and discussion and voting on
three sets of regulations; fourth is the opportunity for public
comment.
Commissioner Norman moved to approve the agenda, Commissioner
Seamount seconded and the agenda was unanimously approved.
OLD BUSINESS
The minutes of the June, 2013 minutes have been reviewed by all
Commissioners. Commissioner Seamount moved to approve the
minutes, Commissioner Norman seconded and the minutes were
unanimously approved.
NEW BUSINESS
TEAM ACTIVITY REPORT
Mr. Howard Okland prepared and presented the monthly summary of
Commission activities for June and July, 2013 and the Alaska Oil
Production Rates for May and June, 2013. Mr. Okland's reports
are attached.
Commissioner Norman commented that the previous two activity
reports detailed no information on regulatory activities. Mr.
Okland explained the procedure for obtaining this information
from staff.

REVIEW OF LEGACY WELLS
Simpson Core Tests Number 1 through 4 appear to be cased,
but not cemented. The wellheads were likely pulled or dropped
into the formation. Number 5 through 12 are uncased core tests
with no wellheads or casings. These are shallow, uncased drill
holes that did not penetrate into oil, gas or water. Some site
cleanup is required. Staff requests updating of reports and
debris removal. After cleanup these wells can be removed from
the list of concerns.
REGULATION CHANGES
20 AAC 25.040, WELL IDENTIFICATION
The language contained in (d) will refer to multi -branch which is
defined in regulation and commonly used. AOGA knows of no
dissention in industry.

Commissioner Seamount seconded and the motion passed unanimously.
20 AAC 25.287, WIRELINE OPERATIONS
Language in (d)(1) has been changed to require monthly testing
rather than weekly testing.

Existing language has been changed in the definition of primary

1 definitions I was looking at the AOGA comments that
2 came in on the 1st of April and the proposed definition
3 in the regulation and I just wanted to understand the
4 AOGA comment in terms of what we've proposed. The
5 Commission proposes definitions for main wellbore and
6 lateral. The terms primary wellbore and well branch
7 are already used in the permit sections to refer to
8 multilateral, et cetera. I'm paraphrasing. And then
9 990 which is the definition section already provides
10 definitions for well and well branch which it does. Sc
11 the Alaska Oil and Gas Association states that the
12 Association is concerned that the additional terms of
13 main wellbore and lateral could be confused with the
14 terms primary wellbore and well branch respectively.
15 So do we have a thought on that now?
16 CHAIR FOERSTER: Introduce yourself for the

18 MR. SCHWARTZ: This is Guy Schwartz, one of the
19 staff engineers and primary author of these changes.
20 And I look at their comments and there is some validity
21 to their comments.

(a) Every well must be identified by a sign posted in a conspicuous place. During the period
of time from commencement of drilling operations to well completion, suspension, or
abandonment, the sign must be on or near the drill rig, but not more than 100 feet from the
well. After well completion or suspension, the well sign must be at the wellhead or on the
wellhead building. The sign must be of durable construction, large enough to be legible under
normal conditions at a distance of 50 feet, and maintained in legible condition. Each sign must
show the (1) name of the well or main wellbore as designated by the operator under 20 AAC

(c) The rated working pressure of the well control equipment must exceed the maximum potential
surface pressure to which it may be subjected. If an approved Application for Sundry Approvals (Form
10-403) is required under 20 AAC 25.280, the commission will specify in that approved application the

(73) "main wellbore" means the active wellbore which is drilled from surface to the reservoir
target, in which additional permitted laterals or spokes are drilled. In the case of a sidetracked well
the new wellbore becomes the main wellbore.
(36) "lateral (multilateral)" means a new, directionally -drilled wellbore that exits a pre-existing,
completed or suspended wellbore to a new bottom -hole location. The pre-existing wellbore (i.e. main

Thank you for the opportunity to comment on the Alaska Oil and Gas Conservation
Commission's ("AOGCC" or "Commission") proposed modifications to the well control
requirements in 20 AAC 25.287 for maintenance, testing and pressures for wireline operations,
dated February 20, 2013. The 15 members of the Alaska Oil and Gas Association ("AOGA")
account for the majority of oil and gas exploration, development, production, transportation,
refining, and marketing activities in Alaska. We appreciate the Commission's continued
diligence and oversight of the regulation of Alaska's oil and gas activities.
The Commission's proposed revisions to 20 AAC 25.040 clarifies the information required on
well signs for multi -lateral wells. For most wells, the basic information on the sign will be the
same as required in the past with the exception that for multilaterals a well name suffix "MU
will be required. The information on the sign only applies to the "main wellbore" for
multilaterals. However, the information for the lateral(s) (i.e., well name, owner/operator, API,
surface location, PTD) will need to be available upon request. It is unclear if the proposed
requirement, as written, will be retroactive and new signs will immediately be required for all
multilateral wells. AOGA respectively suggests the Commission clarify the requirements for
existing well signs, and if necessary, allow modification of existing signs to designate the well as
a multilateral.

The Commission also proposes definitions in 20 AAC 25.990 for "main wellbore" and "lateral

refer to multilateral wells and elsewhere in the regulations. 20 AAC 25.990 already provides
definitions for "well" and "well branch," and we are concerned that the additional terms of "main
wellbore" and "lateral (multilateral)" could be confused with the terms "primary wellbore" and
"well branch," respectively.
The Commission's proposal to amend 20 AAC 25.287 includes the addition of a requirement to
monthly rebuild wireline valves and function pressure testing before reentering the wellbore. As
written, the requirement for monthly rebuilding would be inefficient and costly for Cook Inlet
operators and service providers to achieve as equipment use is more sporadic than North Slope
operations, and Cook Inlet operators may forego rigging to a platform for months at a time. For
these operations, rebuilding wireline valves every six months may be sufficient. Accordingly,
we suggest revising 20 AAC 25.287(d)(1) to read: "wireline valves must be dismantled and
rebuilt to ensure the integrity of inner seals after every thirty days of use and no later than every
180 consecutive days. Following rebuild, the wireline rams must be closed and function
pressure -tested before reentering the wellbore after 30 days of use and no later than every 180
consecutive days." It is also unclear whether AOGCC intends to require function pressure
testing once after rebuilding wireline valves, or to require testing before reentering each and
every well after rebuild.

ConocoPhillips proposes a change to 20 AAC 25.040 Well Identification regulations. The
proposal involves reducing the amount of data required by the regulation on well signs
that should result in more accurate information at the wellhead. In addition, the proposal
will eliminate the requirement for redundant signs on multi -lateral wells.
When the regulation was written, each wellbore contained only one well. Now
multilaterals are quite common in which each mother -bore may have 3 or 4 laterals. As
the regulation is currently worded, each lateral requires a separate sign. Since the date of
the current regulation technology has evolved and all of the information required by 20
AAC 25.040 can be readily retrieved from a database or is just a phone call away from a
well location.
The current regulation provides some relief to signage requirements by allowing a sign at
the entrance of a multiple -well drill site to cover 20 AAC 25.040 (a)2- (a)5 (see below).
However, ConocoPhillips requests additional relief by allowing items (a)2 4a)5 to be
available on request and allowing the sign on a multi -lateral well to contain only the
name of the mother -bore. For example: Multi -lateral well 1C-01, 1C-01L1, 1C-01L1-01,
1 C-01 L 1-02, 1 C-01 L 1-03 would only require the well name 1 C-01 on the well head or
well house. Sidetrack wells would still include the letter designation on the well head or
well house; i.e., the 1A-04A sign would read 1A-04A. This request also proposes relief
from the requirement for the permit to drill number to be posted on the well signs (item
(a)6 in the regulation, see below) as they are readily available in a database.
ConocoPhillips proposes the changes to the wording of 20AAC 25.040 Well
Identification regulations as noted in the following text:

ConocoPhillips believes this change will improve the accuracy of wellsite information,
will lower operating costs and prevent waste by reducing the amount of information
required at the well locations. Please consider this proposal as an improvement of the

Dear Commissioner Seamount:
ConocoPhillips proposes a change to the slickline and conductorline wireline valve
function testing requirements listed in the 20 AAC 25.287, Well control requirements for
wireline operations.
These changes would eliminate some of the ambiguity in the verbiage set forth in the
document 20 AAC 25.287 as to the definition of a function test versus a closure function
test of wireline valves. Currently closure function tests of wireline valves are performed
weekly in shop pressure test bays, as per current interpretation of the state
requirements. Global industry standard for closure function test of wireline valves is a
yearly minimum.
ConocoPhillips proposes changing the current regulations to require a monthly closure
function test of wireline valves. This change in frequency would allow function testing
to coincide with the current unit maintenance schedule and allow us to more efficiently
utilize our contracted equipment.
ConocoPhillips proposes the changes to the wording of 20 AAC 25.287 as follows:
20 AAC 25.287. Well control requirements for wireline operations
(a) This section applies to workover or service operations performed with slickline or
conductor line with the tree in place. These operations are also subject to the
requirements of 20 AAC 25.527.
(b) Well control equipment must include
(1) a set of wireline rams suitable or sized for each diameter of wire passing
through the wireline valve;
(2) a lubricator or pressure deployment system; and

(3) a high pressure pack -off, stripper, or greasehead with linewiper, stripper, or
pack -off.
(c) The rated working pressure of the well control equipment must exceed the
maximum potential surface pressure to which it may be subjected. If an
approved Application for Sundry Approvals (Form 10-403) is required under 20
AAC 25.280, the commission will specify in that approved application the working
pressure that the equipment must be rated to meet or exceed.HePeveF, - e

(d) The operator shall test the well control equipment as follows:
(1) at least once a month, wireline valves must be dismantled and rebuilt to ensure
the integrity of the inner seals. Following rebuild the wireline rams must be
closed and function pressure -tested before wellbore entry, at least enee a • eek,
using a non -compressible fluid, to
the required working pressure specified in an approved Application for Sundry
Approvals under 20 AAC 25.280 or, if that application is not required, to the
maximum potential surface pressure to which that equipment may be subjected;
(2) after each installation of the well control equipment, that equipment must be
pressure -tested, before wellbore entry, to the maximum potential wellhead
pressure to which that equipment may be subjected;
(3) if the wireline valve rams have been used, repaired or changed, the wireline
rams must be closed and function pressure -tested before wellbore entry, using a
non -compressible fluid, to the required working pressure specified in an
approved Application for Sundry Approvals under 20 AAC 25.280 or, if that
application is not required, to the maximum potential surface pressure to which
they may be subjected.
(e) The operator shall post in the operator's cab a copy of the approved Application
for Sundry Approvals, if that application is required under 20 AAC 25.280, any
geologic hazard information obtained while drilling the well, and a copy of the
operator's standing orders specifying well control procedures.
(f) Upon request of the operator, the commission will, in its discretion, approve a
variance from the requirements of this section if the variance provides at least an
equally effective means of well control.

Subject: Proposed change to 20 AAC 25.287, Well control requirements for wireline
operations
Commissioner Seamount:
ConocoPhillips would like to propose a change to the slickline and conductorline wireline
valve function testing requirements listed in the 20 AAC 25.287, Well control
requirements for wireline operations.
These changes would eliminate some of the ambiguity in the verbiage set forth in the
document 20 AAC 25.287 as to the definition of a function test versus a closure function
test of wireline valves. Currently the two major wireline and slickline providers in the
state, Schlumberger and Halliburton, have been performing weekly closure function tests
of wireline valves in shop pressure test bays, as per current interpretation of the state
requirements. Global industry standard for closure function test of wireline valves is a
yearly minimum.
ConocoPhillips proposes changing the current regulations to require a monthly rebuild
and closure function test of wireline valves. This change in frequency would allow our
function tests to coincide with current unit maintenance schedule and allow us to more
efficiently utilize our contracted equipment.
ConocoPhillips proposes the changes to the wording of 20 AAC 25.287 listed on page
two.
20 AAC 25.040. Well identification
0 (a) Every well must be identified by a sign posted in a conspicuous place. During the
period of time from commencement of drilling operations to well completion,
suspension, or abandonment, the sign must be on or near the drill rig, but not more than
100 feet from the well. After well completion or suspension, the well sign must be at the
wellhead or on the wellhead building. The sign must be of durable construction, large
enough to be legible under normal conditions at a distance of 50 feet, and maintained in
legible condition. Each sign must show the
(1) name of the well or main wellbore as designated by the operator under 20 AAC
25.005 for the well drilled from the surface location;
(2) name of the owner;
(3) name of the operator if different from the owner;
(4) API number that the commission has, under (b) of this section, assigned to the well;
(5) well surface location by governmental quarter section, section, township, and range;
and
(6) Permit to Drill number that the commission has assigned under (b) of this section.
The commission will assign a Permit to Drill number and an API number when a
Permit to Drill (Form 10-401) is approved.
(b� (.0 For platforms or multiple -well drill sites, the information required in (a)(2) - (a)(5) of
this section may be posted on one sign on the platform or at the main entrance to the drill
site.
Ce) & For wells with greater than one permitted wellbore (i.e. multilateral completions) the
main wellbore will require compliance with (a)1 — (a) 6 of this section. Lateral details
as specified by (a)1 — (a)6 of this section need not be posted but must be available upon
request The wellhead sign must include the suffix- (ML) in the wellname indicating
multiple active wellbores are present.
20 AAC 25.990 Definitions
(xx) main wellbore means the active wellbore which is drilled from surface to the
reservoir target, in which additional permitted laterals or spokes are drilled. In the case
of a sidetracked well the new wellbore becomes the main wellbore.
(xx) lateral (multilateral) means a new, directionally -drilled wellbore that exits a pre-
existing, completed or suspended wellbore to a new bottom -hole location. The pre-
existing wellbore (i.e. main wellbore ) must remain capable of production or injection.

This is a follow up email to recap our phone conversation yesterday as per request. The conversation revolved around the
ambiguity of some of the verbiage set forth in the document 20 AAC 25.287 listed below as to the definition of a function
test vs. a closure function test.
We discussed that the frequency of wireline valve function tests may have resulted from the consideration of the wireline
valve as a BOP. As we are aware wireline valves are not blow out prevention equipment, like a Rig BOP, but historically
they have been called BOPS as they look similar to rig BOPS.
The two major wireline and slickline providers in the state, Schlumberger and Halliburton, have been contacted and queried
for their global pressure equipment requirements. Both companies are in agreement and indicate a function test of wireline
valves should be completed at a minimum of once a year. However, you and I agreed that this seemed a bit too long between
checks and also discussed that the current state requirements may also be a bit too frequent for our North Slope and Cook
Inlet needs. As per requirements, Schlumberger and Halliburton currently have been performing weekly eline stem function
tests and weekly tests of slickline rams in shop pressure test bays.
Upon further inquiry, Schlumberger Wireline Headquarters indicated their intent on tightening up their global standards and
furnished the following potential guidelines:

Every time WLV rams activated during a job as inner seals possibly got damaged or deformed
Every time you do change the inner seals ( which is normal to ensure they are installed correctly)
Anytime you dismantle WLV ( as you need to make sure all parts that was put in place are function properly)
Every Month to ensure integrity of the inner seals ( To ensure that environment did not corrode inner seals, as in TRIM you
will need to dismantle all WLV)
Every Job If very corrosive environment encountered or local regulation requirements
Every Year as part of Q-check
Every 5 years part of Major certification
These proposed guidelines provide a strict monthly rebuild and stem test schedule, however less than the perceived current
state regulations. This would allow our function tests to coincide with current unit maintenance schedule while also allow for
a tightening up of requirements if more corrosivity were to show up in the future. Again it is important to note that the
wireline valves are not blow out prevention equipment and are never used as such. Pursuing this North Slope and Cook Inlet
frequency variance would allow us to more efficiently optimize production through better utilization of our contracted
equipment.

The Alaska Oil and Gas Conservation Commission (Commission) proposes to 1) amend 20 AAC 25.287 to modify the well
control requirements for maintenance, testing and pressures for wireline operations, 2) amend 20 AAC 25.990 to define
"main wellbore' and "lateral (multilateral)", and amend 20 AAC 25.040 to clarify wellhead signage requirements.
Specifically, the Commission proposes to amend 20 AAC 25.040 to specify the signage requirements for wells with more
than one permitted wellbore.
The Alaska Oil and Gas Conservation Commission also proposes to amend 20 AAC 25.287 to:
1. delete the language "the rated working pressure of an annular type preventer need not exceed 5,000 psi."
2. require monthly rebuilding of wireline valves and function pressure testing before reentering the wellbore.
3. remove the requirement of weekly function pressure testing for well control equipment for wireline operations.
