Surface evaluations were performed at the sites in 1989 and 1990. —1ais correspondence describes our review procedures, puts forward the Department's findings. and takes action upon the closure request. The 29 facilities were assessed by Amoco prior to the issuance of the ADEC Interim Site -assessment Guidance for Inactive Drilling Waste Sites. June 1991. The new Alaska Solid Waste Reguiations. 18 AAC 60, became effective January 28, 1996 and contains a chapter on inactive reserve pit closures (1 18 AAC 60.440). The closure criteria in the new regulations parallel the closure criteria in the 1991 guidance document, and the review procedures require a discussion of the risk screening assessment as required in the 1991 document. Briefly, the significance of risk to local receptors is evaluated through study of contaminant release, exposure criteria. and consequence criteria. The 1989-1990 Amoco assessment program included acquisition of numerous (10-30) shallow cores within and adjacent to each drill pad, sampling of the cored material at five-foot intervals, and installation of monitoring wells on several facilities from which shallow groundwater was encountered while coring. Total petroleum hydrocarbon (TPH), BTEX. and Mr. D. A. Bovice in ? No further action is needed for the drilling waste facilities at the referenced locations. (or) Conditionally closed. A closure plan was submitted and appears complete. however further investigative action or rehabilitation is required. as noted, for the facilities at these sites. (or) C'osure denied. The closure plan is incomplete. as submitted. Additional investigative action or rehabilitation is required, as noted. for the facilities at these sites. CLOSURE STATUS OF INACTIVE SITES Each facility was assigned to one of the following categories after considering the collective body of information available for each site. Facilities which do not receive final closure approval will be re-evaivated for closure by .He Department upon receipt of the .additional requested information. Closed As Is ine Departmental decision upon the request for closure submitted by Amoco Production Company is to approve for closure the below -referenced drilling waste disposal facilities, effective September 6. 1996. and to declare the 25 facilities "Closed As Is". No objections or issues were put forth by the public or other state agencies during the 30 day review process. Vhiie there is a basis for concern at the remote sites where drilling mud was disposed in a sensitive environment. there is no standina water in contact with the waste. and therefore, negligible risk. Consequently. any corrective action warranted at the sites is not required by the ADEC. reaiizing that the impact of the corrective action would be much greater than the benefits received. 1 fie sites have reve2_etated, and any corrective measures would impact the established plant species at the locations. Groundwater monitoring wells at the closed sites may be decommissioned as specified in the ADEC document Recommended P-actices for Llonitorina :v ell Design Installation. and Decommissioning (1992), or by an alternate method approved by the Department. These conditions must be met prior to issuance of final closure approval for each reserve pit facility. The decision of t:. ADEC is to declare the following facilities 'Conditionally Closed" until information reQ::ired to address the conditions is provided to the Department. The assessment packages for thesz, sites were not included for public review; this process will be initiated upon fulfillment of the specific conditions. Napatuk Creek No. 1 Concern is expressed by the U.S. Fish and Wildlife Service over surface conditions at Napatuk Creek No. 1, which appear to be impacted by abandoned drilling -related trash and equipment. Of particular concern are references in the original assessment document to drums. batteries. and sacks of drilling mud and/or mud additives. Recent documentation (8/ 19/96) supplied by Amoco to the ADEC demonstrates that further clean-uD was performed after the assessment date. and the debris was removed or disposed of properly. This information has been forwarded to the U.S. Fish and Wildlife Service for review. Tyonek State No. 1 Concern is expressed by the Contaminated Sites Section of ADEC over potential groundwater contamination from buried reserve pit wastes at the Tvonek State No. 1 location. especially with frequent summer habitation of the site by Tyonek village residents. Evidence from the 1990 monitoring well data indicate substantial water quality exceedances with respect to chromium, lead, barium. TPH, and the BTEX components. Subsequent analyses from samples collected in 1991 and 1993 indicate the BTEX concentrations are diminishing; however, metal analyses were not reported and TPH concentrations appear to increase significantly in 1993. Final closure approval of the reserve pit may be granted under IS AAC 60.440(j)(5) "if the owner or operator demonstrates that water pollution in the affected water body is diminishing". Therefore, it is requested that Amoco re -sample the two monitoring wells to verify that BTEX. DRO, and metal concentrations are diminishing. Accurate analyses of the metal and hydrocarbon (DRO and BTEX) Mr. D. A. Closure Denied Closure conditions were also placed on the below -named facilities. Further investigative action must be performed prior to issuance of final closure approval for each reserve pit facility. The decision of the ADEC is to " Denv" closure approval of the following facilities until information required to address the conditions is provided to the Department. The assessment packages for these sites were not included for public review; this proc °ss will be initiated upon tuifillment of the specific conditions. Ahtna Inc. No. 1 Barium, TPH, and BTEX concentrations in soil cores from the Ahtna Inc. No. 1 site (core locations 5, 6. 12, 13) indicate drilling waste is present at or within a five foot depth within the reserve pit depression. Standing water occurs within the depression in possible contact with the waste. Consequently, closure of the reserve pit under 18 AAC 60.440(j) requires sampling and analysis of surface water at the site as specified in Tables C and D. Water from ponds on the north and south ends of the reserve pit and at background and down - gradient locations should be sampled. The analytical data. an appropriate qualitative risk assessment; and analysis of feasible corrective action as outlined in 18 AAC 60.440(f)(7-10) are required prior to closure. Chuitna River State Further information is required to reach a final decision on the closure status of the Chuitna River State location. High concentrations of BTEX (Level A and B soil exceedances), TPH, and several metals in the reserve pit drilling waste exist at or within 5-10 ft depths, and may contact the large pond of standing water. Groundwater from monitoring wells around the pit identified variable levels of petroleum hydrocarbons. Large concentrations of TPH at station -1W28 (TPH=58 mg/1) and _MW9 (TPH=10 mg/1) were observed in the 1.993 data. The down -gradient occurrence at _MW9 suggests that TPH-derived organics may be migrating outside the pit area. Groundwater metal analyses were not included. Surface water analyses from the 1993 program identified trace levels of the BTEX components; elevated levels of barium and lead (Pb =25 ppb) were detected in a 1989 surface sample. The Department requests that further sampling and analvses of the required metal and hydrocarbon components listed in Table D (18 AAC 60.440) be performed at the site, Utilizing analytical methodology specified therein. At least one surface water sample from location SW4, and three groundwater samples from MW9. MW17, and MW28 are requested. The Department recommends that you bail/purge the monitoring wells prior to sampling and use a yield -filtration method to eliminate particulates from the groundwater (i.e. measure only the dissolved metal concentrations). Final closure approval of the site should then be possible under 18 AAC 60.440(j)(5) if the contaminant levels are indeed diminishing. Final closure approval will be granted after it is demonstrated to the .DEC that drilling wastes within the pits are not actively contaminating surface water or groundwater at the sites. Mr. D. A. In addition. ADNR reserves the right to further evaluate both pad and reserve pit of each site at the time of full lease closure. TERNIS AND CONDITIONS All of the above closure approvals are subject to the following terms and conditions: 1) Reserve Pit Facility Closure: The approval granted by this letter is for the inactive drilling waste reserve pit facility only, as required under 13 AAC 60.410. Closure for the pad as a whole must be coordinated between the owner/operator and the appropriate state (ADNR, ADF&G. AOGCC), or federal (BLM) agency. Additionally, should any contamination from historic spills be found on the pad outside the drilling waste site (reserve pit area), notification needs to be made to the ADEC Contaminated Sites Section (269-7659). 2) New Information: Should additional information concerning environmental conditions at the facility make further actions necessary to protect human health or the environment, the Department reserves the right to require additional investigation, assessment, monitoring, or remediation at the facility. Plat shall be drawn to a scale which will permit the facile observation of all pertinent data. Show distances of the proposed well from the two nearest lease and section lines, and from the nearest wells on the same lease completed in or drilling to the same reservoir. If the location requested is not in conformance with the applicable well -spacing rules, show all off -setting wells to the proposed well, and the names and addresses of all adjoining lease or property owners. In event plat is filed for the purpose of designating the drilling and producing unit, or proration unit, on which the proposed well is to be drilled, the boundaries of such unit shall be shown, also the boundaries of all other such units attributed to other wells on the same lease completed in or drilling to the same reservoir. The acreage contained within each unit shall also be shown. Do not confuse survey lines with lease lines. The sketch or plat should show your entire lease if possible.
