I . By letter dated May 5, 2016, Hilcorp Alaska, LLC (Hilcorp) requested a waiver of the
requirement to provide complete separation of flow streams from different pools as
specified in 20 AAC 25.210 for the Beaver Creek Unit 23 (BCU 23) (PTD 214-093) well
and authorization under 20 AAC 25.215(b) for downhole commingling of production
from the Beluga Gas Pool (Beluga) and the Tyonek Gas Pool (Tyonek) in the BCU 23
well.
2. Pursuant to 20 AAC 25.540, the Alaska Oil and Gas Conservation Commission
(AOGCC) tentatively scheduled a public hearing for June 14, 2016. On May 6, 2016, the
AOGCC published notice of the opportunity for that hearing on the State of Alaska's
Online Public Notice website and on the AOGCC's website, electronically transmitted
the notice to all persons on the AOGCC's email distribution list, and mailed printed
copies of the notice to all persons on the AOGCC's mailing distribution list. On May 9,
2016, the AOGCC published the notice in the ALASKA DISPATCH NEWS.
3. No protest to the application or request for hearing was received.
4. Because Hilcorp provided sufficient information upon which to make an informed
decision, the request can be resolved without a hearing.
5. The tentatively scheduled hearing was vacated on May 31, 2016, and the period for
public comments closed on June 10, 2016. No public comments were received.
FINDINGS:
I . Hilcorp is the operator of the Beaver Creek Unit (BCU) and the BCU 23 well, located
onshore in the Kenai Peninsula Borough, Alaska.
2. The BCU 23 well is a deviated development well with an onshore surface location 1,125
feet from the north line and 1,715 feet from the west line of Section 34, Township 7
North, Range 10 West, Seward Meridian (S.M.). The bottom -hole location is
approximately 1,935 feet from the north line and 1,565 feet from the east line in the same
section.

3. The surface and bottomhole locations of the BCU 23 well lie within Bureau of Land
Management lease A028083.
4. The BCU 23 well was completed in the Beluga in December 2014 with disappointing
results. Initial production was less than 350 MCF/D. Additional perforations were added
to the Beluga in May 2015 but did not appreciably add to production from the well.
5. Hilcorp proposes to perforate zones in the deeper Tyonek while keeping the existing
Beluga perforations open to production.
6. The pressure in the Beluga at the BCU 23 well's location was determined to be 2,615 psi,
which equates to a pressure gradient of 0.33 psi/ft, during a pressure buildup test that
commenced on March 19, 2016. Hilcorp expects this to be greater than the flowing
pressure of any Tyonek sand that it may produce.
7. Hilcorp proposes that initially any increase in production seen by the well after the
Tyonek has been perforated would be allocated to the Tyonek and that yearly thereafter a
production log will be run to determine the allocation split between the Beluga and
Tyonek.
CONCLUSIONS:
1. A waiver of the requirements of 20 AAC 25.210 is not required because authorization to
commingle production in the wellbore is addressed by 20 AAC 25.215..
2. Allowing commingling of production from the Beluga and Tyonek should extend the
economic life of the BCU 23 well and thus lead to greater ultimate recovery than if the
zones were produced separately.
3. The Beluga is a relatively low permeability formation and as such is not a prolific
producer. Any potential for crossflow between the Beluga and Tyonek would be
minimized by the low permeability and low productivity of the Beluga.
4. Basing production allocation initially on the pre -and post Tyonek perforating of the BCU
23 well and then conducting yearly production logs thereafter will result in adequate
allocation of production from those separate pools.
NOW THEREFORE IT IS ORDERED:
Pursuant to AS 31.05.030 and 20 AAC 25.215(b), the downhole commingling of production
between the Beluga and Tyonek in the BCU 23 well is hereby approved with the following
conditions:
1. For the first year production may be allocated based on the difference between the well's
production pre and post perforating of the Tyonek.
2. Thereafter, a production log must be run at least once every 12 months to determine a
new production allocation factor for the well.
3. Copies of all tests and logs used for determining allocation of production shall be
submitted to the AOGCC within 30 days of being run.

may administratively amend this order as long as the change does not promote waste or
jeopardize correlative rights, is based on sound engineering and geoscience pr, s, and will

RECONSIDERATION AND APPEAL NOTICE
As provided in AS 31.05.080(a), within 20 days after written notice of the entry of this order or decision, or such further time as the
AOGCC grants for good cause shown, a person affected by it may file with the AOGCC an application for reconsideration of the
matter determined by it, If the notice was mailed, then the period of time shall be 23 days. An application for reconsideration must
set out the respect in which the order or decision is believed to be erroneous.
The AOGCC shall grant or refuse the application for reconsideration in whole or in part within 10 days after it is filed. Failure to act
on it within 10-days is a denial of reconsideration. If the AOGCC denies reconsideration, upon denial, this order or decision and the
denial of reconsideration are FINAL and may be appealed to superior court. The appeal MUST be filed within 33 days after the date
on which the AOGCC mails, OR 30 days if the AOGCC otherwise distributes, the order or decision denying reconsideration,
UNLESS the denial is by inaction, in which case the appeal MUST be filed within 40 days after the date on which the application for
reconsideration was filed.
If the AOGCC grants an application for reconsideration, this order or decision does not become final. Raiher, the order or decision on
reconsideration will be the FINAL order or decision of the AOGCC, and it may be appealed to superior court. That appeal MUST be
filed within 33 days after the date on which The AOGCC mails, OR 30 days if the AOGCC otherwise distributes, the order or decision
on reconsideration.
In computing a period of time above, the date of the event or default after which the designated period begins to run is not included in
the period; the last day of the period is included, unless it falls on a weekend or state holiday, in which event the period runs until 5:00
1 p.m. on the next day that does not fall on a weekend or state holiday.

The application of Hilcorp Alaska, LLC (Hilcorp) for authorization under 20 AAC
25.215(b) for the downhole commingling of production from the Tyonek and Beluga Gas
Pools in the Beaver Creek Unit No. 23 (BCU 23) well.
Hilcorp, by letter dated May 5, 2016, requests the Alaska Oil and Gas Conservation Commission
(AOGCC) issue an order, in accordance with 20 AAC 25.215(b), authorizing the downhole
commingling of production from two gas pools in the wellbore of the BCU 23 well.
BCU 23 is currently completed in and producing from the Beluga Gas Pool. Hilcorp proposes
adding perforations to the well to test and produce from sands within the proposed Tyonek Gas
Pool. The downhole commingling of production from two or more pools in a common wellbore
can only be done if the AOGCC has issued an order approving the operation.
The AOGCC has tentatively scheduled a public hearing on this application for June 14, 2016 at
9:00 a.m. at 333 West 7 th Avenue, Anchorage, Alaska 99501. To request that the tentatively
scheduled hearing be held, a written request must be filed with the AOGCC no later than 4:30
p.m. on May 25, 2016.
If a request for a hearing is not timely filed, the AOGCC may consider the issuance of an order
without a hearing. To learn if the AOGCC will hold the hearing, call (907) 279-1433 after May
31,2016.
In addition, written comments regarding this application may be submitted to the AOGCC, at
333 West 7h Avenue, Anchorage, Alaska 99501. Comments must be received no later than 4:30

Gas Pools in the wellbore of BCU 23 at the Beaver Creek Field
Dear Ms. Foerster:
Hilcorp Alaska, LLC (Hilcorp), as operator of the Beaver Creek Field/Unit hereby
requests that a Conservation Order be granted by the Alaska Oil and Gas Conservation
Commission ("AOGCC") to permit the commingling of gas production from the both the
Beluga Gas Pool ("Beluga") and Tyonek Gas Pool ("Tyonek") in the BCU 23 well.
Issuance of the requested Order requires an exception to 20 AAC 25.215(b).'
Additionally, Hilcorp requests waiver of the requirement to provide complete separation
of flow streams from separate pools as specified in 20 AAC 25.2 10 . 2
On February 18, 2016, Hilcorp submitted a proposal to modify Conservation Order 237
to formally define the Tyonek. A hearing on that issue was held on Tuesday, March 29,
2016. To date, the AOGCC has not issued an order and that docket remains in
adjudication.
For the purposes of this comingling application, Hilcorp is utilizing the currently
approved definition of the Beaver Creek Field's Beluga Gas Pool (6,370' MD to 9,650'
MD in the BCU IA well); and the proposed definition of the Beaver Creek Field's
Tyonek Gas Pool (8,8 86' MD to 14,518' MD in the BCU No. 4 well).
120 AAC 25.215(b) provides: Comingling of production within the same wellbore from two or more
pools is not permitting, unless, after request, notice, and opportunity for public hearing in conformance
with 20 AAC 25.540, the commission (1) finds that waste will not occur, and that production from separate
pools can be property allocated; and (2) issues an order providing for commingling for wells completed
from these pools within the field.
2 20 AAC 25.2 10 provides: A well may not be completed in more than one pool without approval of the
commission. The commission will require evidence of complete separate of flowstreams from separate
pools, as ascertained by a pressure test or other acceptable test conducted at the time the packers are set.
Subsequently, if packer leakage is suspected, the commission will require the operator to provide proof of
complete separation of the pools involved in the completions or make a packer leakage test. At least 24
hours notice must be given so that the packer leakage test may be witnessed by a representative of the
commission.

Notably, Hilcorp has submitted, and BLM has approved, a parallel application to allow
the requested commingling in the wellbore of BCU 23. See Exhibit E.
Background
Hilcorp drilled the BCU 23 in August 2014.3 Initial perforations were not productive. In
December 2014, well was brought online from new perfs in the Beluga (-250 mcf/d). A
perf gun and tool string was lost in the well during the December 2014 perf add but were
fished out in February 2015. Additional Beluga perforations were added in early May
2015 with a nominal increase in rate.
Initial production peaked at 373mcf/d in January 2014 and has declined since. The well
is currently producing approximately 100-150mcf/d. By adding perforations to the
Tyonek, Hilcorp anticipates increasing production. For a comparison of well
performance see Figure 2 (BCU 23 - Beluga vs. BCU 24 - Tyonek). BC 24 is located
over 1,200ft south of BC 23 at the top of the Tyonek and is currently producing
3 Permit to Drill Number 214-093; API Number 50-133-20635-00.

8.4mmcf/d out of two sands. Although duplicating BC 24 does not have a high chance
of probability, our goal is to identify similar productive sands in the BC 23.

To extend the productive life of this wellbore, Hilcorp now requests permission to test
potential by-passed production in the Tyonek without isolating existing perforations
within the Beluga.
As demonstrated below, Hilcorp's proposal to commingle production from both the
Beluga and Tyonek Gas Pools will not lead to a loss of reserves or less ultimate recovery
from either pool. Moreover, waste will not occur and that proper procedures will be in
place to ensure that production from the Beluga and Tyonek pools are properly allocated,
Discussion
On March 19, 2016, Hilcorp conducted a build-up test on the BCU 23 well. After a 116
hour build up the final calculated sand face pressure was 2,615 psi and continuing to
build (Figure 3) which gives a mid perf gradient of 2,615psi / 7,809ft TVD = 0.33 psi/ft.
This pressure is greater than the maximum anticipated flowing tubing pressure of any of
the prospective Tyonek zones. The Beluga sands are tight, but not wet, and will continue
to produce at the anticipated post -perforation drawdown.

Moreover, BCU 23 is a monobore well utilizing 5-1/2", P110, 17 ppf production casing.
Due to this design constraint, a dual production string cannot be used to isolate the
downhole flows from the respective reservoirs.
After the initial testing phase of the Tyonek is complete, any additional rate gained by
the additional perforations will be attributed to the Tyonek. On an annual basis
thereafter, Hilcorp proposes to run a production log across all open perforations within
the wellbore. Such data will be used to meet the requirements of 20 AAC 25.215(b)(1)
(requiring that production from separate pools can be property allocated).
During the initial testing phase, and thereafter, all BCU 23 production associated with
the Beluga will be reported, for royalty purposes, to BLM and CIRI (joint landowners)
according to the allocation schedule required by the Beaver Creek Unit's Beluga
Participating Area. See Exhibit A. For AOGCC reporting of production, all BCU 23
production from the Beluga will be reported as Beluga Gas Pool.
Likewise, all BCU 23 production associated with the Tyonek will be reported, for the
purpose of royalties, to BLM and CIRI (joint landowners) according to the allocation
schedule required by the Beaver Creek Unit's Tyonek Participating Area. See Exhibit B.
For AGOCC reporting of production, all BCU 23 production from the Tyonek will be
reported as Tyonek Gas Pool.

Adherence to proper reporting requirements for both allocations of production and
payment of royalties will ensure that the correlative rights of affected landowners are
adequately protected.
Conclusion
Hilcorp respectfully requests that a Conservation Order be granted by the Alaska Oil and
Gas Conservation Commission to permit the commingling of oil and gas production
from the Beaver Creek Field, Beluga and Tyonek Gas Pools in the BCU 23 well.
Further, Hilcorp requests waiver of the requirement to provide complete separation of
flow streams from the two pools.
If the Commission does not grant approval to commingle the two pools, Hilcorp will be
unable to evaluate potential bypassed Tyonek pay in the BCU 23 wellbore

1. All production from the Tyonek shall be reported under the Tyonck PA (891008868C) as a D1
completion and all production from the Behiga shall be repo, ried under the Beluga PA (891008868A)
as a D2 completion.
2. Prior to perforating the Tyonck Zone, a Sundry Notice, Notice of Intent, must be submitted for the
perforating operations.
3. Production allocation logs must be run at a minimum once every 12 months and be inade available to
the Authori7ed Officer upon request.
4. Within 30 days of (he completion of operations, a Subsequent Report on Form 3160-5. Sundry Notice
and Reports of Wells, shall be submitted to the BLM Alaska State Office. Branch of Energy and
Minerals.
Notification Reaulrements:
All notifications and changes to the submitted Notice of Intent must be reported verbally or in writing
