The application of ConocoPhillips Alaska, LLC (CPA) for an exception to the spacing
requirements of 20 AAC 25.05 5 for the recompletion of CRU Halo CD I - 15.
CPA, by letter dated January 26, 2016, requests the Alaska Oil and Gas Conservation
Commission (AOGCC) issue an order for an exception to the spacing requirement of 20 AAC
25.055 because the proposed well recompletion is within 3,000 feet of a well capable of
producing in the same Halo Undefined Gas Pool.

scheduled hearing be held, a written request must be filed with the AOGCC no later than 4:30
p.m. on February 17, 2016.
If a request for a hearing is not timely filed, the AOGCC may consider the issuance of an order
without a hearing. To learn if the AOGCC will hold the hearing, call (907) 793-1221 after
February 22, 2016.
In addition, written comments regarding this application may be submitted to the AOGCC, at
333 West 7th Avenue, Anchorage, Alaska 99501. Comments must be received no later than 4:30

ConocoPhillips Alaska, Inc. ("CPAI"), as operator of the Colville River Unit (CRU), hereby
applies for an exception to the provisions of 20 ACC 25.05 5 for the recompletion of CRU CD I -
15. This well is being recompleted to access the Halo undefined gas pool to provide a source of
ftiel gas to start up the Alpine Central Facility (ACF) after a planned or unplanned facility
shutdown. The well may also be used during any shutdown or plant upset to provide ftiel gas to
the ACF electrical generation system to maintain process safety systems (heat, lights,
instrumentation air, etc.) at both the ACF and Alpine camp.

The surface location of CRU CD1-15 is on ADL025559, the proposed Halo interval depth is on
ADL025557. Both leases are ownedjointly by ConocoPhillips Alaska, Inc. (78%) and Anadarko
Petroleum Corporation (22%).
A spacing exception is required because the proposed well is within 3,000 feet of a well capable
of producing in the same interval, as shown in Exhibit "A". The CRU CD I - 14 Alpine well is not
completed in the Halo interval, but is located within 3,000 feet of the CD I - 15 well at the Halo
interval depth.

4. 1 have reviewed the application submitted for the exception to 20 AAC 25.055. To the best of
my knowledge and belief all facts therein are true and accurate.
5. 1 have reviewed the plats attached as Exhibit "A" and it correctly portrays pertinent and
required data.
6. Pursuant to 20 AAC 25.055 (b), CPAI, the well operator, prepared a Notice of Request for
Exception to the Provision of 20 AAC 25.055. A copy of this notice is attached hereto.
7. On January 26, 2016, pursuant to 20 AAC 25.055 (b), CPAI sent a copy of said notice by
certified mail to the last known address of all owners, landowners and operators of all properties within 3,000 feet
of CPAI's Halo CD1-15 well, and of the governmental sections directly and diagonally offsetting the

ConocoPhillips Alaska, Inc. ("CPAI"), as operator of the Colville River Unit (CRU), hereby
applies for ari exception to the provisions of 20 ACC 25.055 for the recompletion of CRU CD I -
15. This well is being recompleted to access the Halo undefined gas pool to provide a source of
fuel gas to start up the Alpine Central Facility (ACF) after a planned or unplanned facility
shutdown. The well may also be used during any shutdown or plant upset to provide fuel gas to
the ACF electrical generation system to maintain process safety systems (heat, lights,
instrumentation air, etc.) at both the ACF and Alpine camp.

ADL025557. Both leases are ownedjointly by ConocoPhillips Alaska, Inc. (78%) and Anadarko

A spacing exception is required because the proposed well is within 3,000 feet of a well capable
of producing in the same interval, as shown in Exhibit "A". The CRU CD 1- 14 Alpine well is not
completed in the Halo interval, but is located within 3,000 feet of the CD I - 15 well at the Halo
interval depth.
