CORRECTED EMERGENCY ORDER
Review of a well failure and uncontrolled release of fluids at Prudhoe Bay Unit DS02-03B revealed
the root cause of the incident to be a combination of the well construction geometry — outer casing
shoe set in the permafrost — and thawing permafrost and subsidence. As a result, AOGCC is
undertaking a review of all wells on the North Slope. No later than December 31, 2017,
ConocoPhillips Alaska, Inc. shall shut in all North Slope wells it operates which have similar
construction geometry and provide to AOGCC a list of those wells. Failure to comply with this
order will result in AOGCC taking action pursuant to AS 31.05.150.

As provided in AS 31.05.080(a), within 20 days after written notice of the entry of this order or decision, or such further time as the
AOGCC grants for good cause shown, a person affected by it may file with the AOGCC an application for reconsideration of the matter
determined by it. If the notice was mailed, then the period of time shall be 23 days. An application for reconsideration must set out the
respect in which the order or decision is believed to be erroneous.
The AOGCC shall grant or refuse the application for reconsideration in whole or in part within 10 days after it is filed. Failure to act
on it within 10 -days is a denial of reconsideration. If the AOGCC denies reconsideration, upon denial, this order or decision and the
denial of reconsideration are FINAL and may be appealed to superior court. The appeal MUST be filed within 33 days after the date
on which the AOGCC mails, OR 30 days if the AOGCC otherwise distributes, the order or decision denying reconsideration, UNLESS
the denial is by inaction, in which case the appeal MUST be filed within 40 days after the date on which the application for
reconsideration was filed.
If the AOGCC grants an application for reconsideration, this order or decision does not become final. Rather, the order or decision on
reconsideration will be the FINAL order or decision of the AOGCC, and it may be appealed to superior court. That appeal MUST be
filed within 33 days after the date on which the AOGCC mails, OR 30 days if the AOGCC otherwise distributes, the order or decision
on reconsideration.
In computing a period of time above, the date of the event or default after which the designated period begins to run is not included in
the period; the last day of the period is included, unless it falls on a weekend or state holiday, in which event the period runs until 5:00
p.m. on the next day that does not fall on a weekend or state holiday.

By letter dated December 21, 2017, the Alaska Oil and Gas Conservation
Commission (AOGCC) approved the ConocoPhillips Alaska, Inc. (CPAI) request for
relief from Other Order 131 for the following wells: 1 D-101, 1 D-103, 1 D-107, 1 D-140,
and 1 D -141A. Separately, the AOGCC requested CPAI to provide a detailed
overview of its subsidence program.
In response, CPAI submits the attached overview. If requested, a more detailed
description of our program could be prepared and provided to the AOGCC.

CPAI Subsidence Overview
Wellbore damage caused by permafrost thaw deformation is tracked and mitigated by a surveillance
program. The primary driver and predictor of damage is the rate of wellhead subsidence. Risk across the
field is determined by subsidence rate and, where possible, characterization of evident casing damage.
Localized casing strain damage caused by ice -rich soils presents the greatest potential for loss of access to
the reservoir and, therefore, is most likely to require a rig repair. Uniform strain damage rarely results in
drift issues and loss of wellbore access.
Detecting or predicting the presence of ice -rich soils that cause the greatest damage has proven very
difficult to do with confidence and cost-effectiveness. As a result, a robust surveillance program is in place.
Wells with indicators of subsidence damage such as drift issues, buckled tubing or MITCA failures are
placed on the Subsidence Flowchart for increased surveillance as well as a plan forward to determine the
value of the well and need for a potential rig repair.
The Subsidence Team has developed best practices for Kuparuk development which include:
• 30 -foot well spacing. The exception to this is when a new well can be drilled through soils that are
already thawed.
• Minimum SC requirement of 10-3/4" L80
• Cement with Arctic Lite Crete
• Premium casing connections
• Isotherm NT as an insulating packer fluid to reduce convective heat transfer

By letter dated December 14, 2017, ConocoPhillips Alaska, Inc. (CPAI) requested relief from
Other Order 131 issued October 30, 2017. Other Order 131 directed CPAI to provide a list of its
wells that have outer casing shoes set in the permafrost and to shut those wells in no later than
December 31, 2017. Other Order 131 was issued in response to the failure of the Prudhoe Bay
Unit DS02-03B well. Similar orders were issued to all other North Slope operators. CPAI
requests approval to continue to operate the five wells it has identified as within the scope of
Other Order 131.
CPAI's request for approval is based upon information provided to AOGCC regarding the design
of its wells within the scope of Other Order 131. Based on review of that information AOGCC
finds CPAI has five wells — 1D-101, 1D-1-3, 1D-107, 1D-140 and 1D -141A — within the scope
of Other Order 131, that these wells do not have a body flange that locks the casing hangers
together, and that consequently the casing strings can move independently, which means
subsidence -induced loads do not pose the risk for well failure. CPAI's request is GRANTED.
The AOGCC does not require these wells to be shut in by December 31, 2017 and the status of
these wells may remain unchanged.
Please provide a detailed overview of CPAI Subsidence Program by December 31, 2017.

In Other Order 131, the Alaska Oil and Gas Conservation Commission ("AOGCC")
ordered ConocoPhiliips Alaska, Inc. ("CPAI") to provide a list of operated wells that
have outer casing shoes set in the permafrost, and to shut those wells in no later than
December 31, 2017. In response to that Order, CPAI met with AOGCC staff on
December 7, and provided a list of five wells that meet the criteria. The wells Kuparuk
River Unit West Sak wells: 1D-101, 1D-103, 1D-107, 1D-140, and 1D -141A
(altogether, "the Wells").
At the December 7 meeting, CPAI explained that the Wells have a different wellhead
design than the Prudhoe Bay Unit well that failed and gave rise to Other Order 131
and similar orders issued to other North Slope Operators. We also provided
supporting information at the meeting in the form of PowerPoint slides. For reasons
explained at that meeting, and summarized below, CPAI now requests AOGCC grant
approval to keep the Wells online after December 31, 2017. In brief, the reasons
supporting this request are:
The Vetco Grey Gen 1 wellhead design used on each of the Wells allows
independent upward vertical movement of each casing string. This means
subsidence movement cannot result in mechanically compressive forces at the
wellhead due to differential subsidence movement of the various casing strings.
Each of the Wells is designed as a single casing well (9-5/8" casing). The 13-
3/8" gravel isolation string terminating in the permafrost offers no pressure
containment to the system. Both the 20" conductor and the 9-5/8" annuli are
cemented to the surface in each of the Wells.
CPAI seeks AOGCC approval of this request prior to the December 31, 2017 deadline
set forth in Other Order 131, so that we can keep the Wells in their current service.

In response to Alaska Oil and Gas Conservation Commission Other Order 131
(Docket #OTH-17-039), ConocoPhillips has reviewed all of its operated wells in
Alaska and has identified five North Slope wells where the outer casing shoe is set
above the base of the permafrost. All five wells identified are West Sak wells located
on Drillsite 1 D in the Kuparuk River Unit. Below is a description and status of each
West Sak well. Wellbore schematics are attached.
Well 1D-140 has been shut-in since 2008 due to a failed rig workover. Its future
utility is under evaluation and it is a candidate for abandonment.
Well 1D-107 is currently shut-in for reservoir pressure management. There are no
known annular communication issues with this well.
The remaining three wells, 1D-101, 1D -141A, and 1D-103, are in active service (one
producer, two injectors) with no known annular communication issues.
These five wells are currently under review to determine if well construction and
operating conditions present an increased risk of failure due to permafrost
subsidence. We are presently optimistic that our review will conclude that wellhead
and other design differences from PBU DS02-03B will adequately address the
AOGCC's subsidence concerns.
Our findings will be communicated to the AOGCC upon completion of our review,
prior to the December 31 deadline imposed under Other Order 31.
