1. By letter dated September 18, 2019, Hilcorp Alaska, LLC (Hilcorp) requested
authorization under 20 AAC 25.215(b) to commingle downhole production from the
Sterling Undefined Gas Pool (Sterling) and the Tertiary System Gas Pool (Tertiary) in the
North Cook Inlet Unit (NCIU) A-03 (PTD 168-099) and A-09 (PTD 169-085) wells.
2. Pursuant to 20 AAC 25.540, the Alaska Oil and Gas Conservation Commission (AOGCC)
tentatively scheduled a public hearing for October 24, 2019. On September 20, 2019, the
AOGCC published notice of the opportunity for that hearing on the State of Alaska's
Online Public Notice website and on the AOGCC's website, electronically transmitted the
notice to all persons on the AOGCC's email distribution list and mailed printed copies of
the notice to all persons on the AOGCC's mailing distribution list. On September 22, 2019,
the AOGCC published the notice in the Anchorage Daily News.
3. No protest to the application or request for hearing was received.
4. Because Hilcorp provided sufficient information upon which to make an informed
decision, the request can be resolved without a hearing.
5. The tentatively scheduled hearing was vacated on October 10, 2019, and the period for
public comments closed on October 21, 2019. No public comments were received.
FINDINGS:
1. Hilcorp is the operator of the NCIU and the NCIU A-03 and NCIU A-09 wells, located
offshore in the Kenai Peninsula Borough, Alaska.
2. The NCIU A-03 well was spudded in December 1968 and completed in March 1969 and
has produced from the Tertiary since May 1969. The well has produced a total of 159.9
BCF. The NCIU A-09 was spudded in August 1969 and completed in September 1969
and began producing in from the Tertiary in August 1975. The well has produced a total
of 130.3 BCF. Both wells produced substantial amounts of water in their most recent
production.
3. Hilcorp has identified several sands in the Sterling formation that it wants to perforate in
the subject wells. The Sterling X sand and Sterling Stray 1 sand lie above the defined

Tertiary pool while the Sterling A sand and the remaining Sterling Stray sands lie within
the pool. Hilcorp proposes to complete the wells so that the Sterling A, Sterling X, and
Sterling Stray sands can be produced either independently or commingled. Because some
of the Sterling Stray sands are in the Tertiary pool while the Sterling Stray 1 sand is outside
of the pool in order to produce from this sand package a downhole commingling
authorization is necessary. Likewise, to produce from any combination of two or more of
the sand packages will also require downhole commingling authorization.
4. Since the wells will be completed such that they can isolate the three sand packages
production allocation to the two pools can be determined by isolating the individual sand
packages during flow tests.
CONCLUSIONS:
1. Allowing commingling of production from the Sterling Undefined and Tertiary System
Gas Pools in the subject wells will maximize ultimate recovery by extending the wells'
economic life compared to producing the sands individually.
2. Conducting an initial and then annual flow tests of each sand package will provide adequate
allocation of production between the Sterling Undefined and Tertiary System Gas Pools.
NOW THEREFORE IT IS ORDERED:
Pursuant to AS 31.05.030 and 20 AAC 25.215(b), the downhole commingling of production
between the Sterling Undefined and Tertiary System Gas Pools in the NCIU A-03 and NCIU A-
09 wells is approved as follows:
1. In a well proven capable of sustained production and producing from two or more of the
three identified sand packages, a well test must be conducted on each sand package within
30 days of production stabilizing to determine the production allocation between the two
pools.
2. Thereafter, a well test of each individual producing sand package must be conducted at
least once every 12 months, or as deviations in well performance dictate, to determine new
production allocation factors for the pools in that well.
3. Since the Sterling Stray sands package contains sands that span the boundary of the
Tertiary System Gas Pool, production allocation between the pools within this sand
package will be based on the ratio of the perforated interval within the Sterling Stray I sand
and the remaining Sterling Stray sands. For example if there are 10 feet of perforations in
the Sterling Stray 1 sand and 30 feet of perforations in the remaining Sterling Stray sands,
a quarter of the production attributed to the Sterling Stray sands will be allocated to the
Sterling Undefined Gas Pool and the remaining three quarters of the production from this
sand package will be allocated to the Tertiary System Gas Pool.
4. Other allocation methodologies may be approved administratively by the AOGCC should
circumstances warrant.
5. Copies of all data used to determine the allocation factors shall be submitted to the AOGCC
within 30 days of being of being collected.

Unless notice and public hearing are otherwise required, upon proper application the AOGCC may
administratively amend this order as long as the change does not promote waste or jeopardize
correlative rights, is based on sound engineering and geoscience principles, and will not result in
an increased risk of fluid movement into freshwater.

As provided in AS 31.05.080(a), within 20 days after written notice of the entry of this order or decision, or such further time as the
AOGCC grants for good cause shown, a person affected by it may file with the AOGCC an application for reconsideration of the matter
determined by it. If the notice was mailed, then the period of time shall be 23 days. An application for reconsideration must set out the
respect in which the order or decision is believed to be erroneous.
The AOGCC shall grant or refuse the application for reconsideration in whole or in part within 10 days after it is filed. Failure to act
on it within 10 -days is a denial of reconsideration. If the AOGCC denies reconsideration, upon denial, this order or decision and the
denial of reconsideration are FINAL and may be appealed to superior court. The appeal MUST be filed within 33 days after the date
on which the AOGCC mails, OR 30 days if the AOGCC otherwise distributes, the order or decision denying reconsideration, UNLESS
the denial is by inaction, in which case the appeal MUST be filed within 40 days after the date on which the application for
reconsideration was filed.
If the AOGCC grants an application for reconsideration, this order or decision does not become final. Rather, the order or decision on
reconsideration will be the FINAL order or decision of the AOGCC, and it may be appealed to superior court. That appeal MUST be
filed within 33 days after the date on which the AOGCC mails, OR 30 days if the AOGCC otherwise distributes, the order or decision
on reconsideration.
In computing a period of time above, the date of the event or default after which the designated period begins to run is not included in
the period; the last day of the period is included, unless it falls on a weekend or state holiday, in which event the period runs until 5:00

The application of Hilcorp Alaska LLC (Hilcorp) for an order in accordance with 20 AAC
25.215 authorizing the downhole commingling of production in the wellbore of the North
Cook Inlet Unit NCI -A-03 and NCI -A-09 Wells.
Hilcorp, by letter dated September 18, 2019, requests the Alaska Oil and Gas Conservation
Commission (AOGCC) issue an order in accordance with 20 AAC 25.215 to authorize the
downhole commingling of production from the North Cook Inlet Initial PA Tertiary Systems Gas
Pool and an undefined gas pool lying above the Tertiary Systems Gas Pool in two wellbores, being
the North Cook Inlet Unit NCI -A-03 and the NCI -A-09 Wells.
The AOGCC has tentatively scheduled a public hearing on this application for October 24, 2019,
at 10:00 a.m. at 333 West 7`h Avenue, Anchorage, Alaska 99501. To request that the tentatively
scheduled hearing be held, a written request must be filed with the AOGCC no later than 4:30 p.m.
on October 7, 2019.
If a request for a hearing is not timely filed, the AOGCC may consider the issuance of an order
without a hearing. To learn if the AOGCC will hold the hearing, call (907) 793-1221 after October
10, 2019.
In addition, written comments regarding this application may be submitted to the AOGCC, at 333
West 7'h Avenue, Anchorage, Alaska 99501. Comments must be received no later than 4:30 p.m.
on October 21, 2019, except that, if a hearing is held, comments must be received no later than the
conclusion of the October 24, 2019 hearing.

Hilcorp Alaska, LLC (Hilcorp), as operator of the North Cook Inlet Unit and Tyonek
Platform, hereby requests that a Conservation Order be granted by the Alaska Oil and Gas
Conservation Commission (AOGCC) to permit the commingling of gas production from
the North Cook Inlet Initial PA Tertiary Systems Gas Pool and an undefined gas pool lying
above the Tertiary Systems Gas Pool in two wellbores, being the NCI -A-03 Well (API#
50-883-20020-00) and the NCI -A-09 Well (API# 50-883-20029-00). Issuance of the
requested Order is required in accordance with 20 AAC 25.215(b)'.
Proposed Operations
For the proposed NCI -A-03 and NCI -A-09 well workovers, Hilcorp correlates the
proposed perforations in the Sterling Stray 1 and Sterling X Sands as being above the
Tertiary Systems Gas Pool. Of these two sands outside this Pool, in the NCI -A-09 Well,
only the Sterling X Sand will be perforated as the Sterling Stray 1 Sand is shaled out. In
the NCI -A-03 Well, Hilcorp will perforate both the Sterling Stray 1 and the Sterling X
sands. Other Sterling Stray Sands and the Sterling A Sand that are within the Tertiary
Systems Gas Pool will also be perforated during the NCI -A-03 and NCI -A-09 well
workovers.
The NCI -A-03 and NCI -A-09 wells will be completed such that the Sterling X, Sterling
Stray Sands, and Sterling A Sands can be produced independently or commingled.
20 AAC 25.215(b): Commingling of production within the same wellbore from two or more pools is not
permitted unless, after request, notice, and opportunity for public hearing in conformance with 20 AAC
25.540, the commission
1) finds that waste will not occur, and that production from separate pools can be properly
allocated; and
2) issues an order providing for commingling for wells completed from these pools within the
field

Production Allocation & Waste
The proposed workovers of NCI -A-03 and NCI -A-09 wells will improve the ultimate
recovery of the gas sands accessible from the Tyonek Platform in the North Cook Inlet
Unit. The design of the completions will provide the ability to isolate water production in
the event a sand waters out, therefore maximizing drawdown on the remaining
hydrocarbon bearing sands.
The Sterling X Sand, Sterling Stray Sands, and the Sterling A Sand will be able to be tested
independently for production allocation purposes. To maximize the production rate, and
improve ultimate recovery by bringing recoverable reserves into field life, the ability to
commingle production from these sands is necessary.
Hilcorp respectfully requests that a Conservation Order be issued to permit the
commingling of gas production from the North Cook Inlet Initial PA Tertiary Systems Gas
Pool and an undefined gas pool lying above the Tertiary Systems Gas Pool in the NCI -A-
03 Well and NCI -A-09 Well in conformance with 20 AAC 25.540.

On Wednesday, September 18, 2019, Hilcorp Alaska, LLC (Hilcorp), as operator of the North
Cook Inlet Unit, submitted to the Alaska Oil and Gas Conservation Commission (AOGCC) a
request for a Conservation Order to be issued to permit the commingling of gas production from
the North Cook Inlet Initial PA Tertiary Systems Gas Pool and an undefined gas pool lying above
the Tertiary Systems Gas Pool in two wellbores, being the NCI -A-03 Well (API# 50-883-20020-
00) and the NCI -A-09 Well (API# 50-883-20029-00). Issuance of the requested Order is required
in accordance with 20 AAC 25.215(b)'.
Enclosed, please find a copy of the Notice of Public Hearing dated September 19, 2019, Docket
Number CO -19-017, stating that a public hearing regarding Hilcorp's proposed operations is
tentatively scheduled for October 24' at 10:00am.
As the landowner of those certain properties on which Hilcorp's proposed operations are located,
being ADLs 017589 and 037831, please allow for this letter and the enclosed document to serve
as notice of the upcoming scheduled events.

The application of Hilcorp Alaska LLC (Hilcorp) for an order in accordance with 20 AAC
25.215 authorizing the downhole commingling of production in the wellbore of the North
Cook Inlet Unit NCI -A-03 and NCI -A-09 Wells.
Hilcorp, by letter dated September 18, 2019, requests the Alaska Oil and Gas Conservation

scheduled hearing be held, a written request must be filed with the AOGCC no later than 4:30 p.m.
on October 7, 2019.
If a request for a hearing is not timely filed, the AOGCC may consider the issuance of an order
without a hearing. To learn if the AOGCC will hold the hearing, call (907) 793-1221 after October
10, 2019.
In addition, written comments regarding this application may be submitted to the AOGCC, at 333
West 71b Avenue, Anchorage, Alaska 99501. Comments must be received no later than 4:30 p.m.
on October 21, 2019, except that, if a hearing is held, comments must be received no later than the
conclusion of the October 24, 2019 hearing.
If, because of a disability, special accommodations may be needed to comment or attend the
hearing, contact the AOGCC's Special Assistant, Jody Colombie, at (907) 793-1221, no later than
October 18, 2019.
