BRIEF DESCRIPTION
The Alaska Oil and Gas Conservation Commission has amended 20 AAC 25.025. The regulations update
bonding requirements to ensure that bonding amounts better protect the state against potential costs associated
with plugging and abandonment of wells.
The Lieutenant Governor signed and filed the regulation changes on February 5, 2021, with an effective date of
March 7, 2021.
The regulations will appear in Register 237, April 2021, of the Alaska Administrative Code. For further

20 AAC 25.025(b)(1) is amended to read:
(1) a bond, and if required, security must be in the amount specified in the
following table:

above five (e.g., the bond for an operator with eight wells would be $2,750,000 ($2,000,000

20 AAC 25.025(b)(3) is amended to read:
(3) upon request of an operator, or its own motion, the commission may increase
or decrease the amounts set out in (1) of this subsection based on evidence that
engineering, geotechnical, environmental, or location conditions
warrant an adjustment of those amounts;
(B) a bond and, if required, security that is exclusively dedicated to the
plugging and abandonment of one or more wells is in place with each landowner; or

(C) a bond and, if required, security that is in place with the United
States Environmental Protection Agency is dedicated to the plugging and
abandonment of underground injection control permitted Class I disposal wells.
20 AAC 25.025(c) is amended to read:
(c) An operator with a bond and, if required, security in place on May 18, 2019 will be
allowed to increase the amount of its bond and, if required, security to the amount required under
(b) of this section in seven [FOUR] installments. The installments shall be made as follows:
(1) the first installment is due August 16, 2019 and must be a minimum of
$500,000 or one -quarter of the difference between the operator's existing level of bonding and, if
required, security and the level required under (b) of this section, whichever is greater;
(2) the second through sixth installments are due annually on August 16 of
the five years following the first installment and must be a minimum of one -sixth of the
difference between the operator's level of bonding, rounded up to the nearest thousand,
and, if required, security after payment of the first installment and the level required under
(b) of this section [INSTALLMENT IS DUE AUGUST 16, 2020 AND MUST BE A
MINIMUM OF $500,000 OR ONE-THIRD OF THE DIFFERENCE BETWEEN THE
OPERATOR'S EXISTING LEVEL OF BONDING AND, IF REQUIRED, SECURITY AND
THE LEVEL REQUIRED UNDER (b) OF THIS SECTION, WHICHEVER IS GREATER];
and
(3) the final seventh installment is due on August 16 of the year following the
sixth installment and must be in the amount of the difference between the operator's

I have finished my review of the Alaska Oil and Gas Conservation Commission's update to the requirements that well
operators supply bonding (2020200516), and I have included with this message, as a .pdf attachment, a copy of my edits
for your review.
Please pardon any oddness in the .pdf attachment. I'm sending this from my house and using the "scan" function on my
iPhone Notes app. I will do a proper scan before delivery of the regulations to the lieutenant governor's office for filing.
All my edits were technical. The only one that I call to your attention is in 20 AAC 25.025(b)(3)(B). Because the "X or Xs"
construction is highly disfavored under state drafting conventions for legislation and regulations, I prefer a substitute for
"well or wells". I used "one or more wells".
Please review my edits, and let me know if you have questions, concerns, or refinements. If everything is okay, I'll
finalize the approval paperwork and arrange for delivery to the lieutenant governor's office for filing.

The Department of Law has reviewed the attached regulations of the Alaska Oil and Gas
Conservation Commission against the statutory standards of the Administrative Procedure Act.
Based upon our review, we find no legal problems. This memorandum constitutes the written
statement of approval under AS 44.62.060(b) and (c) that authorizes your office to file the
attached regulations. The regulations were adopted by the Alaska Oil and Gas Conservation
Commission after the close of the public comment period. To reflect how prior regulations --
adopted in 2019, to address inadequate bond amounts --worked in practice, these regulations
adjust requirements for the bonding of operators: to reduce slightly the bonding amounts for
certain operators with fewer wells; to reduce the default bonding by the amount of any bond,
held by a landowner or agency, that an operator can demonstrate is dedicated exclusively to the
costs of plugging and abandoning wells; and to split annual installment payments over a longer
period of time, easing the burden of higher bond amounts, and without any substantial adverse
impact on compliance with the 2019 regulations.
The August 5, 2020 public notice, the October 18, 2020 supplemental public notice, and
the December 7, 2020 certification of adoption order all state that this action is not expected to
require an increased appropriation. Therefore, a fiscal note under AS 44.62.195 is not required.

CE OF PROPOSED CHANGES ON BONDING
IN THE REGULATIONS OF ALASKA OIL AND GAS CONSERVATION COMMISSION
The Alaska Oil and Gas Conservation Commission proposes to adopt regulation changes in 20
AAC 25.025 of the Alaska Administrative Code, dealing with Bonding, including the following:
20 AAC 25.025 is proposed to be amended to allow a reduction in the requisite bond
amount if an operator demonstrates that it has a bond in place with the landowner dedicated
exclusively to the plugging and abandonment of a well or wells. In addition, the proposed
change increases the number of annual installments which an operator must pay from 4
years to 7 years.
You may comment on the proposed regulation changes, including the potential costs to private
persons of complying with the proposed changes, by submitting written comments to Jody
Colombie at 333 West 71h Avenue, Anchorage, Alaska 99501. Additionally, the Alaska Oil and
Gas Conservation Commission will accept comments by facsimile at (907) 276-7542 and by
electronic mail at aogcc.customer. svc(c�alaska.gov. Comments may also be submitted through the
Alaska Online Public Notice System, by accessing this notice on the system and using the comment
link. The comments must be received not later than 4:30 p.m. on September 10, 2020.
The hearing is scheduled for September 1, 2020 at 10:00 a.m. at 333 W. 71h Avenue, Anchorage,

IN THE REGULATIONS OF ALASKA OIL AND GAS CONSERVATION COMMISSION
The Alaska Oil and Gas Conservation Commission proposes to adopt regulation changes in 20
AAC 25.025 of the Alaska Administrative Code, dealing with Bonding, including the following:
20 AAC 25.025 is proposed to be amended to modify the number of permitted wellheads
bond amount table and allow a reduction in the requisite bond amount if an operator
demonstrates that it has a bond in place with the landowner dedicated exclusively to the
plugging and abandonment of a well or wells. In addition, the proposed change increases
the number of annual installments which an operator must pay from 4 years to 7 years.
You may comment on the proposed regulation changes, including the potential costs to private
persons of complying with the proposed changes, by submitting written comments to Jody
Colombie at 333 West 7th Avenue, Anchorage, Alaska 99501. Additionally, the Alaska Oil and

3 Commission proposes to adopt changes in Title 25,
4 Chapter 25 of the Alaska Administrative Code. The
5 notice of this hearing was published in the Anchorage
6 Daily News on October 18th, 2020. It was also posted

9 MS. PEASE: Yes, thank you very much, Chairman
10 Price and Commissioners of AOGCC and Staff. As a
11 followup to our November 2nd, 2020 letter that we sent
12 to the Commission, Furie Operating Alaska has reviewed
13 the revised bonding requirement proposed by the
14 Commission. We're supportive of the increase in
15 payment installations from four to seven years outlined
16 under 20 AAC 25.025(b)(1). We also are very supportive
17 of the new language that was added that addresses
18 additional security, that is, dedicated to the plugging
19 and abandonment of wells or wells in place with each
20 land owner. We fell that that is a very important
21 added language because during these challenging
22 economic times we support the Commission's efforts to
23 reduce redundant bonding requirements and the undue
24 financial burdens that will result on small independent
25 operators in the Cook Inlet. Ensuring that we have

1 that continued investment and vibrant production from
2 Cook Inlet will allow the Railbelt utilities and of the
3 Interior to provide reliable energy for our sustainable
4 economy.

6 request that the Commission approve their revised
7 requirements and look at our letter that clearly
8 identifies existing bonding requirements and other
9 securities that we believe that are in place.

FURIE Operating Alaska has reviewed the revised bonding requirements proposed by the
Commission and are supportive of the increase in payment installments from four (4) to seven
(7) years.
FURIE also agrees with the nominal reduction in bonding requirements for 7 wells from $2.8
million to $2.5 million; however, we still feel that this level of bonding is counterproductive to
exploration and development in the Cook Inlet during these economically distressed times.
In light of recent discussions on the KLU with AOGCC staff, we are pursuing confirmation that
FURIE should be bonding on only the 4 producing wells identified in the table below. The
remaining wells have been suspended or are currently awaiting AOGCC's final determination
that they have been properly suspended and will not fall under the bonding requirements.

FURIE Operating supports the addition of section (B) identified below and in particular the
"security that is exclusively dedicated to the plugging and abandonment of wells."
"20 AAC 25.025(b)(3) is amended to read:
(3) upon request of an operator, or its own motion, the commission may increase or decrease
the amounts set out in (1) of this subsection based on evidence that
(A) engineering, geotechnical, environmental, or location conditions warrant an adjustment of
those amounts;
(B) a bond and, if required, security that is exclusively dedicated to the plugging and
abandonment of a well or wells is in place with each landowner; or..."
FURIE has a bond and financing plan in place with the State of Alaska/DNR dedicated to the
plugging and abandonment obligations of FURZE. The amount of deposits into the DR&R sinking
fund should also be considered as part of the "Security" that is place as identified under the
new regulations, 20AAC 25.025(b)(3)(B).
The HEX team continues to demonstrate a commitment to the State, hiring Alaskans and
operating in a prudent and responsible manner.
During these challenging economic times, we support the Commission's effort to reduce
redundant bonding requirements and undue financial burdens on small independent operators
in the Cook Inlet. Ensuring continued investment and production from Cook Inlet will allow the
Railbelt Utilities and the Interior to provide reliable energy for a sustainable economy.

Oil Search (Alaska), LLC ("OSA") provides the following comments on the Alaska Oil and Gas
Conservation Commission ("AOGCC") proposed modifications to the bonding regulations in 20 AAC
25.025. OSA appreciates the AOGCC's consideration of OSA's comments and the AOGCC's ongoing
efforts to review and revise their regulations to be more streamlined.
Oil Search Limited (Oil Search) was established in 1929 in Papua New Guinea. OSA, a subsidiary of
Oil Search, was established in 2017 and began operating on the North Slope of Alaska in early 2018.
OSA currently holds 432 leases on approximately 722,000 acres in Alaska and is the operator of the
Pikka Unit, comprised of State of Alaska and Arctic Slope Regional Corporation leases. The Pikka
Unit is located on State of Alaska and Kuukpik Corporation surface lands northeast of the community
of Nuiqsut and east of the boundary of the NPR -A. As a lease holder and operator on the North
Slope, OSA supports clear and reasonable bonding requirements.
OSA provided comments to AOGCC's previously proposed changes to 20 AAC 25.025, in a letter
dated October 16, 2018. In OSA's October 2018 comments, OSA recommended that AOGCC
consider the following changes:
• Clarify the State's expectations of operating companies regarding financial assurances;
• Provide flexibility for individual companies to negotiate bonding structure that consider various
factors; and
• Eliminate duplicative bonding requirements where agencies have overlapping regulatory
requirements.
OSA is encouraged that AOGCC is proposing revisions that are consistent with changes suggested in
OSA's October 2018 comments. Namely, OSA supports the proposed changes in 20 AAC
25.025(b)(3) to include a provision to increase or decrease a company's bonding obligation based on
(A) engineering, geotechnical, environmental, or location conditions, (B) bond or other security
required by a landowner, and (C) bonding or other security required by the U.S. Environmental
Protection Agency to address disposal wells. These changes are aligned with OSA's previous
recommendations.

The Alaska Oil and Gas Association (AOGA) is a professional trade association whose mission
is to foster the long-term viability of the oil and gas industry for the benefit of all Alaskans.
AOGA's membership includes 14 companies representing the industry in Alaska that have state
and federal interests, both onshore and offshore.
These comments are submitted on behalf of AOGA and its members in response to the Public
Notice of Proposed Changes on Bonding in the Regulations of the Alaska Oil and Gas
Conservation Commission (AOGCC), Second Draft (Second Draft), dated October 15, 2020.
AOGA previously provided written comments on the first draft of the Notice of Changes on
Bonding in the Regulations of the AOGCC (First Draft). AOGA's comments were submitted on
September 10, 2020 and are incorporated by reference hereto.
AOGA commends AOGCC for its efforts to update and modernize the bonding requirements in
Alaska Administrative Code (AAC) 20 AAC 25.025 and supports the proposed changes in the
Second Draft. Adding a category for 6-20 wells in the permitted wellheads bond amount table
will work to increase opportunity in Alaska and, together with the proposed changes to the
payment schedule, helps smaller operators shoulder financial burdens resulting from recent
developments in the global oil and gas markets.
AOGA also supports allowing for reductions in requisite bond amounts when an operator can
demonstrate that it has a bond in place with the landowner dedicated exclusively to the plugging
and abandonment of a well or wells. However, AOGA suggests further modifying 20 AAC
25.025 to provide that the Commission can allow a reduction in the requisite bond amount if an
operator demonstrates that it has a bond, cash deposit, or other acceptable form of security in
place with the landowner, or other affected party, dedicated exclusively to the plugging and
abandonment of a well or wells. The additional changes help protect operators from duplicative
bonding requirements and accomplishes the intent of the regulation (to cover the financial
burden or costs of plugging or abandoning a well).

As stated above, AOGA supports the proposed changes in the regulations as provided for in the
Second Draft. AOGA believes that the proposed changes work to modernize and make more
efficient bonding regulations, creating a more competitive environment for smaller operators in
Alaska.

Amaroq Resources, LLC ("Amaroq") offers the following comments in response to the
NOTICE OF PROPOSED CHANGES ON BONDING IN THE REGULATIONS OF THE ALAKSA OIL
AND GAS CONSERVATION COMMISSION issued October 15, 2020.
Amaroq continues to be supportive of AOGCC's efforts to adopt regulations on bonding that
give consideration to unique circumstances facing each operator. However, the proposed
revised wording continues to fail to recognize a State of Alaska Department of Natural
Resources Dismantlement, Removal and Restoration Agreement (DR&R) that requires an
operator to fund the estimated well plugging and abandonment (P&A) costs in addition to
surface reclamation costs. We implore the Commission to find a way to coordinate its
bonding requirements with the DNR in such a way as to avoid duplicative financial coverage
for plugging and abandonment.
Increasing the annual installments from 4 years to 7 years is a positive step; however, the
benefit to Amaroq is marginal given the $500,000 minimum for the first installment.
Amaroq's ability to make the first installment would be questionable.

NOTICE OF PROPOSED CHANGES ON BONDING
IN THE REGULATIONS OF ALASKA OIL AND GAS CONSERVATION COMMISSION
The Alaska Oil and Gas Conservation Commission proposes to adopt regulation changes in 20
AAC 25.025 of the Alaska Administrative Code, dealing with Bonding, including the following:
20 AAC 25.025 is proposed to be amended to modify the number of permitted wellheads
bond amount table and allow a reduction in the requisite bond amount if an operator
demonstrates that it has a bond in place with the landowner dedicated exclusively to the
plugging and abandonment of a well or wells. In addition, the proposed change increases
the number of annual installments which an operator must pay from 4 years to 7 years.
You may comment on the proposed regulation changes, including the potential costs to private
persons of complying with the proposed changes, by submitting written comments to Jody
Colombie at 333 West 7"' Avenue, Anchorage, Alaska 99501. Additionally, the Alaska Oil and
Gas Conservation Commission will accept comments by facsimile at (907) 276-7542 and by
electronic mail at aogcc.customer. svcgalaska.gov. Comments may also be submitted through the
Alaska Online Public Notice System, by accessing this notice on the system and using the comment
link. The comments must be received not later than 4:30 p.m. on November 20, 2020.
The hearing is scheduled for November 4, 2020 at 10:00 a.m. at 333 W. 71h Avenue, Anchorage,
Alaska, 99501. The COVID-19 virus may necessitate that the hearing be held telephonically.
Those desiring to participate or be present at the hearing should check with AOGCC after October
25, 2020 to ascertain if the hearing will be telephonic. If the hearing is telephonic, on the day of
the hearing, those desiring to be present or participate should call 1-800-315-6338 and, when
instructed to do so, enter the code 14331. Because the hearing will start at 10:00 a.m., the phone

(B) a bond and, if required, security that is exclusively dedicated to the
plugging and abandonment of a well or wells is in place with each landowner; or

States Environmental Protection Agency dedicated to the plugging and
abandonment of Underground Iniection Control permitted Class I disposal wells.
20 AAC 25.025(c) is amended to read:
(c) An operator with a bond and, if required, security in place on May 18, 2019 will be
allowed to increase the amount of its bond and, if required, security to the amount required under
(b) of this section in seven [FOUR] installments. The installments shall be made as follows:
(1) the first installment is due August 16, 2019 and must be a minimum of
$500,000 or one -quarter of the difference between the operator's existing level of bonding and, if
required, security and the level required under (b) of this section, whichever is greater;
(2) the second through sixth installments are due annually on August 16 of
the five years following the first installment and must be a minimum of one -sixth of the
difference between the operator's level of bonding, rounded up to the nearest thousand,
and, if required, security after payment of the first installment and the level required under
(b) of this section [INSTALLMENT IS DUE AUGUST 16, 2020 AND MUST BE A
MINIMUM OF $500,000 OR ONE-THIRD OF THE DIFFERENCE BETWEEN THE
OPERATOR'S EXISTING LEVEL OF BONDING AND, IF REQUIRED, SECURITY AND
THE LEVEL REQUIRED UNDER (B) OF THIS SECTION, WHICHEVER IS GREATER];
and
(3) the final seventh installment is due on August 16 of the year following the
sixth installment and must be in the amount of the difference between the operator's

3 Chapter 25, of the Alaska Administrative Code. The
4 notice of this hearing was published in the Anchorage
5 Daily News on August 5th, 2020. It was also posted on
6 the State of Alaska Online Notices website and AOGCC's
7 website.

23 My comments really tend to run towards the
24 homesteader that owns his minerals. And this bonding
25 set at exorbitant rates prohibits this homesteader from

1 having the ability to develop his own property.
2 The homesteader received his deed of trust
3 saying that he owned the homestead and he also owned
4 the oil and gas below it. He obviously can't own that
5 oil and gas until he gets the oil to the surface. So
6 when the bonding requirement gets too high he can't --
7 he's been deprived of the ability to exercise what he
8 paid for when he homesteaded that piece of ground to
9 start with.
10 So of course my plea to you guys is that in
11 you're -- making your decisions on this thing that you
12 at least give that some consideration in arriving at
13 your judgment. The homesteader feels like he got a raw
14 deal, he didn't get what he paid for.
15 But anyway that -- with that being said I yield
16 to the next speaker.

Amaroq Resources, LLC ("Amaroq") offers the following comments in response to the
NOTICE OF PROPOSED CHANGES ON BONDING IN THE REGULATIONS OF THE ALAKSA OIL
AND CAS CONSERVATION COMMISSION issued August 4, 2020.
Amaroq is supportive of AOGCC's efforts to adopt regulations on bonding that
incorporate a global view and gives consideration to all factors that impact the specific
circumstances facing each operator. It makes good sense to avoid imposing "duplicate
bonding" on an operator if there is sufficient bonding in place with the landowner.
However, the wording of any amendment should go further, and state that the AOGCC
will also recognize a State of Alaska Department of Natural Resources Dismantlement,
Remova', and Restoration Agreement (DR&R) that requires an operator to fund the
estimated well plugging and abandonment (P&A) costs. The DR&R agreement is not a
bond but it is an agreement that, in the case of Amaroq, requires the deposit of funds
necessary to plug and abandon wells which serves the same purpose of a bond. Further,
the DR&R requires AOGCC final approval prior to the final release of any residual DR&R
funds. AOGCC maintains its regulatory responsibility because of its final approval. If
AOGCC does not recognize DR&R agreements that include the funding for P&A, an
operator continues to be faced with redundant coverage which makes no regulatory or
rational sense.

Increasing the annual. installments from 4years to7years isa positive step; however,
Amaroq remains very concerned about the initial level of bonding required and the
duplicate nature mfthe current regulatory requirements for this contingency. Arnanoqhas
presented testimony to this commission evidencing significantly less P&Acosts per well
than the newly established levels adopted by the AOGCC which are not based on the
experienced P&/\costs per well.

Dear Commissioners Price, Chmielowski, & Seamount,
Thank you for the opportunity to comment on the regulation changes proposed for 20 AAC 25.025. The
Alaska Oil & Gas Conservation Commission (AOGCC) and Department of Natural Resources, Division of
Oil & Gas (DNR/DOG) have common responsibilities and interests regarding the protection of State
property when wells are abandoned.
DNR/DOG requires operators on State land to have a $500,000 general liability bond. Additionally,
DNR/DOG enters into a Financial Assurances Agreement (FAA) with each operator to provide funding for
the dismantlement, removal, and restoration (DR&R) obligations once the facilities are no longer operated.
DR&R obligations include wells, facilities, piping, roads, pads, and other appurtenances. The highest risk
to the State is abandoned wells. Regarding DR&R expenditures, the priority for DNR/DOG will be to plug
and abandon (P&A) wells.
AOGCC amended regulation 20 AAC 25.025(b)(3) is proposed to read:
(B) a bond, and, if required, security that is exclusively dedicated to the plugging
and abandonment of a well or wells is in place with each. landowner.
DNR/DOG requests this portion of the amendment be removed. Requiring a bond exclusively for P&A of
a well or wells, may limit the amount of funding available for other DR&R costs. For example, if actual
DR&R costs for P&A are less than the exclusively funded bond, the excess funds may not be available for
other DR&R activities.
DNR/DOG will track the P&A costs of DR&R so that it is noted as a component of the broader DR&R.
Then assurances can be provided that the P&A costs are covered and accounted for, though it will have to
be a part of the greater lump sum. It will not be a separate bond, but a component of the larger bonded
amount. DNR/DOG is willing to prepare a Memorandum of Understanding with AOGCC for this purpose.

The Alaska Oil and Gas Association (AOGA) is a professional trade association whose mission
is to foster the long-term viability of the oil and gas industry for the benefit of all Alaskans.
AOGA's membership includes 14 companies representing the industry in Alaska that have state
and federal interests, both onshore and offshore.
These comments are submitted on behalf of AOGA and its members in response to the Public
Notice of Proposed Changes on Bonding in the Regulations of the Alaska Oil and Gas
Conservation Commission (Notice), dated August 4, 2020. AOGA commends the Alaska Oil and
Gas Conservation Commission (AOGCC) for its work and, in general, supports the proposed
changes to Alaska Administrative Code (AAC) 20 AAC 25.025 as provided for in its Notice.
As a result of COVID-19, developments in the oil and gas markets over the past six months have
been devastating, particularly here in Alaska. Although we can expect more tough days to come,
the world will eventually bounce back. Alaska's oil and gas industry has the potential to play a
significant role in our state's economy, and we should be doing all that we can do to position
Alaska for a speedy recovery.
To that end, AOGA suggests that AOGCC consider the following comments to the proposed
regulation changes before their promulgation:
The proposed changes increase the number of annual installment payments from four to
seven years. Additional clarity is needed to understand what the installment structure
would be for the increased number of years.
There remains concern regarding the original bond amount table. The current structure
puts substantial financial burden on smaller companies to increase their bond. For
example, under the current structure, a company with one to 10 wells pays $400,000 per
well while a company with 40 wells pays a total of $6,000,000 or about $150,000 per
well. Adding additional categories to the well groupings would help smaller operators
shoulder financial burdens and would provide more opportunity for work in Alaska.
AOGA suggests reducing the number of wells for the first category to one to five wells
(at $400,000 per well up to a maximum of $2,000,000), creating a second category for

FURIE Operating Alaska, LLC (FURIE) has reviewed the proposed changes to existing bonding
regulations. We are supportive of the changes being proposed to Alaska Administrative Code
20 AAC 25.025 contingent upon the consideration that they should take into account any
financial security a company has on deposit, bonded or in a sinking fund with any state agency.
We will be submitting under separate cover the final FURIE proposed bonding schedule that
reflects the 7-year revised annual installments, as well as the sinking fund that has been
established by FURIE with DNR for DR&R obligations.
FURIE supports the proposed changes as discussed. We believe the Commission's effort to
reduce redundant bonding requirements and undue financial burdens on small independent
operators is necessary. Ensuring continued investment and production from Cook Inlet will
allow the Railbelt Utilities and the Interior to provide reliable energy for a sustainable
economy. We appreciate the Commission's efforts to eliminate redundant financial
responsibility requirements that are currently required by multiple State agencies.

The Alaska Oil and Gas Conservation Commission proposes to adopt regulation changes in 20

20 AAC 25.025 is proposed to be amended to allow a reduction in the requisite bond
amount if an operator demonstrates that it has a bond in place with the landowner dedicated
exclusively to the plugging and abandonment of a well or wells. In addition, the proposed
change increases the number of annual installments which an operator must pay from 4
years to 7 years.
You may comment on the proposed regulation changes, including the potential costs to private
persons of complying with the proposed changes, by submitting written comments to Jody
Colombie at 333 West 7th Avenue, Anchorage, Alaska 99501. Additionally, the Alaska Oil and
Gas Conservation Commission will accept comments by facsimile at (907) 276-7542 and by

difference between the operator's level of bonding and, if required, security after payment
of the first installment and the level required under (b) of this section [INSTALLMENT IS
DUE AUGUST 16, 2020 AND MUST BE A MINIMUM OF $500,000 OR ONE-THIRD OF
THE DIFFERENCE BETWEEN THE OPERATOR'S EXISTING LEVEL OF BONDING
