Re: 20 AAC 25.300 (Request for information) dated June 23, 2009— Status of Oil and Gas
Wells
This is Union Oil Company of California's response to your letter dated June 22, 2009 seeking
the status of certain oil and gas wells. We have reviewed and revised the list of wells inactive
for more than five years you provided us. Attached is an updated list with our comments.
Please note that nearly a third of the list you provided is comprised of wells on the Baker and
Dillon platforms. We are currently conducting operations to prepare both of those platforms for
abandonment. We expect the actual well abandonment work to commence in 2010. Our long
range well abandonment plans for our other fields are currently being developed. The current
strategy is to group/sequence well abandonments by platform over the next several years.
Please also note the following corrections to your list: (1) added G-30 to the Commission's list of
wells (shut-in date of 6/02); (2) removed from your list SCU 21A-04 (which has been shut in for
less than five years); and (3) removed from your list SCU 312-09 (now in Operational Shutdown
status).

Dear Mr. Haines:
The records of the Alaska Oil and Gas Conservation Commission (Commission)
indicate that the oil and gas wells on the attached list that are operated by UNOCAL
have been inactive for five years or longer.
If, for any listed well, UNOCAL believes the Commission's information is not correct,
by August 3, 2009, please indicate the status of the well—i.e., in production, plugged
and abandoned, suspended, converted to a water well, or converted to an injection
well—and provide all documentation relevant to the well's correct status.
If, for any listed well, UNOCAL agrees that the Commission's information is correct, by
August 3, 2009, please identify the plans, including the schedule, to plug and abandon
the well, suspend the well, return the well to production, or convert the well to a water
well or injection well.
This request is made pursuant to 20 AAC 25.300. Responding does not relieve
UNOCAL of the obligation to comply with any legal requirements or mean that the
Commission will not take any additional action, such as an enforcement action under 20
AAC 25.535.

The Sundry Notice we filed with the AOGC for the above subject well (with
the letter dated 3/15/02) included a proposal to abandon the current
completion interval by squeezing cement down the existing production tubing, '
followed by cutting off the tubing above the top of the cement.
For operational reasons, and as a result of several detailed discussions,
we've decided that we would prefer to abandon the current completion in the
subject by running a 7" cement retainer on tubing, and squeezing cement into
the D-1 perforations. We can mix at least 20 bbls of cement without having
to bring out a batch mixer (space on the rig is limited). We would pump
around 13 bbls of 15.8 ppg slurry through the perfs and leave approximately
7 bbls inside the 7" casing between the retainer and the bottom perf. The
attached schematic diagram should provide the details.
Do we need to submit a revised 10-403, or can you approve this proposed
change administratively?

Enclosed for your review is an Application for Sundry Approval (Form 10-403) for the
planned recompletion of King Salmon Well #K-20.
It is our intention to abandon the Middle Kenai 'D' Sand with a cement squeeze, and then
recomplete the well uphole to the Middle Kenai 'C' and 'B' Sands. The 'C-1' Sand is planned
to be the initial producing interval, and the 'B' Sand will remain isolated with staddle packers
and a closed sliding sleeve until the 'C' Sand is no longer capable of producing.
It is our intention to utilize 3% KCL-FIW as the completion fluid. No fluids will be released
into the Cook Inlet.
The maximum anticipated SIBHP (at 4250' VD) is estimated to 1900 psi, assuming no prior
depletion has occurred. Therefore, it is our intention to utilize the same double BOP stack
and test procedure which is currently being used for the King Salmon ESP conversion
workovers (please refer to attached diagram). The BOPE test pressures will be 250 and
3000 psi.

Union Oil Company of California - Tradin Ba~ Unit State K-20 Well
August 27, 1970
The Union Oil Company of California, as operator of the Trading Bay Unit,
requests the Alaska Oil and Gas Conservation Committee to allow exception
to Section 2158(b) of the Oil and Gas Conservation Regulations to permit
the escape into the air of gas from the Trading Bay Unit State K-20 well
after being utilized for lifting oil from the McArthur River Hemlock Oil
Pool. Due to, the non-delivery of vital parts, one of the two compressors
on the King Salmon Platform is inoperative and the gas from the referenced
well is necessary to continue production and prevent possible well damage.
The Oil and Gas Conservation Committee hereby authorizes the flaring of
gas from the Trading Bay Unit State K-20 after it has been used in oil
lifting operations until the compressor is repaired or through September
11, 1970, whichever occurs first.

Gentlemen:
Pursuant to the Oil and Gas Conservation Regulations and applicable Statutes of
the State of Alaska, rJ~ion Oil Company of California, as Operator for the Trading
Bay Unit, requests the Alaska Oil and Gas Conservation Committee issue an
emergency order and a permanent order allowing exception to Section 2061 (c) of
said Regulations for the Trading Bay Unit State K-20 (934-21) well. The area for
which exception is requested is described as follows:
Township 9 North, Range 13 Westin, Seward Meridian
Section 21' All
Said area and completed and drilling wells in the vicinity are shown on the attached
plat. Union Oil Company of California is the only affected operator.
The K-20 well was programmed to drill to an optimum location in the undefined "B"
gas sands and Middle Kenai Gas Pool to allow completion in the sands/pool offering
the greatest productive potential based on log analysis. The mechanically associ-
ated limitations to the drilling of this high angle directional well, however, pre-
vented the operator from drilling to a bottom hole location outside the required 3,000'
distance between the Middle Kenai Gas Pool in Trading Bay Unit State G-18 (22-28)
and the Trading Bay Unit State K-20 (934-21). Following the completion of this dril-
ling, it is now the intention to test and complete said well in the Middle Kenai test

pool from perforations between 8065' MD and 8215' MD. The minimum distance
from said perforations to like perforations in the Trading Bay Unit State 6-18
(22-28) well is 2850 feet.

Second Amendment to Fourth
Plan of Development and Operation
Dear Sir'
In accordance with Article 10 of the Trading Bay Unit Agreement, Union Oil
Company of California, as Unit Operator, hereby submits the Second Amend-
ment to the Fourth Plan of Development and Operation by providing for the
drilling of two additional wells. One well, designated G-31 (43-28), will
be drilled to the SE 1/4, Section 28, T9N, R13W, S.M. and will be completed
in the Middle Kenai "G" and West Foreland zones. Said well will spud on or
about July 15, 1969, and will require approximately 60 days to drill and
complete. The second well, designated K-20 (934-21), will be drilled to
the SE 1/4, Section 21, T9N, R13W, S.M. and will be completed in the Middle
Kenai Gas Pool or the "B" Gas zone dependent on log analysis. Said well
will spud on or about July 5, 1969, and will require approximately 45 days
to drill and complete.
There are no further changes to the Fourth Plan of Development and Operation
as previous ly amended.
