This correspondence describes our review procedures, puts forward the Deaarrment's findings, and takes action upon me closure request. No further action is needed for the drilling waste facilities at the referenced locations. (or; Conditionally closed. Further investigative action is required, as noted, for the drillin_o waste facilities at these locations. CLOSURE APPROVXL The Departmental decision uson the rec:uest tbr closure submitted bv Phillips Petroleum Company is to approve for closure the below-referenceddrilling waste disposal facilities, effective July 1. ~996. and to declare the five facilities "Closed As Is". This decision is supported by .*DNR-DOL for the sites located on State land: the decision is also supported bv the Mental 'Health Trust Land Office of ADNR ID. Thomas l for the three Sullivan wells near fcv Cape. No objections or other issues ',,,'ere put forth by the public during the 30 day review process. While 3 JuN 1. 1996 there is a basis for concern at the remote sites where drilling mud was disposed in a sensitive environment, there is no standing water in contact with the waste, and therefore, negligible risk. Consequently, any corrective action warranted at the sites is not required by the ADEC. realizing_ :hat the impact of the corrective action would be much greater than the benefits received. The sites have revegetated, and any correztive measures would impact the established plant species at the locations. The facilities are 'Closed As is'. as vrovided under the authority of the 18 AAC 60.440 Solid Waste Regulations. Closed A~ I$ Big River No. A1 North Tvonek State No. 1 Sullivan No. 1 Sullivan No. 2 Sullivan Strat No. 1 Closure conditions were piaced on the below-named facility, following the site visit and closure r~ackaoe evaluation. These conditions must be met r)rior to issuance of f'mal closure approval rbr the reserve pit facility,. The decision of the ADEC is to declare the following site "Conditionailv Closed" until irgbrmation required to address the conditions is provided to the Department. Conditionally Closed North Staines River No. 1 Diesel (DRO) concentrations of 4.0 and 2.1 mg/1 were reported in ponds WA-02 and WA- 03. respectively, along the reserve pit perimeter. Field investigations revealed heavily iron- stained pond sediments in WA-02 and in other shallow ponds on the west side of the pad. Disturbance of the sediment produced an immediate sheen on the surface water. A strong diesel odor was present in the sediment and oily residues remained on the skin after handling. The iron- stained and presumably contaminated ponds were adjacent to the reserve pit. Although drilling wastes at the site appear to be properly contained within the capped reserve pit. the source of the apparent contamination must be identified. Third party, reports suggest that fluids may have leaked from the well. Final closure will be granted after it is demonstrated to the ADEC that dril__ling..~astes within the pit are not the source of contarninationand have not been adversely affected by leakage from the ',veil or from historic spills on the pad. Please provide the supplementary, information to this office. The apparent contamination has been reported to tine ADEC Contaminated Sites Section tbr review, as required under Article i of the followinu "Terms and Conditions" section. \ Ir. f. ~ Landrum July I. 1996 In addition. Miller on 12/20/77. During abandonment operations it became necessary to alter the approved method of P&Aing the bottom portion of the well. When cleaning out the 7" liner, attempts to get below 10586' were unsuccessful due to a wireline fish left in the hole, scale and fill in the hole and potential collapsed casing. Two attempts to wash over the fish and clean out fill below 10586' were made without progress. Therefore, a 7" cement retainer was set at 10233' and llO cu.ft.(150% of casing volume from retainer to 10586') of cement squeezed below it. (This was done instead of the original proposal to spot cement from PBTD of 11254' to 10200'+ and then place a retainer at 10000'+). A 300' cement plug (68 cu.ft.) was then placed on top of the retainer to 9933' and abandonment operations continued as per original proposal. Displaced cement with 10 - ft.3 water, 38 ft.3 mud @ 2000 psi, 6 ft.3/min. Pressure built to 3200 spi with 48 cubic feet water in. Went to 4000 psi, then 7000 psi. Cement had flash set. Pulled out of hole and laid down 153 joints of 3-1/2" D.P. which were filled with cement. 7 PBTD 11,255 Repaired-hydril and engines. Conditioned mud. Stabbed stinger into retainer.
