We have reviewed and revised the list of wells inactive for more than five years you provided us. Attached is an updated list with our comments. Please note that nearly a third of the list you provided is comprised of wells on the Baker and Dillon platforms. We are currently conducting operations to prepare both of those platforms for abandonment. We expect the actual well abandonment work to commence in 2010. Our long range well abandonment plans for our other fields are currently being developed. The current strategy is to group/sequence well abandonments by platform over the next several years. Please also note the following corrections to your list: (1) added G-30 to the Commission's list of wells (shut-in date of 6/02); (2) removed from your list SCU 21A-04 (which has been shut in for less than five years); and (3) removed from your list SCU 312-09 (now in Operational Shutdown status). A list of equivalent peff guns from the various service companies is attached. WELL STATUS The current status, perforating depths, tubing restrictions, and gauge ring data are presented for each well on the accompanying Well Data Sheets. Individual well schematics are also attached. PROCEDURE le Obtain a representative 12-hour well test prior to perforating. Conduct a safety meeting with all appropriate personnel. Obtain a diagram of the tool string prior to commencing E-line operations. Rig-up E-line unit and lubricator. Make-up tool string of adequate weight bars, perforating guns, decentralizer and CCL. Turn off platform radios, phones and electric welders and make the proper announcements before arming guns. These may be returned to service after the tool string is 500 feet below the wellhead. 4. Pressure test lubricator to 2500 psi. 5. RIH with well shut-in, and fie into CBL or CET as referenced in the Well Data Sheen Position gun below interval to be perforated. 6. Route well to test and/or swab separator. Unload well and produce for at least thirty minutes to establish adequate drawdown. , e Raise gun to proper depth and fire. Allow well to flow for 10 minutes to clean-up perforations. Shut-off injection gas, close wing valve, and POOH. Turn off platform radios, phones and electric welders and make the proper announcements before reaching the SSSV. Check gun and record depths of any misfires. Repeat the gun run if necessary. o Repeat steps 5 through 8 for the gun runs listed on the Well Data Sheets. NOTE: Well K-21RDL will be perforated in stages, with an intermediate 12 hour well test following the perforation of Bench 7. Benches 5 and 6 should not be repefforated until an ARCO engineer has had time to review the well tests results. 10. 11. 12. Status Well K-21RDL is currently perforated in Hemlock Benches 1-6 with ~l below all perfs. On 4/9/92 this well tested at 136 BOPD/2271 BFPD at 94% watercut and 1.7 MMSCFD lift gas. This well was worked over in 6/90 and Benches 1-6 were reperforated. This well was placed on the scale inhibition treatment program in 11/90 and has not shown signs of scale build-up. In recent months K-21RDL has shown steeper than usual decline in total fluid rate and oil rate. Near wellbore damage due to scale buildup or fines migration is the likely cause. CIP @ 1230 hrs 5/9/79. Ran CBL/CCL/GR from !0,960' to 9,950'. RIH and tagged top of cmt @11.,.159'. Tested casing to 2500 psi. M~lled 9 5/8" csg 10,576'-651'. Spotted 150 sx G" cmt w/lO% sand. RIH with 8 1/2" drilling assembly, dressed off cmt plug to 10,591'. RIH w/Dynadrill, drilled !0,591' !0,665', had not cleared casing stub. RIH and pumped 150 sx densified "G" cmt. R1H with 8 1/2" bit, cleaned out cmt from 10,225 to 10,580'. Test ARCO King Salmon Platform Well K-21 (Redrill) .?%ay 6,~979 - I left Anchorage by AAI to Kenai at 6:55 A>[, I arrived Kenai 7:30 AM. %~ere I rented a National car rental and drove to Nikiski dock (Era Heliport) North Kenai Road. Purpose of trip to witness BOP test on a redrill of K-21 well, on the King Salmon Platform for ARCO. The ARCO supervisor was Jack Murray. When I arrived on the platform I met Mr. Murray, he told me they had been testing the manifold since 5:00 AM. I went directly to the rig floor and the crew had just repaired two haliburton low torque valves that had failed, time 9:20 AM. There was 15 valves 31 flanges, one positive, and one manual choke and a Swaco super choke that was tested to 3000 psig on the choke manifold. There was a back pressure plug valve in the tubing, and to test the blind rams, a plug valve was set above back pressure valve. The blinds were tested to 3000 psig OK. Also the inside and outside kill valves and choke valves were tested to 3000 psig with the blinds closed and the check valve disabled. The plug valve was removed and a test stem was installed above in the back pressure valve. The pipe rams and the check valve were tested to 3000 psig. The hydril was tested last, to 1800 psig, With the test joint of pipe still in hole, I witnessed a performance test of the accumulator. The master gauge read 2500 psig, the manifold pressure read 1500 psig, the annular pressure read 950 psig. With all the power shut off accumulator, the annular preventer and pipe rams were closed at one time, there was 1700 psig left on master gauge, This indicating the precharge in accumulator bottles was OK and that there were no leaks. The pumps, when turned on, raised the accumulator pressure from 1700 to 1900 psig in thirty seconds. With these results the accumulator and all componants operated satisfactory. The remote and master accumulator controls operated satisfactory. The nitrogen back up bottle had 2200, 2250, 2250, and 2100. To Witness B.O.P. Test Arco King Salmon Platform Well K-21 (Redrill) 2 May 7, 1979 The upper and lower Kelly was tested last to 3000 psig. I left the platfo~ at 4:00 P~f. There was a ball and dart type floor valve on floor OK. In Summary: I witnessed the test's of BOP's and accumulator on King Salmon Platfonn on K-21 (Redrill). The test's were satisfactory. Drlg.
