The Dolly waterflood injection was shut-in in April 2009 due to surface piping issues. On 5/26/10, waterflood injection on the Dolly was restarted. We are monitoring all injectors as before the shut-in. Three wells (D-29RD, D-34A, and D-41 -see below) were due for their state witnessed 4-year Standard MIT test in November 2009, but were deferred since waterflood was down per AOGCC preference. Injection in these wells was restarted on 5/26/10 as well and appear to still have integrity. As we discussed, the Dolly folks will schedule to have a state representative come out next week and witness the MIT test on these three wells. Question -Will the 4-year MIT clock be reset as of Tune 2010 or will it be from November 2009? Let me know your thoughts and if you have any questions. D-34A has been on nominal effluent injection (generally less than 100 BFPD) over the last 2.5 weeks due to a rig workover that is now complete, but is now shut-in and will remain so until waterflood injection is restored. These wells will be put in the monthly waivered injection well report. Successful testing would restart the compliance clock; in this case, providing another 4 years until the next MIT is due, barring some loss of inechanical integrity. One last observation - the Commission witnessed safety valve system tests on Dolly Varden on 9/4/09; that would have been a good time to do the MITs. There may have been reasons not evident to us that prevented these MITs from being done on 9/4. Please ask your field operators to make an effort in the future to combine tests whenever possible. I hope you can appreciate that taking advantage of opportunities like this ensures we are best using the limited inspection resources we have. Christy's comments point to the fact that during the shut-in period following the voicano Chevron had some internai accounting issues regarding a well's designation of being on/off and the corresponding capture of minimai effluent injection volumes. The monthly reports you have show that the wells were shut-in between April and August, but in actuality small volumes of effluent injection as you observed in September were happening during this time also. For the three wells in question, there was not a long-term shut-in as it appears on the monthly reports. 2. The surface piping repair plan began in April/May of this year. Following the volcano eruption, surface piping inspection was conducted and found spot(s) with thin wall piping. This combined with the significant expenditure constraints placed on us resulted in a plan to do the repair work by reducing the spend, slowing down the time frame and get a good product by having the Dolly production personnel themselves plan/supervise/manage a lot of the work as they are able - it is actually quite a statement about the desire and willingness of the folks out there to find a way to manage their field expense funds and ~~get it done" without a lot of overhead process and cost. 3. There may have been opportunity for us to do MITs prior to the volcanic eruption, but we didn't know about the thin wall sections until we inspected the piping. Besides, the November MIT due date was a long way off and we expected to be back on waterflood injection by then. 4. I am not sure about "seeking a variance to the regulations" comment. We were ready to have the integrity of the well's tubing/packer/casing tested and witnessed by the AOGCC during a stable shut-in period which in my mind is similar to a stable injection period. However, since you prefer to conduct the MIT during active injection, we are certainly willing to schedule the tests once the wells have been returned to injection and reach thermal stability.
