Kill the well with 8.8 ppg brine. Set BPV. Nipple down the production tree and nipple up the BOPE. 2.Run and perforate tubing at 13410'. Circulate annulus to brine fluid. 3. Pull existing 3 1/2" completion from 13445'. Note: If can't pull tubing seals from packer, cut tubing ~ 13420' and pull out of hole. Run back in with fishing jars and jar tubing stub and seals from packer. 4. Run in hole with packer picker. Mill over packer slips. Washover packer, and pull out of hole. 5. Repeat step (4) above to recover packer at 13605' 6. RIH with bit. Tag fill at 13623' +. Circulate out/drill fill from 13623' to 14200'. Circulate hole clean and pull out of hole. 7. Monthly reports of all drilling andiworkover operations have to be in ~the office of the Alaska Oil and Gas Conservation Commission by the 15th of the following month. We need those reports to us by the 12th for handling and delivery to the State. Another major problem occurred on TBUS #K-24 where your Drilling Permit approved by the State D.O.G. stated you wo~ld set 13 3/8" surface casing at 5000' and then you elected to set casing 7!2' deeper than approved without consulting or getting approval from the State Oil and Gas Commission. Their letter of reprimand is attached, as are other examples of delinquent reports. At the present time we have an excellent working relationship and unquestioned credibility with the Alaska Oil and Gas Conservation Commission. The Permit to Drill or Deel~en for Trading Bay Unit K-24, submitted by Robert T. Anderson on 8/9/79 and approved by the Co~mlission on 8/17/79, specified that the 13 3/8" casing would be set at 5000'. On November 14, 1979 we received a Sundry Notice (10-403) indicating your intention to set 13 3/8" casing, apparently as a departure from the approved Drilling Permit. In the des=ription section of the Sundry Notice, where the intended work is to be outlined so that it can be evaluated for compliance 'with state regulations, you described the setting of the 13 3/8" casing at a depth of 5712'! This is 712' below the approved depth. You should be aware that the Commission provides a 24 hour answering service and a quick t~rn around on requests such as this. It is necessary that you receive appr~,al for significant changes to approved programs before the work is done, not after-the-fact.
