Box 244027 Anchorage, AK 99524-4027 RE: No-Flow Verification Granite Pt State 18742 #8 SCANNED FEB 2 0 2015 PTD 1670360 Dear Mr. Golis: On January 30 and February 8, 2015 Alaska Oil and Gas Conservation Commission (AOGCC) Petroleum Inspectors witnessed no-flow tests of Granite Point State 18742 #8 located on the Bruce Platform in Cook Inlet. The well is operated by Hilcorp Alaska, LLC (Hilcorp). The AOGCC Inspector confirmed that the proper test equipment — as outlined in AOGCC Industry Guidance Bulletin 10-004 — was rigged up on Granite Point State 18742 #8 prior to each test. The monitored well performance on January 30, 2015 did not qualify the well for a no-flow designation. The test performed February 8, 2015 passed the no-flow test by exhibiting flow 1 rates (oil and gas) below the regulatory limits. A subsurface safety valve is not required to be installed in this well based on the February 8, 2015 no-flow test result. A fail-safe automatic surface safety valve system capable of preventing uncontrolled flow must be maintained in proper working condition in this well as required in 20 AAC 25.265. The subsurface safety valve must be returned to service if Granite Point State 18742 #8 demonstrates an ability to flow unassisted to surface. Any cleanout, perforating or other stimulation work in this well will necessitate a subsequent no flow test. Please retain a copy of this letter on the Bruce Platform. Sincerely, __Jaiike-4 b - k&r. Supervisor FROM: Matt Herrera SUBJECT: No Flow Test Petroleum Inspector Granite Pt State 18742 #8 Hilcorp PTD 1670360 2/8/2015: I arrived at the Granite Point Field Bruce platform and met with Hilcorp Sr. Operator Chester Holt. We discussed how the no-flow meter was rigged up and how I wanted to test Granite Pt State 18742 #8 (Bruce 42-8). I was told Bruce 42-8 had been opened to atmosphere for over 12 hours. The pressure gauge and the flow meter were rigged up on the inner annulus (IA) as it is a dual string jet-pump completion with no packer. Asked operator if the well had issues bleeding down periodically or bringing up small amounts of fluid; he indicated no issues. Today's effort was a retest of Bruce 42-8 following a failed attempt on 1/30/2015 (witnessed by AOGCC Inspector Jeff Jones) - the flow rate exceeded 900 scf/hr for the duration of the required 3-hour flow monitoring period. Two other attempts to test were canceled due to process upset on Bruce platform 2/2/15 and weather that same week. Test equipment included an Armor Flow meter Model 3431-03018-33 (Serial # 131650) with a 150-1500 scfh span rated for service up to 4000 psi and temperatures 80-290 degrees F. Note (J. Regg, Inspection Supervisor): Spoke with Stuart Allison (Lead Operator; Bruce Platform, Hilcorp) on 2/12/15 about the no-flow tests 1/30/15 and 2/8/15. He described the sequence of events creating the delay in achieving a passing no-flow test on Bruce 42-8. The well was shut in on 1/26/15 anticipating the no-flow test witness on 1/30/15 and a 2-inch hose was connected to the IA to blow down the well (packerless dual string jet pump completion — power fluid pumped down one tubing string and produced back the other; IA in communication with the reservoir). After failed no-flow test attempt on 1/30/15, the well continued to operate with the 3/4-inch no-flow test manifold connected to the IA and annulus gas flow rate stabilized less than 400 scf/hr. A production process upset on Bruce platform caused cancelation of a retest on 2/2/15; annulus flow rates measured 150 scf/hr gas and 0 gal/hr liquid after restart of Bruce 42- 8 and annulus blowdown. High winds precluded travel to the platform the remainder of that week, delay in the no-flow retest until 2/8/15. On Fdday, March 21, 2003 1 contacted you to let you know that Unocal Alaska was looking into the composition of and cause for some material that was bled from the 9 5/8" x 13 3/8" annulus of our Bruce Platform Well # 8-42., The Operator said that the fluid smelled like diesel and seemed like the type of material that had been injected down the Bruce Platform Well # 3-87 Class II Disposal Well. He thought that Well # 8-42 had been drilled with water based mud and that them was no logical source of diesel in that annulus. Q.Broxin is a chrome-based lignosulfonate, BenEx is a bentonite extender, and CC-16 is a causticized lignite. 13-318" was set at 2059'. Diesel (probably whatever type fueled the rig) was added beginning at about 4600' and was added daily to make up about 6% ~ 7% of mud volume to TD. 9-518" was set at 10086'. Cemented with 1300 sacks class G cement. No CBL has been run on the well. A rough calculation, assuming gauge t2-114" hole and 1.1 fl3 yield on the cement would then result in an estimated TOC at 5520'. Chemical Testing and Engineering Environmental Services Laboratory (SGS) performed analytical testing of the sample recovered from the Well # 8-42 annulus. The laboratory results appear as Attachment__l, "SGS Laboratory Eesults". The Gas Chromatography/Mass Spectrophotometer High Resolution Fingerprint demonstrates that the pattern is consistent with a weathered #1 diesel and some trace amounts of residual hydrocarbons such as crude oil. Steve Ede of SGS asserts that this fingerprint is significantly different from (lighter than) either the Diesel #1/#2 blend used in small amounts to suspend the Fig-Vis during the Bruce Well # 3- 87 injection or the Diesel #4 (MAPCO 200) used as a drilling fluid base oil fer the cuttings that were slurried and injected in Bruce Well # 3-87. In addition, chromium was detected at 206 ppm using an Optical method (215 ppm ICP, verbal from SGS 4/7/03) in the sample recovered from Well # 8-42. This chromium level, when compared to Aluminum and ether elements, was significantly elevated from the amount that would naturally occur in dirt according to Mr. Ede. Since the time when Well # 8-42 was originally ddlled Unocal has gone to chrome-flee mud systems for its drilling activities. Therefore, the appearance of the elevated chrome levels in the fluids appears to be a definitive marker linking the fluid recovered from the Well# 8-42 annulus with the original mud in the annulus when the well was cemented. Mr, Chris Myers with Unocal reviewed the pressure date on those annuli compared with the injection events into Well # 3-97. The pressures in the annuii did not show any responses to the Well # 3-97 injection events. Since the fluid recovered from Well # 8-42 is from the original drilling and cementing of the well and there are no pressure responses in Well # 8-42 from Well # 3-97 injection events Unocal Alaska concludes that there is no communication between the two wells. Rigged up wireline and tested lubricator to 2,500 psi. Ran gamma ray log and rigged down. 6. Ran tubing and new Kobe 3-inch Type 'B' bottomhole assembly. Bottomhole assembly set at 9,695 feet. 7. All fittings (gates, valves, etc.) to be of equivalent pressure, rating as preventers. Valves to be flanged and at least 2". Valves next to BOP to be plug type and nominal 3". Equipment through which bit must pass shall be at least as large as the inside diameter of th~ casing that is being drilled through. Nipple above BOP shall be split so it can be easily removed. Full opening safety valve (Omsco or equivalent) ~ust be available on rig floor at all times and with proper connections. Kelly safety valve installed, same ~orking pres- sure as BOP's.
