We have reviewed and revised the list of wells inactive for more than five years you provided us. Attached is an updated list with our comments. Please note that nearly a third of the list you provided is comprised of wells on the Baker and Dillon platforms. We are currently conducting operations to prepare both of those platforms for abandonment. We expect the actual well abandonment work to commence in 2010. Our long range well abandonment plans for our other fields are currently being developed. The current strategy is to group/sequence well abandonments by platform over the next several years. Please also note the following corrections to your list: (1) added G-30 to the Commission's list of wells (shut-in date of 6/02); (2) removed from your list SCU 21A-04 (which has been shut in for less than five years); and (3) removed from your list SCU 312-09 (now in Operational Shutdown status). If, for any listed well, UNOCAL believes the Commission's information is not correct, by August 3, 2009, please indicate the status of the well—i.e., in production, plugged and abandoned, suspended, converted to a water well, or converted to an injection well—and provide all documentation relevant to the well's correct status. If, for any listed well, UNOCAL agrees that the Commission's information is correct, by August 3, 2009, please identify the plans, including the schedule, to plug and abandon the well, suspend the well, return the well to production, or convert the well to a water well or injection well. This request is made pursuant to 20 AAC 25.300. Responding does not relieve UNOCAL of the obligation to comply with any legal requirements or mean that the Commission will not take any additional action, such as an enforcement action under 20 AAC 25.535. Brief History Bruce Well 18742 #14 was drilled and completed in 1979 as a water injector in the Tyonek C-2, 5, 7, and 8 intervals. After injecting a total of 500 MBW, the well was shut-in in 1986--when water injection from the Bruce platform was terminated. This well has been shut-in since that time and has maintained shut-in tubing pressures of over 500 psi. Discussion On 3/24/99 old injection water with corrosion inhibitor, was bled down from 570 psi shut-in pressure to 0 psi in 5 min., the well was then shut-in and monitored. The well pressured up from 0 to 540 psi over the span of 3 hours. The well was then bled off and utilizing 5 gallon buckets, water flow volume was measured. Three (3) 5 gallon buckets were filled in 55.33 min. The average Tyonek reservoir pressure for this part of the field is 2800 psi. The shut-in plus hydrostatic pressure, on well 18742 #14, equates to a BHP of greater than 4500 psi. It is Unocal's belief, that once well 18742 #14 is placed on production this pressure will quickly dissipate and we will achieve the normal average reservoir pressure of 2800 psi. for this part of the field. A surface safety valve will be installed in the new flowline for this well. However, Unocal Alaska request a'~ t,~~ variance to having to run an SSSV because the shut-in pressure experienced will be dissipated as the well is(~ pranced and no hydr~arbons were observed during the flow test. Then oil and water from the formation will mix with the power oil and flow to surface up the 3-1/2" × 7" liner/9-5/8" casing annulus_ The expected power oil rate will be 2000 BOPD with estimated production from the formation of 50 BOPD and 450 BWPD. This total flow rate of 2500 BPD will result in a maximum velocity in the 3-1/2" x 7" annulus ofl,3 ft/sec (based on a liner ID of 6.184" and a 3~1/2" DD HTC coupling OD of 3.875"). The flow velocity above the 7" liner top will be considerably slower at 0.5 fi/sec. The well is not expected to produce significant quantities of sand. The velocity at which erosion becomes a concern is 15 fi/sec as per APl RP 4E: Offshore Production Piping Systems, Section 2.3.a, page 14. Therefore, Unocal does not consider this proposed completion to be problem from an erosional standpoint. Since the majority of the fluid flowing up the annulus will be oil, Unocal does not consider a corrosion inhibitor to be needed Jn the proposed completion. The power oil will constantly be re-wetting the steel surface and protecting the metal of the casing from the corrosive aspects of the produced water. There have been many hydraulic dual completions in Cook Inlet that have produced with power oil and high water cuts. SMGS Unit Well No. 12: Completion Report, Form P-7, and associated data were filed on December 12, 1968. 2. MGS State 17595 Well No. 14: Packer leakage test data are being assembled, after which Completion Reports will be filed, probably during the first week in January. 3. Granite Point State 18742 Well No.-27: This well has been shut-in for some time for lack of production, pending analysis of the frac job on G. P. State 18742 Well No. 6. It has been decided to frac Well No. 27 and preparations for this job are now underway. With your concurrence, we will defer filing a Completion Report until after the frac job has been completed. 4. G. P. State 18742 Wells No. 14 and 22: Future status of these wells is currently under consideration. We expect, a final decision during the first week of January, after which the applicable reports will be filed. 5. SMGS Unit Well No. 10: Our Sundry Notice dated October .4, 1968 stated our intention to abandon this well. It is currently being analyzed, however, for possible inclusiOn in a SMGS waterflood program. As with G. P.
