The .Alaska Department of Environmental Conservation (ADEC) has completed review-..and ,public notice for permanent closure approval of the inactive reserve pits located at the abdve reference sites located on the Kenai Peninsula. The closure applications provided the required information describing the history of the reserve Pit(s), the present condition of the reserve pits(s), results of any required water sampling and an assessment of the potential risks posed by' the drilling waste to human health and the environment. ADEC coordinated field inspections and review of the closure plans with the appropriate landowners or land managers. ADEC has determined that the backfilled reserve pits at these sites do not present a material or probable risk to the public health or the environment. Public notice requesting comments on the closure requests was published February 21 and 22, 2002 in the Anchorage Daily News and posted on the state web site February 21, 2002. No public comments objecting to closure approval were received in response to this public notice. ADEC has determined that the reserve pits at these sites meet the closure requirements of 18 AAC 60.440. The purpose of the trip was to witness Kenal Pipeline Company meter provlng at the Amoco and Shell productlon facl Iltles at East Foreland; also, ?o Inspect drilling oepratlons and blowout preventer equlpment at the Socal-Falls Creek No. 4.3-6 drilling well on the Kenal Peninsula. I arrived at Kenal at 7:.35 a.m., rented a Hertz car and drove to the Shel I and Amoco produc~lon feel I ltles located at East Foreland on Wlk Road. I met the I~=L meter prover operater, Derlck Wllllams, Inside ~he Amoco meter bul Idlng. He had moved the prover the previous night and already had connected It through Meter No. 13-1016 to stabl Ilze temperatures. I went to the Shell offlce, whl la equipment warm-up was In progress, ~o visit wlth Bill Smith, the Shell' productlon faclllty operator. I returned to the Amoco meter bulldlng Just as meter pr=elng started. The prover has a volume of 12.9168 barrels, and Its Inlet and outlet temperatures stayed bel~een 74° and 75° F. whl la proving the three Amoco meters. The proving range for all Amoco and Shell PD meters at ~hese facl Iltles Is 285.7-B/Hr mlnlmum and 1428.5 B/Hr maximum. The oll gravl~/ at the Amoco facility was 38.4 degrees APl. Flow was still ·hrough A.O. Smlth PD Meter No. 1.3-1016 at a pumping rate of 625 B/Hr. The 6" block and bleed valve was checked for leakage and there was none. This meter was proved good.. Flow was then switched through 6" A.O. S~lth PD Meter NO. I~5-I0'15 at a rate of-830 B/Hr. The 6" block and bleed valve dld not leak and the meter was proved good. Flow was finally switched through 6" A.O. Smith PD Meter NO. '1~5-1013 at a rate of 645 B/Hr, The block and bleed valve was checked for leakage and the meter was proved. Thls third reeler had the most consistent runs of the three. I ~Itnessed all three meter provlngs, checking prover and meter tempera- tufas and pressures, counter readings, and pumping rates. Russ Brlnkerhoff, the Amoco productlon facility oeprator, was not available and did not witness the meter provlngs. 'Derlck ~/llll~ms disconnected ?he prover, moved It Into the Shell meter bui idlng and reconnected It. FIo~ was switched through 6" A.O. Smith PD Meter No. 1~5-101~, and the prover, until prover temperatures stablllzed. ~/e checked the 6" block and bleed valve for leakage. This meter was proved at a rate of 1,125 B/Hr with no problems. Flow was switched through 6" A.0. Smith PD Meter NO. 13-1011 at a rate of 980 B/Hr. The locked gate was unattended so I returned about 2 ml les to the Clam Shell Lodge and called the drl I IIng rig. I talked to the tool pusher, who advised me ?hat Jack Gordon, the Socal drl I I lng foreman, had gone to ~o~n and would be back about 6:00 p.m. I called the rlg again at 6:00 p.m. and Jack Gordon advlsed that they should be about ready to check ?he BOP equipment at cra change time of I0:00 p.m. I agreed to be at the gate at that time. At I0:00 p.m.' the tool pusher unlocked the gate and I drove to the drllllng rig where I met Jack Gordon. Jack said he expected to drill for about I/2 hour longer, pull the blt off bottom to circulate bottoms up for about I hour, and then pul I ?he pipe out of the hole to pick up a co~e barrel. Jack and I dlscussed the BOPE test procedure, and necessary auxlllary pump plplng to accomplish thls, with Bob Baker, t~e Brinkerhoff tool pusher. They qult drl I ling at about I1:00 p.m. and circulated off bottom untl I about midnight. At 2:40 a.m., March 17, the drl II st~.Ing was out of the hole and an auxl I lary pump had been connected to pressure test the choke manifold plplng and the kill and fill lines. This was pressure tested at :5,400 pslg without leaklngo ¥{e ~ent up on the rig floor, closed the kelly valve, and pressured up to 2,400 pslg on the plplng from the mud pumps to the kal ly valve, using the mud pumps. This sytem held the pressure without leaklng. The mud level In the hole was lowered enough so we could visually check the closing of the pipe rams and b llnd rams. The blind rams were closed, then opened; and the plpe rams ~ere closed and opened. Next, the core barrel was plcked up and set In the hole. The Flydril was closed around the core barrel, and agaln thls was checked vlsually from-the rig floor. [ Inspected all other applicable Items on our Field Inspection Report check list; that Is ?he BOP closing system and accumulatx~, manifold chokes, floor valves, well sign, reserve plt and berm, and general housekeeping. I departed Soldotna by commercial aircraft at 8:40 a.m., arrlvlng In Anchorage at 9:05 a.m. In summary, I witnessed KPL Company meter proving of ~hree Amoco and three Shell meters at East Foreland. The meters record Amoco-Granite Point Field oil sales, and Amoco and Shell Mlddle Ground Shoal Fleld oll sales. All meter provlngs were satlsfa~tory.
