Dear Mr. Ruedrich, Please be aware that XTO Energy Inc. did not proceed with the P&A of the C24A-23LN to pursue the Sidetrack Re-drill of the C24A-23LN2. It was decided to convert the C24A-23LN to a water injector to provide pressure support to the West Flank Hemlock after performing a reservoir study and reviewing the economics. XTO has just recently completed this conversion and has filed the necessary 10-407 Report dated August 1, 2003. Therefore, please cancel Permit #302-378 for the P&A dated 12-11-02 and the Permit #202-255 dated 1-13-03 for the re-drill. POOH, lay down mill and pick up 6" bit and directional drilling assembly. RIH, tag TOC, pull off bottom, orient BRA for proper kick-off direction, begin open-hole sidetrack operations off top of cement plug. Directionally drill 6" hole £Tom 9,510' to 10,600' MD. Based on offset well data, the highest formation pressure expected in the 6" and 4-1/8" hole sections is 3,500 psi at the TD of 10,005' TVD (or 0.345 psi/ft). Well-documented fracture gradient data for this area indicates that the fracture gradient at 8,841 'TVD where the window has been milled in the 7" casing is 0.764 psi/ft. Complete evacuation of the wellbore, except for a 0.11 psi/ft gas gradient, is assumed. Reservoir hole section MASP (pore pressure) MASP (fin breakdown) (10,005 ft)(0.345 - 0.11) = 2,351 psi (8,841 ft)(0.764 - 0.11) = 5,782 psi Therefore, MASP in the 6" and 4-1/8" open hole sections is 2,351 psi and the BOPE will be routinely tested to a working pressure of3,000 psi. ) .) Well Proximity Risk: The nearest wellbore to that of C24A-23LN2 is C13-23. This well is planned to pass 260' from Well C13-23 at a depth of 11,463'. Drillin2 Area Risks: The primary drilling risks in the C24A-23LN2 area are those of stuck pipe in the coals of the Hemlock Formations and lost circulation within the Hemlock Fm. The risk of stuck pipe in the Hemlock coals will be countered in three ways: 1.) Drillers experienced at drilling the formations of the Cook Inlet Basin will be used. 2.) Bit selection will include those which experience a slower rate of penetration when entering coal beds, thus giving warning of coals being encountered and preventing the BHA from entering them until the coals can be reamed open. 3.) The well's kick-offpoint will be below the most severe coals lying just above the Hemlock Formation. Lost circulation in the Hemlock interval will be treated with conventional LCM. While experience has shown that this will be effective, the option will also be maintained of running casing at this point, if necessary, in order to allow the lowering of the mud weight to aid in solving a severe lost circulation problem. Disposal of Muds and Cuttin2s: MGS Platform C has a dedicated Class II disposal well. All waste wellbore fluids will be injected down the disposal well as will cuttings after they are ground. The well is planned as a sidetrack of the existing C24A-23LN well bore in order to replace that damaged well bore. Approval of the associated pre-drilling work plan for the existing wellbore has been requested via a Sundry Notice submitted under separate cover. The anticipated spud date of C24A-23LN2 is approximately January 13,2003. The well will be sidetracked just above the Hemlock reservoir from the existing 6" open hole section in the plugged-back C24A-23LN well. A new 6" hole will be directionally drilled to 10,600' and a 5" liner will be cemented into place from 9,182' to 10,600' MD. A 4-1/8" hole will then be drilled horizontally in the hemlock reservoir to TD at 13,069' MD and a 3-V2" slotted liner will be set in place to TD. A 2-7/8" gas lift completion will then be installed.
