IT APPEARING THAT:
1. By application dated October 21, 2003, Marathon Oil Company ("MOC") in its
capacity as Operator of the Kenai Gas Field requested an order from the Alaska Oil
and Gas Conservation Commission ("Commission") to formally define an add~tional
gas pool within the field. i
2. Notice of a public hearing was published in the Anchorage Daily News on October
29, 2003.
3. The Commission received no objections to the application or request for public
hearing.
Findings:
1. Conservation Order 82 set forth Pool Rules for several gas bearing formations within
the Kenai Gas Field on December 3, 1969.
2. The pools were designated as Sterling Gas Pools (five separate pools numbered 3, 4,
5.1,5.2, and 6) and Tyonek Gas Pool.
3. Conservation Order 175 amended spacing restrictions for wells within the Kenai Gas
Field on July 9, 1981.
4. MOC requested that the interval from 4587' measured depth (MD) and 9155' MD in
the KDU 1 well be defined as the Beluga/Upper Tyonek Gas Pool.
5. The top of the proposed Beluga/Upper Tyonek Gas Pool is coincident with the base
of the Kenai Sterling Pool 6.
6. The bottom of the proposed Beluga/Upper Tyonek Gas Pool is coincident with the
top of the Kenai Deep Tyonek gas pool.
7. The proposed Beluga/Upper Tyonek Gas Pool is consitent with the recently approved
Bureau of Land Management BelugaJUpper Tyonek Commingled Participating Area.

Conclusions:
1. It is appropriate to define a new gas pool per MOC's request.
2. To eliminate confusion, all rules applying to the Kenai Gas Field should be included
in one order.

Rule 1. Definition of Pools
a. The Kenai Sterling Gas Pool 3 is defined as the accumulation of gas common to

Rule 2. Well Spacine
There shall be no restrictions as to well spacing except that no gas pay shall be opened in
any well which is closer than 1,500 feet to the unit boundaries. (Source CO 175)
Rule 3. Casine and Cementine Requirements
Surface casing shall be landed at not less than 1,200' or more than 2,000' and cement
shall be circulated to the surface. (Source CO 82)
Production casing shall be landed through the completion zone and cement shall cover
and extend to at least 500' above each potentially productive sand interval. The use of
multi-stage cementing procedures shall be permitted. Alternatively a casing string shall
be adequately cemented at an intermediate point and a liner landed through the
completion zone. If a liner is run, the annular space behind the liner shall be filled with
cement to at least 100' above the casing shoe or the top of the liner shall be squeezed with
sufficient cement to provide at least 100' of cement between the liner and casing annulus.
Cement must cover all potentially productive intervals behind the liner. Casing and well
head equipment shall be hydrostatically tested to not less than 2,000 pounds per square
inch pressure. (Source CO 82)
Rule 4. Computed Bottom Hole Pressure Surveys
A key well bottom hole pressure survey shall be taken in each pool upon Commission
request; however, such surveys shall not be required more often than twice in any
calendar year. Bottom hole pressure may be computed from surface measurements taken
with a dead weight tester provided, however, than an approved bottom hole measuring
device shall be used when the accuracy of the computed bottom hole pressure is
questionable. The time, length and kind of survey, number and location of the wells to be
tested, datum and other details may be determined by the operator subject to Commission
approval. (Source CO 82)

AS 31.05.080 provides that within 20 days after receipt of written notice of the entry of an order, a
person affected by it may file with the Commission an application for rehearing. A request for rehearing
must be received by 4:30 PM Alaska standard time on the 23rd day following the date of the order, or
next working day if a holiday or weekend, to be timely filed. The Commission shall grant or refuse the
application in whole or in part within 10 days. The Commission can refuse an application by not acting
on it within the 10-day period. An affected person has 30 days from the date the Commission refuses the
application or mails (or otherwise distributes) an order upon rehearing, both being the final order of the
Commission, to appeal the decision to Superior Court. Where a request for rehearing is denied by
nonaction of the Commission, the 30-day period for appeal to Superior Court runs from the date on
which the request is deemed denied (i.e., 10th day after the application for rehearing was filed).

Re:
The application of Marathon Oil Company (MOC) to amend Rule 1 of
Conservation Order No. 82 (Definition of Pools) by adding a new gas pool
comprised of the upper portion of the Tyonek Formation and the Beluga
Formation in the Kenai Gas Field. The Kenai Gas Field is located adjacent to the
City of Kenai on the Kenai Peninsula in South-Central Alaska.
MOC by letter dated October 21, 2003 and received by the Alaska Oil and Gas
Conservation Commission (Commission) on October 22, 2003, has requested an
additional gas pool in the Kenai field. The proposed gas pool interval is comprised of
previously undefined gas bearing intervals in the Upper Tyonek and Beluga Formations.
The pool will be developed consistent with pool rules defined by Conservation Order 82
and amended by Conservation Order 175.
The Commission has tentatively set a public hearing on this application for December 9,
2003 at 9:00 am at the Alaska Oil and Gas Conservation Commission at 333 West 7th
Avenue, Suite 100, Anchorage, Alaska 99501. A person may request that the tentatively
scheduled hearing be held by filing a written request with the Commission no later than
4:30 pm on November 14, 2003.
If a request for a hearing is not timely filed, the Commission will consider the issuance of
an order without a hearing. To learn if the Commission will hold the public hearing,
please call 793-1221.
In addition, a person may submit written comments regarding this application to the
Alaska Oil and Gas Conservation Commission at 333 West ih Avenue, Suite 100,
Anchorage, Alaska 99501. Written comments must be received no later than 4:30 pm on
December 1, 2003.

Pool Definition of the Beluga Undefined Pool
Kenai Gas Field, Alaska
Dear Mr. Crandall:
Marathon Oil Company (Marathon) herby respectfully requests that the Kenai Beluga
Undefined Pool be define as the interval whose top is 4587' MD and whose base is 9155' MD
in the KDU 1 well log (Attachment 1 and 2). The top of the newly defined pool would be
coincident with the base of the Kenai Sterling Pool 6 and the base would be coincident with the
top of the Kenai Deep Tyonek Pool. This definition formalizes the Undefined Pool and makes
the productive intervals at Kenai consistent with the recently approved Bureau of Land
Management Beluga I Upper Tyonek Commingled Participating Area (P A). The new P A
combines the existing Beluga P A with the Upper Tyonek production that did not have a P A.
The Tyonek D 1 Sand that was within the Deep Tyonek P A is now included in the new
Beluga/Upper Tyonek PA. Combining these intervals (Beluga, Upper Tyonek and Tyonek Dl
Sand) into a single P A allows for commingled production which will lead to better economical
recovery of more gas reserves.
Marathon will continue to operate under the established pool rules set up in Conservation Order
82 and amended by Conservation Order 175.
Once the pool redefinition has been approved, Marathon will work with AOGCC to move
production volume records from wells that have been incorrectly reported in the Kenai Tyonek
Pool 1 to the newly defined pool records. Table 1 identifies all of the wells whose production
belongs to the new pool. Wells that were incorrectly reported in the Kenai Tyonek Pool 1 are
annotated.
