Pursuant to the application of the Superior Oil Company, dated
October 6, 1961, an emergency for an exception to Section 2061.1 of the Alaska
Administrative Code, Title 11, Division 2, Chapter 1, Subchapter 2, is hereby
declared to exist.
The Superior ail Company has proposed to locate an exploratory well
2500 feet north and 850 feet east of the southwest corner ofSect1on 8, T.12N$
R.l1WJjSeward Øertdi,an, which location places the well closer than 500 feet to
the boundary line of the 8outhwe$t: qu4rter of said Section. The ptopos$d lo-

Gentlemen:
We request permission to stake a location to be
known as the Chuit State Well No~ 1, 2,500 feet'north
and 850 feet east of the SW carner of Section 8,
Township l2N, Range llW, Seward Basin Meridian.
This location will fall 140 feet from the north
boundary of the SW quarter section. The best location
geologically would be located in a muskeg area, with
over 6 feet of muskeg above solid ground.
By moving the location within l~O f~et of the
north boundary of the SW quarter sed:i.on, the muskeg
thickness is only 5 feet. This would be a much cheaper
location to prepare and offer a firmer foundation for
a drilling rig, resulting in safer operations for men
and equipment.

On October 18, 1961 at 10:00 A.M. in the Division of Mines and
Minerals' Building, 329 2nd Avenue, Anchorage, Alaska, a public hearing was
held at the petition of The Superior Oil Company wherein an exception to
Section 2061.1 of the Alaska Oil and Gas Conservation Regulations was requested
for the exploratory well Chuit-State No.1 proposed to be located 2500 feet
north and 850 west of the southwest corner of Section 8, T12N, RI1W, Seward Meridian.
Mr. Donald D. Bruce, Chief, Petroleum Branch, called the hearing to
order, introduced the other two members of the Alaska Oil and Gas Committee:
Mr. Richard Bradley, Department of Law and Mr. Richard V. Murphy, State Petroleum
Engineer, and read the hearing notice published in the Anchorage News on October 7,
1961.
Mr. Bruce stated an emergency order had been issued on October 6, 1961 '
permitting The Superior Oil Company to construct the drilling site for the
Chuit-State No.1 as requested.
Mr. Joseph V. LeBlanc, Petroleum Engineer, The Superior Oil Company,
made the presentation requesting an exception to Section 2061.10 He read the
following letter dated October 18, 1961:
"We request permission to stake a location to be known as the Chuit
State Well No. f, 2,500 feet north and 850 feet east of the SW corner of Section
8, Township l2N, Range llW, Seward Basin Meridian.
This location will fall 140 feet from the north boundary of the
SW quarter section. The bes.t location geologically would be located in a

the SW quarter Section, the muskeg thickness is only 5 feet. This would be a

Mr. M. H. Soyster, Regional Oil and Gas Supervisor, USGS, asked
Mr,. LeBlanc how the muskeg depths were determined. Mr. LeBlanc answered that
the site building contractor had driven stakes until resistance was met.
Mr. Murphy asked Mr,. LeBlanc if the operator intended to whipstock
to the originally planned bottom hole location. Mr. LeBlanc replied that the
operator did not.
Mr. t~il1iam Binkley, Geologist, Superior Oil Company, stated that
whipstocking would not be necessary as the proposed well site was on the apex
of the anticline as was the originally proposed well site.
Mr. Bruce asked for further comment, and there being none, adjourned
the hearing.

This is tø request an exception to Section
2061.1 of the Alaska Oil and Gas Conservation reg-
ulations requiring that no well be drilled nearer
than 500 feet to any tract boundary line.
We should like to locate our first well in
the Tyonek area, approximately 2500 feet north and
850 feet east, from the SW corner of Section 8, Town-
ship l2N, Range llW, Seward Meridian. We request this
exception for purely physical reasons. A large muskeg
area immediately south of the requested location
makes location closer to the center of the tract
economically unfeasible.
