' Loner Department o,'f Natural Resources Attest: MINUTES OIL AND GAS HEARING November'13, 1961 Hearing requested by The Pan American Petroleum Corporation for exception to Section 2061.1 within the purview of Section 2061.4 of the Alaska Oil and Gas Conservation Regulations, Title 11AACo On November 13, 1961 commencing 10:00 A.M. in the Division of Mines and inerals Building, 329 2nd Avenue, Anchorage, Alaska, a public hearing was held at he petition of the Pan American Petroleum Corporation wherein an exception to ectlon 206~.1 within the purview of Section 2061.4 of the Alaska Oil and Gas onservation Regulations was requested for the exploratory well Stedatna Creek- tare No. 1 proposed to be. located 815 feet north and 2365 feet west of the south- est corner of Section 30, T12N,R12W, Seward Meridian. Mr., James A. Williams, Director, Division of Mines and Minerals, called he hearing to order and introduced the other members of the Alaska Oil and Gas ~mmittee present: Mr. Donald D. Bruce, Chief, Petroleum Branch, }Ir, Richard A. =adley, Assistant District Attorney, Department of Law, and Mr. Richard V. Murphy, tare Petroleum Engineer~ Mr, Williams stated the Division of Mines and Minerals had received On ~vember 1, 1961, a letter dated October 25, 1961, from the Pan American Petroleum >rporation, requesting a hearing for an exception to Section 2061.1 of the Alaska and Gas Conservation Regulations for its exploratory well Stedatna Creek-State 1. The letter was read and is attached hereto. Mr. Williams pointed out that Pan American Petrolemu Corporation's re- vest was deemed by the Committee to be an emergency and as such Emergency Order ~. 7 was issued. Said Order was read and copy is attached hereto. Another' Pan American Petroleum Corporation letter was read by Mr. £11iams. This letter was dated November 2, 1961, and was received by the State .~ November 3, 1961. In essesnce the letter stated that the requested exception ) Section 2061,1 was within the purview of Section 2061,,4, and as such, compliance ss being made by submittal of an affidavit and a plat. Letter attached hereto. c. Williams continued that copies of the affidavit and plat had been mailed to the ,~io Oil Company and the Union Oil Company of California in compliance with Section )61,4, Mr.. Williams read the notice of hearing which appeared in the Anchorage ~ws daily newspaper on November 2 .and 3, 1961. Copy of notice of hearing attached ~reto. Mr. Williams asked Mr. C, A,.. Rector, Area. Foreman, Producing Department, American Petroleum Corporation, to present the operator's request for exception Section 2061~1, Mr. Rector identified himself and read a .letter dated November 1961, signed by himself. Letter attached hereto. Mr. Williams asked Mr. Rector why the. original site chosen for the :edatna Creek-State No, 1 well did not prove suitable. Mr. Rector replied that ~bsequent examination showed the area to be too small to support the rig.. Mr. Bruce interjected that it was his understanding that the site had been wsen before the operator"s production department had a chance to examine it. Mr.. ~ctor verified Mr, Bruce's statement. Mr. James R. Wylie. Geologist. Gulf Oil Company of California. asked for the proposed well location and Mr. Bruce complied. Mr. Murphy asked Mr. Rector how Pan American Petroleum Corporation de- termined the muskeg thickness. Mr. Rector replied that bulldozers had dug out eight feet of muskeg at the original site and still had not struck solid ground. Mr. Wylie pointed out that. although Gulf Oil Company of California held acreage within a mile of the proposed well site. the company was not notified by mail pursuant to Section 2061.4. After an examination of land maps. the Committee agreed with Mr. Wylie. Mr. Murphy asked Mr. Bradley if failure to notify the Gulf Oil Company of California pursuant to Section 2061o4 w%uld cause the hearing to be invalid. Mr. Bradley replied that the purpose of notifying adjacent lease owners within a mile of the proposed well location was only to let such owners know that a hearing had been requested. And since the Gulf Oil Company of California was present at the hearing, no further notification was necessary, concluded Mr. Bradley. Mr, Wylie replie4 that the Gulf 0il Company of California was not pro- testing the request of the Pan American Petroleum Corporation, Mr. Williams asked if there were any further comments° There being none. the hearing was adjourned. The above referred to letter omitted the fact that the requested exception also comes under the purview of Section 2061.4. ACcordingly, we submit the following information: 1. Names of lessees within a radius of one mile - Union Oil Company of California and Ohio 0il Company. 2. Attached in quadruplicate is a plat drawn to the scale of l" = 2640', accurately showing to scale the property for which the exception is sought, the location of the proposed Stedatna Creek State #l well, and accurately showing the surrounding properties. 3. Attached in quadruplicate is an affidavit executed by Mr. R. W. Craig, attesting that the information in the request for an exception and the information shown on the accompanying plats are correct.
