1. That I am a resident of the State of Alaska and employed
with the Pan American Petroleum Corporation in the capacity of Area Foreman.
2. That i have caused to be prepared an Application for a
drilling site within the exception provided for in Section 2061.1 of the
Alaska 0il and Gas Conservation Rules.
3. That in support of this appiication~ I hereby state, within
my personal knowledge, that plat, the same being a plat drawn to scale of
the proposed drilling site, is true and accurate to the best of my knowledge
and correctly reflects pertinent and required data.
A. Your affiant further states that to the best of my
knowledge there are no lessees occupying properties within one mile.
b~ Your affiant further states with personal knowledge it was
necessary to move the drilling tender from the intended loc~tion
Section J0~ TSN, R12R to a new position J$6.1J' north of the south line
and 1,867.~4' east of the ~st line Section 1~, T$N~ ~2W~ Seward Meridian,
where 10 feet of water prevails at minus mean tide. This action was taken
to avoid the tender from going aground~ in the best interest of safety
and protection of equipment.

Gentlemen:
Pan American Petroleum Corporation requests permission to
continue its drilling operations upon a tract of tidelands located
336.13 feet north of the south line and 1~867.34 feet east of the
west line of Section 19, T9N, R12'~', Seward Meridian. The reason for
requesting deviation from. Section 2061.1 of the State of ~.~laska
Administrative Code, Title II, Division 2, Chapter l~ Sub-Chapter 2
is based solely on the fact that the barge platform~ employed to drill
the subject well requires a minimum of ten feet of Water to keep from
grounding. Under conditions where ten feet of water would not be
available, hazards to the crew and loss of property could become
involved.
In support of our application for an emergency exception to
Section 2061.1 of the 0il and Gas Regulations, we submit the following
informa'tion:
1. Names of' lessees in the radius of one mile - None.
2. Plat in quadruplicate drawn to the scale of
1 inch - 1 mile. Inasmuch as all surroumding area
is water, we trust the i inch ~ i mile is sufficient
and a scale of i inch - 2,640 feet will not be
necessary.
An affidavit in quadruplicate executed by the under-
signed attesting that the information in the request
for an exception and information shown on the
accompanying plat are correct. ...........................................

This letter is to confirm the undersigned's verbal
request for emergency exception to Section 2061.1 of the Alaska
Administrative Code,. Title ll.~ Division 2.~ Chapter l~ Sub-Chapter 2.
The reason for requesting this exception is that it was
necessary to locate the well $36o13' north and 1,86'7.34' east of
the southwest corner of Section 19~ TgN, R12N, Seward Meridian as
sufficient water depth could not be obtained to permit drilling
operations at the original intended location. The Middle Ground
Shoal ~l '~ell is being drilled by barge platform which requires
a minimum of l0 feet at minus tide in order to support the
tender from going aground.
It is respectfully requested that Pan American be
allowed to continue its operations on this tract and a hearing
pursuant to Chapter 40 SLA 1955 Section 9.6 be held..
