Mr. Marphy pointed out that an exception to a similar situation
had been granted to ~tandard Oil Company of Cali/ornia /or the ,drillinE o£
SCU 32-4, after SG~J 41-4, a two mile step-out well, had been completed as
an oil producer.

Pan American Petroleum Corporation requests pem~ission to
continue its drilling operations upon a tract of 'tidelands located.
393.5 feet hast of West line and 704.2 feet North of ~outh line,
Sec. 6, TllN, R9'W~ S.M. The reason for requesting deviation from
Section 2061.1 of the ~tate of Alaska Administrative Code~ Title II~
Division 2, Chapter l, bubchapter 2 is based solely on the fact that
considerable expense would be involved to pull up anchors and reposition
our location 500' or more adjacent from the section line. It is
estimated that an expenditure of $85,000 would be required to carry
out such a measure which would not be otherwise incurred if we are
allowed to remain at the designated location.
In support of our application for emergency exception to '
Section 2061.1 of 'the 0il and Gas Regulations, we submit the following
infom~at ion:
1. Names of lessees in radius of one mile - None.
2. Plat in quadruplicate drawn in scale 1" ~ 1 Mile.
Inasmuch as all surrounding area is water, we trust
the l" ~ i Mile is sufficient and a scale of
l" = 26.40' will not be necessary.
It is respectfully requested the location as designated
herein be approved as herein stated and if production is obtained,
production restrictions will not be imposed due to the boundaries
of the lo cat ion.

Gentlemen:
Upon final submission of coordinates by our surveyor for
Cook Inlet ~l, a change of location is required. By our letter dated
June 6, 1962, we have notified you of this change. Inasmuch as the
new location results in our being closer than 500' to a section line,
Pan American Petroleum Corporation requests emergency exception in
order to continue its drilling operations upon a tract of tideland
located 893.5' east of the west line and 704.2' north of the south line~
Section 6, TllNs RgN'. The reason for requesting deviation from
Section 2061.1, State of Alaska Administrative Code~ Title IIs
Division 2, Chapter l, Subchapter 2, is based solely on the fact
considerable expense would be involved to pull up anchors and reposition
our location 500' or more adjacent from the section line. As you
recall, Shell 0il Company experienced approximately two weeks delay in
anchoring their facilities and if we are requested to reposition, a
similar delay in setting our anchors could occur. A delay of two
weeks would result in an expenditure of $85,000 which would otherwise
not be incurred. Attached are two copies of a legal survey supporting
our original application to drill and. our request at this time.
It is respectfully requested an emergency exception to
existing regulations be granted.
