MIDDLE GROUND SHOAL NO. 2 WELL The following are the names of the lessees of all properties within a radius of one mile of the Middle Ground Shoal No. 2 well. Atlantic Refining Co. Sections 13 and 24, T 9 N, R 13 W, SM. Pan American Petroleum Corp. Skelly Oil Company Sinclair Oil & Gas Company Phillips Petroleum Company Sections 17, 18, 19, 20, and 30, T 9 N, R 12 W, SM. AFFIDAVIT United States of America State of Alaska A. E. Piper, being first duly sworn, upon his oath, deposes and says: 1. That I am a resident of the State of Alaska and employed with Pan American Petroleum Corporation in the capacity of District Superintendent. 2. That I have caused to be prepared an Application for a drilling site within the exception provided for in Section 2061.1 of the Alaska Oil and Gas Conservation Rules. 3- That in support of this application, I hereby state, within my personal knowledge, that plat, the same being drawn to scale of the proposed drilling site, is true and accurate to the best of my knowledge and correctly reflects pertinent and required data. 4. Your affient further states that to the best of my knowledge there is only one ~other lessee, The Atlantic Refining Company, occupying properties within a one mile radius of the well location. 5. Your affient further states with personal knowledge that it was necessary to move the drilling tender and platform from the intended location 1980' south of the north, line and 660' west of the east line, Section 19, Township 9 N, Range 12 W, Seward Meridian to a new position 345.4' west of the east line and 1866.8' south of the north line of Section 19, Township 9 N, Range 12 ~', Seward Meridian to obtain satisfactory water depth. Dept. of Natural Resources Div. of Mines and Minerals 329 Second Avenue Anchorage, Alaska Attn: Thomas Marshall, Jr. Dear Sir: Reference is to arilling permit No. 63-8 approved March ].3, 1963 for Middle Ground Shoal No. 2 well. Attached please find two copies of well survey plats show- ing the location to be 345.4 ft. west of the east line and 1866.8 ft. south of the north line of Section 19, T 9 N, R 12 W, Seward Meridian. This location differs slightly from the tentative ].ocation given on the drilling permit application. An exemption is requested to the 500 foot governmental quarter section boundary offset provision of Section 2061.1 of the Alaska Oil and Gas Conservation Regulations. The drilling platform for this well must be set in a specific depth of water. The final location was dictated by water depths in the area. The platform has been set with four pilings driven to hold it in place. The final survey was not conducted until the platform was set on location. It is not practical to relocate the platform. New materials would have to be obtained for this purpose, and heavy construction equipment returned t° the area. The costs involved would be exorbitant. The following information is submitted in support of our request: 1. A statement concerning ownership of lands within a one mile radius of the well showing that the Atlantic Refining Company is the only other lessee within this area. Page Two 2. Survey plat in quadruplicate, scale 1 inch = 1 mile, showing well location and ownership of acreage within a one mile radius of the well. 3. Water depth contour map, scale i inch = 300 ft., drawn from soundings taken during well location surveys. 4. An affidavit, in quadruplicate, executed by the undersigned, verifying that the information supporting the requested exemption is correct. It is respectfully requested that the location as described herein be approved for reasons stated and if production is obtained, production regulations will not be imposed due to the boundary location.
