By the Oil and Gas Conservation Committee
Pursuant to the application of the Shell Oil Company dated March 19,
1965 an emergency for an exception to Section 2012 of the Alaska Oil and
Gas Conservation Regulations and to Title 31 of the Alaska Statutes is
hereby declared to exist.
The Shell Oil Company has located a permanent drilling-production
platform where optimum bottom conditions exist. At this platform location
the furthest point at~. which a straight hole can be drilled from the near-
est quarter section line is less than the required 500 feet. The location
lies 1640' N and 401' W of the S.E. Corner, Section 11, T8N-R13W, S.Mo
The request of Shell Oil Company to place the location as described
above and to commence drilling is hereby approved for a maximum of 15 days
from the above date.

Dear Sirs:
Attached herewith for your approval is our application to
drill a Middle Ground Shoal field development well, Shell-Richfield-
Standard Middle Ground Shoal State A 1-3. This is our first well to
be drilled from Platform A and is designed as a straight hole. As
shown on the attached plat the well will be spudded from conductor 3,
leg 1, of our platform and as such the bottom hole location of the well
will be within 500' of a section line. This location was necessitated
by the fact that inlet bottom conditions and water depth required the
construction of the platform at this site. Although the well will be
drilled within 500' of a section line, it is so located on State of
Alaska Lease ADL 18754, jointly held by Shell Oil Company, Richfield
Oil Corporation, and Standard Oil Company of California, that no other
lessees are affected within 4800 feet of the well.
The undersigned, being acquainted with the facts and having
this report prepared under his direction and supervision, states that
all facts therein stated are within the knowledge of the affiant true,
that the accompanying plat is accurately drawn to scale and correctly
reflects pertinent and required data. The applicant is hereby applying
for an exception to the State of Alaska Oil and Gas Conservation
Regulations to allow the subject well to be drilled within 500 feet of
a section line.
