Persuant to Section 2014 of the Oil and Gas Conservation Regulations of
Alaska, an emergency for an exception to Section 2012 of the Alaska Oil and Gas
Conservation Regulations is hereby declared to exist.
The Shell Oil Company has located the captioned exploratory well closer
than 500' to a quarter section line. Locating the well in this position is
necessary due to water depths and currents.
Proper application dated March 31, 1966 was made for a footage spacing
exception and publication is now in progress.
The request of Shell Oil Company to commence drilling at the above described
location is hereby approved for a maximum of fifteen days from the date of this
emergency order.

IT APPEARING THAT:
1. The Shell Oil Company submitted a request dated March 31, 1966 for an
exception to the 500 foot governmental quarter section boundary offset provision
of Section 2061.1 of the Alaska Oil and Gas Conservation Regulations, Title 11,
AAC, for the exploratory well Forelands Channel #1 State proposed to be located
800' South and 300' East of the Northwest Corner of Section 30, T8N-R13W, S.M.
2. Notice of hearing on the petition was published in the Anchorage Daily News
on April 7, 1966 pursuant to Section 2012 of the Alaska Oil and Gas Conservation
Regulations but no protest or request for hearing was received. When it appeared
that spudding of this exploratory well would occur before the publication period
ended, an emergency order was issued to allow spudding. However, spudding was
delayed by mechanical or physical reasons until April 22, 1966, which was after
the publication period.
AND IT FURTHER APPEARING that after due consideration an exception to Section
2061.1 of the Alaska Oil and Gas Conservation Regulations permitting the Shell
Oil Company to locate the Forelands Channel #1 State within 500' of the govern-
mental quarter section line should be granted because this location is best
suited to the geology and topography.
NOW, THEREFORE, IT IS ORDERED that the Shell Oil Company be permitted to locate
the exploratory well Forelands Channel #1 at the applied for location.
DONE at Anchorage and Juneau, Alaska, and dated April 25, 1966.

Attention: Mr. Tom Marshall
Gentlemen:
Shell Oil Company, as operator for itself, Standard Oil Company of
California, Western Operations, Inc., and the Atlantic Refining Company proposes
to drill an offshore well in the Cook Inlet at a location which, based upon a
protraction survey, falls within the W-l/2 of the NW-1/4 of Section 30, Township
8 North, Range 13 West, Seward Meridian. Such lands are included within State
of Alaska Lease ADL-18716. The well is to be drilled from a floating vessel,
the Glomar II from a surface location approximately 300 feet east of the west
line and 800 feet south.of the north line of said Section 30 and is to be
drilled as a straight hole, insofar as reasonably possible. The exact drill
site will be furnished at such time as this drilling vessel is moored on location.
Section 2061.1 of the Oil and Gas Conservation Regulations of the
State of Alaska provides for a 500 foot standback from the quarter section lines.
However, the language of the regulation suggests that this limitation was con-
cerned primarily with wells which are to be completed as producing wells. Since
as noted, the well is to be drilled from a floating vessel, it will not be com-
pleted as a producer even if oil and gas production are encountered therein in
commercial quantities. In addition, we would point out that all lands within
one mile of this proposed location are jointly held by Shell, Standard'and
Atlantic.
We also note Section 2061.4 provides for exceptions to the aforesaid

location hazardous, costly and unsuitable. In view of all of the foregoing
considerations, we respectfully request that you grant an exception to the 500
foot standback requirement and permit Shell Oil Company to drill the well as
hereinabove indicated.
The plat and affidavit required by Section 2061.4 are emclosed here-
with. Should you need or require any further data in connection with your
processing of this request, we would appreciate your so advising us.
