The'Shell Oil Company submitted a request dated April 29, 1966, for an exception to the 500 foot governmental quarter section boundary offset provision of Section 2061.1 of the Alaska Oil and Gas Conservation, Title 11, AAC for the field development well MGS A-32-11. This well was directionally drilled from Leg #1 of Platform A. Due to unpredictable geological factors unknown until after drilling was in progress, the A-32-11 could not be bottomed at the proposed bottom hole location. Therefore, the top of the lower producing interval could not be located 500 or more feet north from the south line of the NE 1/4 of Section 11, T8N-R13W, S.M. For the same reason, the upper producing interval lies less than 500' south of the north line of the SE 1/4 Section 11, T8N-R13W, S.M. The upper producing interval was completed in the SE 1/4 of Section 11 be- cause there is no other well producing from this interval in the SE 1/4 of Section 11. The only well bottomed in the SE 1/4 of Section 11 (A-43-11) produces from stratigraphically lower sand than those in the upper interval of the A-32-11 well. 2. Notice of hearing on the petition was published in the Anchorage Daily News on May 4, 1966, pursuant to Section 2012 of the Alaska Oil and Gas Conservation Regulations but no protests or request for hearing was received. AND IT FURTHER APPEARING that after due consideration on exception to Section 2061.1 of the Alaska Oil and Gas Conservation Regulations permitting the Shell Oil Company to locate each of the producing intervals in the A-32-11 (formerly A-2-1) closer than 500' to the governmental quarter section line should be granted because these locatiOns appear best suited to efficiently produce these reservoirs under the circumstances dictated by deviated wells from offshore Permane~tproducing platforms. NOW, THEREFORE, IT IS ORDERED that the Shell Oil Company be permitted to locate the producing intervals at the applied for locations. This exception may be altered in whole or part by a subsequent order defining MGS pools or MGS field well spacing. In considering the proximity to spacing unit lines for spacing purposes, the distance from the top or bottom of the producing interval to the spacing unit line will be used rather than the distance from the mid point of the producing interval. Marshall, Jr. Executive Secretary Gentlemen: On September 17, 1965, Shell Oil Company as operator for itself, Richfield Oil Corporation (now Atlantic-Richfield), and standard Oil Company of California, completed as a producer well A-32-11 (formerly well A-2-1), Middle Ground Shoal Field, Kenai Borough, Alaska. The well, which was directionally drilled from leg #1 of Platform A, has bottom hole coordinates of approximately 1226' N of South line and 1370' W of the East line of the NE/4 of Section 11, T8N, R13W, S.M. However, coordinates of the midpoint of the lower pro- ducing interval lie approximately 400 feet from the South line of said NE/4 of Section 11, inside of the 500 foot standback area (see attached plat). Coordinates of the midpoint of the upper producing interval of well A-32-11 fall within the SE/4 of Section 11, T8N, R13W, S.M. This does not violate the spacing area of well A-43-11 under Section 2061.1 of the regulations, since the producing interval of well A-32-11 does not correspond to the producing interval of well A-43-11. How- ever, the midpoint of the upper producing interval does fall within 500 feet South of the North line of the SE/4 of Section 11 and does not conform with Section 20611.1 of the regulations (see attached plat). Structural complexities and an unanticipated accumulation resulted in the well being completed differently than originally proposed and it was through a misunderstanding that this application has not been previously filed. Therefore, in the case of well A-32-11, we respectfully request the Commission to grant us an exception to Section 2061.1 in accordance with Sections 2060.4 and 2061.4 of the regulations, by allowing the midpoint of the lower producing interval to fall within 500 feet North of the South line of the NE/4 of Section 11, T8N, R13W, S.M. and the midpoint of the upper producing interval to fall within 500 feet South of the North line of the SE/4 of said Section 11. We would point out that all 160 acre tracts having a common side or corner with the NE/4 and the SE/4 of said section 11 are jointly owned by Shell Oil Company, Standard Oil Company of California, and Richfield Oil Corporation, a Division of The Atlantic Refining Company. The plat and affidavit required by Section 2061.4 are enclosed herewith.
